The history of the European states in the nineteenth century relates to how processes of ‘parliamentarization’ took place that were not always accompanied by processes of ‘democratization’. This leads us to the following question: Was democracy their goal? A good example can be found in the political development of Spain from the 1868 revolution to 1874, a period that has been called the ‘Democratic Sexennium’. This revolution led Spain into a process that involved an attempt at democratization which culminated in the proclamation of the First Republic. The First Spanish Republic was based on a democratic parliament and constitution. In this article a prosopographic study is conducted of a specific group of parliamentarians – those from the Basque Country – who took part in the debates during the First Republic. The results of this study serve as a typical example of the participation of parliamentarians in democratization processes in the nineteenth century and they show the relationship between discourse and parliamentary practice in that period. Prosopographic analysis and the use of thematic prosopography enable us to ascertain the profile of those democratically elected parliamentarians and the issues that most concerned them. Additionally, the debate that emerged on the limits of democracy in wartime is highlighted, owing to the fact that Spain was immersed in a civil war during this period and the Spanish Parliament had to take decisions and act in adverse circumstances.  相似文献

Many formulae are available to estimate the relation between the potassium ([K+]) and hypoxantine ([Hx]) concentration in the vitreous humour and the postmortem interval (PMI). Typically these have been based on a correlation test and linear regression using the postmortal interval as the independent variable and [K+] or [Hx] as the dependent variable in order to estimate the confidence interval. However, a recent study has shown that a more precise measurement of PMI can be obtained if [K+] is used as the independent variable. The regression lines obtained from the most recent deceased subjects with forensic relevance received for autopsy in the Institute of Legal Medicine are [K+] = 5.589 + 0.174PMI and [Hx] = 26.459 + 3.017PMI, by changing the variables, we obtain PMI=3.967[K+] - 19.186 (R2 = 0.688, P < 0.001) and PMI = 0.172 [Hx] + 0.170 (R2 = 0.518, P < 0.001). In this paper we propose the cause of death as an extra factor which modifies the relationship and gives even greater precision in estimating PMI. In cases of death by hanging the results are considerably improved with [K+] = 5.224 + 0.225PMI and [Hx] = 15.161+4.957PMI, respectively, and consequently, PMI = 3.631[K+] - 17.334 (R2 = 0.818, P< 0.001) and PMI = 0.153[Hx] - 0.368 (R2 = 0.757, P < 0.001): the slope is less and the precision is obviously enhanced.  相似文献

ABSTRACT

The process of local decentralisation of public services delivery has attracted research attention because of the wide range of factors that induce governments to make this decision. Nonetheless, most such studies have focused on economic and financial aspects, ignoring the impact of political factors. The scarce previous research about political factors is the motivation for this study. We used panel data models based on 153 Spanish municipalities with populations over 50,000 for the period 1999–2007. The process of decentralisation is disaggregated according to the legal form of the entities: corporations and foundations. Our results show that more corporatisation processes are carried out in environments where political competition is lower and the party in power enjoyed greater support in the last elections. Additionally, decentralisation processes usually take place in the years immediately following elections, especially through foundations. Furthermore, both forms of decentralisation are more likely to be initiated by right-wing politicians.  相似文献

ABSTRACT

When are emigrants really enfranchised? Lengthy lags exist between some reforms that de jure introduced external voting and their application. In the blooming literature on emigrant enfranchisement, these lags remain unexplained. We argue that this hampers our understanding of enfranchisement processes as having different legal and political stages. With data on Latin American and Caribbean states since 1965 until the present, we investigate why some states in this region have delayed the regulation and application of external franchise while others have implemented it right after enactment. We propose hypotheses to understand these reforms as episodes marked by different contexts, engineered by different agent coalitions and embedded into larger processes of political change. In particular, we suggest that enfranchisement processes are composed of three stages: enactment, regulation, and first application. Our findings suggest that the process of adoption of external voting is shaped by the legal mechanism of enactment and the stability of political coalitions.  相似文献

ABSTRACT

Does the executive's institutional hegemony represent a risk to the survival of democracy? By hegemony, we refer to the president's ability to control other institutions, particularly the legislature and judiciary. To answer this question, we develop two indices of presidential hegemony and analyze the duration of democratic regimes in 18 Latin American countries between 1925 and 2016. The results show that executive hegemony is a major driver of democratic instability. This finding is robust to non-linear effects and to potential endogeneity in the relationship between presidential power and democratic backsliding. Our findings challenge traditional concerns about executive-legislative deadlock, and have significant implications for the nascent literature on democratic backsliding, which highlights executive aggrandizement as a risk factor.  相似文献

The method of sample recovery for trace detection and identification of explosives plays a critical role in several criminal investigations. After bombing, there can be difficulties in sending big objects to a laboratory for analysis. Traces can also be searched for on large surfaces, on hands of suspects or on surfaces where the explosive was placed during preparatory phases (e.g. places where an IED was assembled, vehicles used for transportation, etc.).In this work, triacetone triperoxide (TATP) was synthesized from commercial precursors following reported methods. Several portions of about 6 mg of TATP were then spread on different surfaces (e.g. floors, tables, etc.) or used in handling tests. Three different swabbing systems were used: a commercial swab, pre-wetted with propan-2-ol (isopropanol) and water (7:3), dry paper swabs, and cotton swabs wetted with propan-2-ol. Paper and commercial swabs were also used to sample a metal plate, where a small charge of about 4 g of TATP was detonated. Swabs were sealed in small glass jars with screw caps and Parafilm® M and sent to the laboratory for analysis. Swabs were extracted and analysed several weeks later by gas chromatography/mass spectrometry. All the three systems gave positive results, but wetted swabs collected higher amounts of TATP. The developed procedure showed its suitability for use in real cases, allowing TATP detection in several simulations, including a situation in which people wash their hands after handling the explosive.  相似文献

Abstract

The aim of this study is to assess the extent to which social and employment integration enhances the efficacy of social–cognitive training carried out in prison through a Spanish adaptation of the Reasoning & Rehabilitation (R & R) programme. A quasi-experimental design was used to compare a group of inmates who received only social–cognitive training with a group of inmates who also received social and employment integration and with a comparison group who received neither of these interventions. The total sample was composed of 117 repeat offenders, serving sentence for property offences, drug dealing and offences against the person. The results obtained through a Kaplan–Meier survival analysis after a 6-year follow-up indicate that both intervention groups are significantly different from the comparison group. The group that received social and employment integration had the highest level of delayed recidivism, but the difference with the group that only received social–cognitive training was not statistically significant. The results are discussed in relation to the Good Lives Model and to the Risk–Needs–Responsivity Model of offender rehabilitation.  相似文献

Qualitative data from a case study of the Jamaica social investment fund reveal that the social fund process is elite-driven and decision-making tends to be dominated by a small group of motivated individuals. However, there is broad-based satisfaction with the outcome. Quantitative data from 500 households mirror these findings by showing that, ex-ante, the social fund does not address the expressed needs of the majority of individuals in the majority of communities. By the completion of the project, however, 80 per cent of the community expresses satisfaction with the outcome. An analysis of the determinants of participation reveals that better educated and better networked individuals dominate the process. Propensity-score analysis demonstrates that JSIF has had a causal impact on improvements in trust and the capacity for collective action, but these gains are greater for elites.  相似文献

How are poverty analyses and poverty traps assessments affected by the choice among conventional methods of asset index construction? To address this question, this article uses panel data from four sites in the Millennium Villages Project (MVP) in Malawi, Tanzania, Mali and Ghana to study the relationship between eight asset indices and the sensitivity of findings related to poverty rates, poverty transitions and poverty traps to the index used. We find that although estimations of poverty rates and transitions are largely consistent across indices, evidence of poverty traps can be conditional on which asset index is used. The asset indices studied include structural income, principal components, factor analysis and a reduced set of assets reflecting the portfolio assessed in the Demographic Health Survey (DHS) data.  相似文献

The aim of this paper is to shed additional light on the determinants of budget transparency in local governments. Our work is based on a Likert-type survey questionnaire specifically designed to measure budget transparency in small municipalities. The questionnaire is based on the IMF's revised Code of Good Practices on Fiscal Transparency (2007). Results from 33 Galician municipalities are used to assess its internal consistency and to test a battery of hypotheses on the determinants of budget transparency. While several previous findings of the literature are confirmed, some new results are also obtained.  相似文献
