From Markets to Tech: Governmental Initiatives,Solutions, and Responses to Food Insecurity

Food security, or lack thereof, is a global issue, affecting millions of people worldwide. Although it has been determined that there is enough food on the planet to feed everyone, nearly one‐third suffer from some form of malnutrition. The purpose of this paper is to bring awareness to this global crisis. The introduction defines food security and food deserts, supported by global and U.S. statistics. Next, the paper discusses the federal and regional initiatives within the U.S. to eliminate food insecurity, including federal laws and individual state laws. The paper highlights the “Right to Farm” initiative promulgated by New York state, as well as the Farmers' Market of Troy, New York, as attempts to combat food insecurity. The paper then discusses another large metropolitan area in the U.S., Seattle, Washington, and its response to food insecurity: Seattle's “Farm‐To‐Table Initiative” and “Fresh Bucks” program. Next, the discussion turns to advancing technology and its ability to bridge gaps in food accessibility. For example, Sweden has implemented an unstaffed twenty‐four‐hour grocery store using technology to complete the transactions. Smiliar solutions are being tested in communities in China. Furthermore, Amazon GO, launched in 2016 in Seattle, Washington, is one of the most recent innovations, allowing shoppers to use an Amazon account to track their purchases. The paper concludes by calling on the more economically influential countries to prioritize food security in their respective nations.     

Community Support and Diversionary Measures for Juvenile Offenders in Hong Kong: Old Legacy, New Age

This paper begins by examining the arguments that led to the change of emphasis from residential training and detention to community-based measures in Hong Kong. Police cautioning and community support services are introduced. An evaluation of the services provided found that the majority of respondents reported high levels of satisfaction with them. It is likely that the services exerted positive influences on the respondents’ deviant behaviour, family values and sense of social responsibility, but one-fifth of them continued to commit deviant acts. Parents’ participation was not high. Young offenders rarely took responsibility for the offence they committed or understood the harm they had done to victims, and victims were not involved in deciding the intervention plan. The conclusions raise issues about the future for Hong Kong. They consider new diversionary strategies for responding to young people and debate the values that should underpin them.

A Radiographic Study on the Utility of Cranial Vault Outlines for Positive Identifications

A standard method for positive identification is the use of antemortem and postmortem radiographic comparisons. The purpose of this research is to test the visual accuracy of antemortem and postmortem radiographic comparisons of cranial vault outlines and to evaluate their uniqueness using geometric morphometric methods. A sample of 106 individuals with varying levels of education and forensic case experience participated in a visual accuracy test. Of the 106 individuals, only 42% correctly assigned all of the radiographs, with accuracy rates ranging from 70 to 93% for each radiographic comparison. Vault shape was further examined using elliptic Fourier analysis, and paired t‐tests were computed on the first 10 principal components accounting for 100% of the variance, which found no significant differences. The visual accuracy test and elliptic Fourier analysis shows that vault outlines may not be unique enough for positive identifications when used as a sole indicator.     

Ethical,legal, social,and policy issues in the use of genomic technology by the U.S. Military

Advances in genomic science are attracting the interest of the U.S. military for their potential to improve medical care for members of the military and to aid in military recruitment, training, specialization, and mission accomplishment. While researchers have explored the ethical, legal, and social issues raised by the use of genomic science in a wide variety of contexts, there has been virtually no examination of these issues in connection with the use of genomics by the military. This article identifies potential uses of genomic science by the military, proposes an applicable ethical and legal framework, and applies the framework to provide ethical and legal guidance for military decision-makers.     

Intimate Partner Violence in the African American Community: Risk,Theory, and Interventions

Intimate partner violence (IPV) is devastating to individuals, families, and communities. IPV is considered the most prevalent type of violence in families (Owen et al. in Journal of Family Violence, 24(7), 433–445. doi: 10.1007/s10896-009-9239-2, 2009; Williams et al. in Journal of Aggression, Maltreatment & Trauma, 16(3), 296–310. doi: 10.1080/10926770801925726, 2008a). Unfortunately, IPV occurs far too frequently within African American families. Research suggests that African Americans are more likely to report experiencing IPV than any other racial groups (Bent-Goodley in Health & Social Work, 29(4), 307–316, 2004; Hampton and Gelles in Journal of Comparative Family Studies, 25, 105–119, 1994; Rennison and Welchans 2000). Despite this, there is a paucity of research that highlights the specific factors that may contribute to the high rates of IPV within the African American community. This article will explore the risk factors associated with IPV in this, while highlighting the way in which psychoanalytic theory can be used to understand these rates. Treatment approaches that use a multicultural framework will also be discussed.     

Camera,Colony, Künstlerroman: Photography in Three Australian Novels

This article traces the practices of photography that have been portrayed in three Australian artists’ novels: Patrick White’s The Vivisector, David Malouf’s Harland’s Half Acre, and Gail Jones’s Sixty Lights. Photography’s shifting status in relation to art, modes of knowledge, modes of production, and methods of relating to space suggest a growing discomfort in the nation’s literary imagination towards colonial art’s mobilisation of the imagination to authorise “sacred” settler belonging.     

Perceived threat of crime,authoritarianism, and the rise of a populist president in the Philippines

President Duterte of the Philippines implemented an open “war” on drugs based upon claims of an over-proliferation of illegal drugs in the country. Despite summary killings of suspected users and dealers, Duterte enjoys popular support among Filipinos. This paper assesses reasons behind the support using citizens’ perceptions of the severity of the drugs/crime problem, their punitiveness, and authoritarian attitudes as explanations. A sample of 114 Filipinos across Luzon, Visayas and Mindanao responded to an electronic survey about socio-legal issues. Results show that drugs/crime are perceived as serious problems nationally yet only minor problems locally. This perceived national seriousness is significantly related to support for Duterte. Trust in the law and enforcement agents, an authoritarian attitude, and region are also strongly related to support for Duterte. This paper concludes with reflections on information manipulation as means to advance political ends and the importance of context in furthering theories of authoritarian submission.
