(ALL THE) SINGLE LADIES

In the film fragment Smart B**ch, two women—a black Sudanese-Australian and a white American-Australian—share what it means to be diasporic travellers and explore their similarities and differences within evolving feminist discourses which have in some ways abandoned the subaltern for the subdivided. No longer content to criticise the ways in which we speak for and to each other, and to accommodate hierarchies of class, race and sexuality, this ethnocinematic dialogue prefers these film personae to speak with each other and their audience using Conquergood and Denzin as performance ethnography guides, while challenging hegemonic notions of diaspora to include such diversities as adoptees, queers, and others.     

The Spectacle of Woman as Creator: representation of women composers in the French,German and English feminist press 1880–1930

The period 1880–1930 saw women composers achieve unprecedented prominence as composers of large-scale works. This success coincided with the first wave of feminist movements in England, France and Germany. This article views the junctions where these two groups of women met through the vehicle of the feminist press, documenting the tensions and misunderstandings that occurred between emerging women composers attempting to be taken seriously as creative entities and feminists seeking to improve the political, social and professional lot of women. The pervasive aesthetic of male musical genius remained unquestioned by many feminists in spite of examples of female creative brilliance.     

Does it matter if those who matter don't mind? Effects of gang versus delinquent peer group membership on labeling processes

Despite renewed interests in the labeling perspective and the impact of official intervention on individuals’ future outcomes, scant attention has been given to potential conditioning factors for theorized labeling processes. We argue that, when viewed through a symbolic interactionist lens, variations in the nature of primary social groups, through which individuals filter official labels like arrest, may generate patterns for subsequent self-concept and delinquency that are contrary to what labeling theory indicates. To test our rationale, we offer a moderated mediation model in which gang membership is expected to differentially impact the effect of arrest on future delinquency through an intermediary mechanism: self-esteem. We test a gang–nongang dichotomy and then probe further to test whether hypothesized effects are gang specific or occur similarly for nongang youths with highly delinquent peer groups. Analyzed using Rochester Youth Development Study (RYDS) data (N = 961), comparisons between gang members and nonaffiliated youths with similarly highly delinquent peer groups revealed no significant differences in conditional indirect effects of arrest on self-esteem and future delinquency; the two groups were similarly insulated from any negative impact of arrest on self-esteem. For nongang youths with fewer delinquent peers, however, arrest significantly reduced later self-esteem, which in turn increased their future delinquency.     

Influences of Neighborhood Context,Individual History and Parenting Behavior on Recidivism Among Juvenile Offenders

This study examined the effects of neighborhood context on juvenile recidivism to determine if neighborhoods influence the likelihood of reoffending. Although a large body of literature exists regarding the impact of environmental factors on delinquency, very little is known about the effects of these factors on juvenile recidivism. The sample analyzed includes 7,061 delinquent male juveniles committed to community-based programs in Philadelphia, of which 74% are Black, 13% Hispanic, and 11% White. Since sample youths were nested in neighborhoods, a hierarchical generalized linear model was employed to predict recidivism across three general categories of recidivism offenses: drug, violent, and property. Results indicate that predictors vary across the types of offenses and that drug offending differs from property and violent offending. Neighborhood-level factors were found to influence drug offense recidivism, but were not significant predictors of violent offenses, property offenses, or an aggregated recidivism measure, despite contrary expectations. Implications stemming from the finding that neighborhood context influences only juvenile drug recidivism are discussed.     

The effects of NBPTS‐certified teachers on student achievement

In this study, we consider the efficacy of a relatively new and widely accepted certification system for teachers established by the National Board for Professional Teaching Standards (NBPTS). We utilize an extensive database covering the universe of teachers and students in Florida for a four‐year span to determine the relationship between NBPTS certification and the impact of teachers on student test scores from both low‐stakes and high‐stakes exams. Contrary to some previous studies, we find evidence that NBPTS certification provides a positive signal of a teacher's contribution to student achievement only in a few isolated cases. However, our results do reinforce evidence from previous research that the process of becoming NBPTS certified does not increase teacher productivity. © 2009 by the Association for Public Policy Analysis and Management.     

Credit Reform, Negative Subsidies, and FHA

After several years' experience with the new budgetary treatment of federal credit activity, or credit reform, it is appropriate to consider how this innovation is working. One objective of the new approach was to provide both estimates of the cost of credit assistance and a means of monitoring the performance of those estimates over time. In at least one—admittedly difficult—case, FHA single-family mortgage insurance, the reform is not succeeding in reporting the performance of the subsidy estimate because the agency's budget submissions are not consistent with the new accounting. This failure may result from the agency's inability to accept or adopt the fundamental changes in accounting concepts affected by credit reform. This article attempts to explain some of those changes and to show how they may be used to provide relevant information in the budget.     

Tax Expenditure Reporting: The Utilization of an Innovation

Central to this article is the question, “Are tax expenditure reports used?” State legislators serving on tax committees in ten states were surveyed regarding their use and their perceptions of others' use of tax expenditure report information. Responses indicate (1) strong acceptance and broad use of report information; (2) purposes and policy stages of use characteristic of technical information use; and (3) use focused predominantly on resource acquisition (revenue) policy rather than resource allocation (budget) policy. Thus it appears that tax expenditure reporting does not operate to secure budgetary control over tax expenditures, and consequently tax expenditures continue largely to escape budget scrutiny.
