Abstract

The cross-country empirical evidence for the natural resource curse is ample, but unfortunately fraught with econometric difficulties. A recent wave of studies on measuring the impact of natural resource windfalls on the economy exploits novel datasets such as giant oil discoveries to identify effects of windfalls, uses natural experiments and within-country econometric analysis, and estimates local impacts. These studies offer more hope in the search of quantitative evidence.  相似文献

The recent economic and fiscal crisis provides an opportunity for learning lessons of general and practical relevance about how governments face shocks affecting their financial conditions. This article draws on the resilience concept to investigate the organizational capacities that are deployed and/or built by local governments (LGs) to respond to such shocks, looking at their combinations and interactions with environmental conditions. The article presents the results of a multiple‐case analysis of 12 European LGs across Austria, Italy and England. The analysis allows us to highlight and operationalize different patterns of financial resilience, that is, self‐regulation, constrained or reactive adaptation, contented or powerless fatalism, that are the result of the interaction and development over time of different internal and external dimensions.  相似文献

This article compares strategic public sector HRM practices between 10 small countries that have consistently shown extraordinary economic, social, and governance performance. The fact that these small countries, which are traditionally considered to be disadvantaged, have become benchmarks of good government suggests they have uniquely maximized and leveraged their key resource: people. In search of novel lessons, we assess through secondary data how their public sectors have organized and institutionalized four key HRM activities: 1) selection, 2) appraisal, 3) training, and 4) compensation, and whether they engage in strategic, centralized efforts to architect and “bundle” these activities. Our exploratory case study findings show that these high performing countries employ various integrated efforts to attract the best and brightest into their public sectors, and train and reward them well, although they differ in terms of their centralization dynamics. We conclude our article with seven propositions for future research and implications for emerging small countries.  相似文献

ABSTRACT

How do actors come to contest previously uncontested background ideas? This is a difficult question to ask. On the one hand, deep backgrounds seem to be too foundational for actors to transform. Their political efficacy appears to end where ideas constitute their efficacy in the first place. On the other hand, ideas must not be reified. Even deeply taken-for-granted ideas do not always stay the same, and agents have a lot to do with these changes. In order to answer this question, we draw from social theory and rhetorical studies. We conceptualize the deep background as nomos, and the more easily accessible background as endoxa. We then proceed to identify three sets of conditions that make nomic change possible. These relate to opportunity, message, and messenger. Nomic change becomes possible when the need for something new has become widely established and a supply of new nomic ideas is easily available (opportunity); new nomic ideas are ‘smuggled’ into more orthodox and widely resonating arguments (message) as well as rhetorical encounters in which these arguments are made; and advocates are widely recognized as interlocutors (messenger). A plausibility probe of nomic contestation about nuclear governance provides evidence for this framework.  相似文献

Governments at all levels buy mission‐critical goods and services whose attributes and performance requirements are hard to define and produce. Many governments—and the public managers who lead them—lack experience and knowledge about how to contract for complex products. The contract management counsel provided to public managers is thin. Missing is a conceptual managerial framework to guide purchasing the complex products that are often so critical to public organizations' core missions. Drawing on perspectives from across the social sciences, the framework presented in this article provides guidance on how managers can harness the upsides of complex contracting while avoiding its pitfalls. The framework helps identify conditions that increase the likelihood of positive outcomes for the purchasing government and the vendor—the win‐win. To illustrate the framework, the article provides examples of successful and failed acquisitions for complex products such as transportation projects, social service systems, and information technology systems.  相似文献

Art Attacks     
Far from being a matter incidental to policy, the attack on art bespeaks a more generalizable array of tactics for managing populations, while the notion that art itself bears the agency to launch an offensive, references far greater political stakes than are conventionally attributed to the esthetic domain. Policy-whether it be fiscal, domestic, military or cultural, aspires to a concrete performativity. The various government positions that authorize official pronouncements desire their words to fulfill the action they seek in the world. Even where such public pronouncements in the role of policy lack the force of law, they seek compellence by their efforts to render to world just as they say so. As arts policy makes itself increasingly manifest, its greatest ambition will be to transform policy matters from an account of what is done to us, to one that traces how artists make themselves and their worlds.  相似文献

While researchers are beginning to reach consensus around key psychological correlates of non-suicidal self-injury (NSSI), comparatively less work has been done investigating the role and influence of peers. Given evidence that engagement in this behavior may be susceptible to peer influence, especially during the early stages of its course, the current study prospectively explored whether knowing a friend who self-injures is associated with the onset, severity, and subsequent engagement in NSSI. The moderating roles of adverse life events, substance use and previous suicidal behavior in this relationship also were explored. Self-report data were collected from 1,973 school-based adolescents (aged 12–18 years; 72 % female) at two time points, 1 year apart. Knowing a friend who self-injured, negative life events, psychological distress and thoughts of NSSI differentiated those who self-injured from those who did not, and also predicted the onset of NSSI within the study period. Further, adverse life events and previous thoughts of NSSI moderated the relationship between exposure to NSSI in peers and engaging in NSSI at Time 2. However, the effect of having a friend who self-injures was not related to the severity of NSSI. Having a friend who self-injures appears to be a risk factor for self-injury among youth who are experiencing high levels of distress. Implications of these findings are discussed.  相似文献

This article draws on a biographical case study of the first women to obtain doctorates in economics at the University of Berlin between 1900 and 1925. Their educational opportunities and experiences were linked to the networks that tied the women’s and social reform movements, as well as to the disciplinary differentiation of the German social sciences and the development of social work. These connections allowed them to exploit particular employment niches before and during the First World War, but the foundations of the expertise upon which women economists could call did not hold in the new political and institutional context of the Weimar Republic. What these early graduates patched together in response reveals a complex of opportunities and limitations presented by their simultaneous exploitation of essentialist and expertise‐based arguments.  相似文献
