In this article, we develop an empirical model of an agro-pastoral system subject to high climatic risk in order to test the impact of rainfall variability on livestock densities, land allocation patterns and herd mobility observed at the community level. Also, because grazing land is a common-pool resource, we determine the impact of cooperation on these decision variables. To capture different abilities of communities to cooperate in managing these externalities, we construct indices comprised of factors considered to affect the costliness of achieving successful cooperation. We then test hypotheses regarding the impact of rainfall variability and cooperation, using data collected in a semi-arid region of Niger. Results indicate that rainfall variability initially leads to higher densities, but the impact becomes negative as variability increases still further. This result indicates that the benefits of accumulating large herds in variable environments are eventually offset by the increasing probability of large losses. Mobility in the current period is strongly related to current rainfall, and is also positively related to long-term rainfall variability. Communities with characteristics hypothesised to favour cooperation have lower stock densities and greater herd mobility. Neither cooperation nor rainfall variability has a significant impact on the proportion of land allocated to crops or common pastures.  相似文献

Abstract

The return of the World Bank Group (WBG) to Burma after some 25 years’ absence, along with other international financial organizations, follows a series of extraordinary political reforms that have taken place in the country since 2010. Burma has made a transition from 50 years of authoritarian rule to what its leaders call ‘disciplined democracy’. This paper examines the likely consequences of the Bank's return for the forestry sector in Burma and the potential outcomes in forestry governance given the evolution of its development agenda over the past 25 years. While measures to address deforestation have been applied in Southeast Asia, the success of forestry governance reforms depends to a large extent on their endorsement and adoption by local power structures and political figures, as well as on the nature of the political regime itself. The record on forestry governance in Southeast Asia is particularly poor and international financial organizations continue to neglect the local political economy of deforestation. Comparatively, few studies have attempted to investigate the relationship between types of political regimes and rates of deforestation. The paper examines two other new democracies in Southeast Asia (Indonesia and Cambodia), and the impact that governance reforms have had on their deforestation trends and land use, in order to contextualize the potential impact of the WBG's return to Burma. In Southeast Asia, powerful vested interests continue to outweigh the support inside governments or civil society for the forestry governance norms promoted by international organizations. The cases of Indonesia, Cambodia and Burma illustrate that deep patrimonial interests operate within the region and that local politics cannot be ignored by international organizations designing policy reforms. The WBG should effectively engage wherever possible with the local communities and a broad range of civil society groups before developing further initiatives.  相似文献

The workers' compensation systems of several states have been expanded in recent years to include injuries and diseases caused by cumulative injury and occupational stress. This expansion has placed a financial burden on the respective systems, on employers, and on consumers, who ultimately must pay the cost of claims through higher priced products or services. This expansion may not be justified from a social perspective, however; extant medical and sociological evidence is not conclusive as to whether occupational-stress injuries or diseases--such as coronary heart disease, hypertension, stroke, and neuropsychiatric illness--are the direct result of stressful work environments. Using the California workers' compensation system as a model, the authors submit that the underlying premises of liability governing the expanded systems should be reassessed based (1) on economic factors, specifically, the increasing costs of workers' compensation; (2) on the capacity of the system to process an ever-increasing number of claims; and (3) on the principle on which workers' compensation systems were established, that of equity between the employer and the employee. On the basis of these three factors, the authors evaluated three legislative approaches to restructuring the expanded system: presumption of compensability, apportionment of liability, and threshold of compensability. The first recognizes that although certain health problems are related to the workplace, the degree of causation is difficult to prove; under this approach, therefore, causation is presumed, and injury compensated, for all diseases and injuries that the system defines as work related. The second holds that where a causal relationship between the work and the injury can be proved, the employer nevertheless should be responsible only for that portion of the disability actually caused by the workplace. The third directs that the injured employee be compensated only when a direct causal link between the job and the injury or disease can be proved. The authors recommend that legislators implement this third alternative. For one reason, it is feasible economically; for a second, it would not burden the system or increase litigation; for a third, it is equitable to both employees and employers.  相似文献

Oil spills of unknown origin, so-called “mystery” spills, occur routinely in rivers, open water, and navigable coastal waterways. The natural resources damage (NRD) liability associated with even a small volume of oil released into the environment warrants that a thorough chemical characterization of the spilled oil be conducted by agencies and potentially responsible parties (PRPs). Chemical fingerprinting methods have played an important role in the identification of mystery oil spills. These methods fall into two categories, viz., qualitative and quantitative. The qualitative approach relies upon visual comparison of various chromatographic fingerprints obtained by GC/FID and GC/MS analysis of spill and candidate source oils and are represented ASTM methods. The quantitative approach relies upon measurements of the concentrations (relative or absolute) of dozens of diagnostic chemicals, typically PAHs and biomarkers, and a subsequent statistical or numerical analysis of various diagnostic parameters calculated from these concentrations. The quantitative approach is represented by the revised Nordtest methodology. The quantitative approach is preferable for most oil spill investigations since the means of interpretation are objective, whereas the ASTM methods are subjective. Quantitative fingerprinting data are particularly important when the mystery spill and source oils are qualitatively similar and are required when mystery spills may include mixed sources or prespill oil signatures.  相似文献

Middle distillate fuels are used in civilian and military jet engines, on-road (truck and bus) and off-road diesel (diesel-electric locomotives, heavy equipment, and farm machinery) engines, marine diesel engines, nonaviation gas turbines, and domestic and commercial furnaces. As such, these fuels are common environmental contaminants that may arise from multiple sources. The considerable liability associated with these fugitive fuels requires that their source(s) be defensibly determined. In this paper we describe the “chemical fingerprinting” features of middle distillate fuels that can be used in assessments of their source(s) in the environment. A case study in which railroad (off-road) diesel fuel #2 could be distinguished from nonrailroad fuels (e.g., on-road diesel fuel #2, fuel oil #2, and/or fuel oil #1) in Mandan, North Dakota, is presented.  相似文献

We have studied the degradation of sebaceous fingerprints on brass surfaces using silver electroless deposition (SED) as a visualization technique. We have stored fingerprints on brass squares either (i) in a locked dark cupboard or (ii) in glass‐filtered natural daylight for periods of 3 h, 24 h, 1 week, 3 weeks, and 6 weeks. We find that fingerprints on brass surfaces degrade much more rapidly when kept in the light than they do under dark conditions with a much higher proportion of high‐quality prints found after 3 or 6 weeks of aging when stored in the dark. This process is more marked than for similar fingerprints on black PVC surfaces. Identifiable prints can be achieved on brass surfaces using both SED and cyanoacrylate fuming (CFM). SED is quick and straightforward to perform. CFM is more time‐consuming but is versatile and can be applied to a wider range of metal surfaces than SED, for example brass surfaces which have been coated by a lacquer.  相似文献
