This paper examines public policy and management programs in Canada, Europe, Australia, and New Zealand, and makes comparisons with similar programs in the United States. Our study of public policy programs shows that there are many challenges ahead in terms of making good decisions on the form and content of programs that will add value to governments and citizens. Appropriate choices in terms of program design and pedagogy will reflect different economic, social, environmental, and cultural influences and will be shaped by history, values, and the roles of public policy and management professionals within a particular governmental context.  相似文献

This research addresses affirmative and negative motivations for compliance with social and environmental regulations. Affirmative motivations emanate from good intentions and a sense of obligation to comply. Negative motivations arise from fears of the consequences of being found in violation of regulatory requirements. The relevance of these is examined for data concerning the motivations of homebuilders to comply with requirements of building codes. The findings highlight the importance of affirmative motivations for situations such as homebuilding for which regulation is better characterized as fulfillment of a social contract than solely as compliance with enforced directives.  相似文献

This research examines how traditional regulatory and voluntary approaches affect motivations to address potential harms to water quality. The traditional approach consists of governmental enforcement of mandatory requirements; the voluntary approach consists of government calling attention to potential harms and facilitating actions to address them. These approaches are best thought of as ends of a continuum rather than as the sole choices. Three sets of findings emerge from the research. One, not surprisingly, is that traditional regulation is more effective than the voluntary approach alone. A second shows that deterrent fears and the sense of duty to comply are important motivations for action. A third concerns factors that account for the variation in each motivation for which inspections, peer reputation, and attitudes toward government are shown to be important considerations. These findings point to the duality of deterrent fears and civic obligations as motivations to address potential harms.  相似文献
