Automated Texture Recognition of Quartz Sand Grains for Forensic Applications*

Quartz sand surface texture analysis has been automated for the first time for forensic application. The derived Basic Image Features (BIFs) provide computer-generated texture recognition from preexisting data sets. The technique was applied to two distinct classification problems; first, the ability of the system to discriminate between (quartz) sand grains with upturned plate features (indicative of eolian, global sand sea environments) and grains that do not exhibit these features. A success rate of grain classification of 98.8% was achieved. Second, to test the ability of the computer recognition system to identify specific energy levels of formation of the upturned plate surface texture features. Such recognition ability has to date been beyond manual geological interpretation. The discrimination performance was enhanced to an exact classification success rate of 81%. The enhanced potential for routine forensic investigation of the provenance of common quartz sand is indicated.     

The Commonwealth is Getting its Second Wind

This article looks forward to the Commonwealth Heads of Government Meeting in London, April 2018, in light of reflection on the nature of the Commonwealth (‘club, church or beehive?’) and its legacy. Special attention is paid to the significant anniversaries of 2015—Magna Carta, United Nations, end of the Second World War, London Declaration and 50 years of the Commonwealth Secretariat. The author also considers the agendas for CHOGM and the implications for the Commonwealth of Britain’s exit from the European Union (Brexit).     

Remembering A Year of Anniversaries, 2015

2015 was a year of significant anniversaries and commemorations related to the Commonwealth, Magna Carta, World War II and the United Nations. In this article the author reflects on these events, on his personal participation and on the media coverage of the events.     

New Public Management and Substantive Democracy

The authors are concerned that a remaining refuge of substantive democracy in America, the public sector, is in danger of abandoning it in favor of the market model of management. They argue that contemporary American democracy is confined to a shrunken procedural remnant of its earlier substantive form. The classical republican model of citizen involvement faded with the rise of liberal capitalist society in the late nineteenth and early twentieth centuries. Capitalism and democracy coexist in a society emphasizing procedural protection of individual liberties rather than substantive questions of individual development. Today's market model of government in the form of New Public Management goes beyond earlier "reforms," threatening to eliminate democracy as a guiding principle in public-sector management. The authors discuss the usefulness of a collaborative model of administrative practice in preserving the value of democracy in public administration.     

An Examination of the Reciprocal Relationships Between Adolescents’ Aggressive Behaviors and Their Perceptions of Parental Nurturance

This study examined reciprocal relationships between adolescents’ perceptions of parental nurturance and two types of adolescent aggressive behaviors (indirect and direct aggression) using a transactional model. Three waves of longitudinal data were drawn from the Canadian National Longitudinal Survey of Children and Youth. The sample included 1,416 (735 female) adolescents who were 10- and 11-year-olds at Time 1 and became 14-and 15-year-olds at Time 3. The findings failed to support reciprocal effects, but confirmed parental effects at different ages for girls and boys. For girls, perceptions of parental nurturance at age 10 were negatively associated with both indirect and direct aggression at age 12. For boys, perceptions of parental nurturance at age 12 were negatively associated with both aggressive behaviors at age 14. Future research should continue to investigate reciprocal effects in parent-adolescent relationships to identify developmental periods where the effect of adolescents’ or their parents’ behavior may be stronger.     

Narrative identity and offender rehabilitation

The rehabilitation of offenders is an evaluative and capability-building process and is concerned with promoting primary goods and managing risk. At the heart of this process is the construction of a more adaptive narrative identity and the acquisition of capabilities to enable offenders to secure important values in their postrelease environments. In this article, the authors examine the idea of narrative identity and its relationship to values and to assessment and treatment.
