公共危机管理的发展方向：与战略管理相融合

从公共危机管理与战略管理的内涵和特征可以看出,二者的融合既具有可行性更具有必要性。战略管理能够被整合入公共危机管理过程是因为两者具有某些共同特征;其必要性在于两者存在相互弥补性。我国目前公共危机管理与战略管理在决策、实施、评估等方面是分离的,能否真正实现两者的融合,关键在于战略管理能否监控危机管理的整个过程,在各阶段采取相应对策形成一套“危机--战略管理体系”。     

SCM协议与我国的战略取向探析

在全球化趋势下,各国的经济发展需要相互合作、相互促进。为了保证公平贸易,WTO组织应运而生。本文主要分析了SCM协议的补贴与反补贴制度,以及SCM协议下的欧盟反补贴法,并从建立健全反补贴法律体系、加强管理和增加产业自身实力三方面探析了我国的战略取向。     

Genetic variation of 15 STR loci (D3S1358, vWA, FGA, TH01, TPOX, CSF1PO, D5S818, D13S317, D7S820, D16S539, D2S1338, D8S1179, D21S11, D18S51, and D19S433) in populations of north and central Poland

Allele frequencies for 15 short tandem repeats (STRs) included in AmpFlSTR Profiler and AmpFlSTR SGM Plus kits were obtained from populations of Pomorze Gdanskie, Wielkopolska, Kujawy, Pomorze Zachodnie, Mazury and Mazowsze regions of Poland.     

A contextual analysis of crime rates: The Korean case<Superscript>⋆</Superscript>

During recent attempts to understand crime in relation to its environments, studies have focused on a single aspect of either economic or organizational context. Furthermore, scant attention has been given to the independent role of the political influence on response to criminal activity. This study examines the relative roles of economic conditions, organizational constraints of police, and political climate in explaining changes in crime rates by incorporating these three contexts into a single study. By using a variety of official statistics, we conducted time-series analyses to examine the social context of crime over the past three decades in South Korea. Findings indicate, first, that the unemployment rate is the best predictor of changes in crime rates; it consistently increased the level of both property and violent crimes. Second, organizational capacity, as indicated by police per capita, is found not to have any consistent effect on crime rates. Third, the impact of political repression, measured by the presence of extraordinary laws and the number of political prisoners, also shows inconsistent effects on crime. However, crime rates were somewhat lower during the past three military regimes, which support the argument that authoritarian governments exercised more punitive sanctions to deter crimes. 优化宁波农产品出口结构思考

建设社会主义新农村一个重要方面是要千方百计增加农民收入.农产品出口收益与农产品的深加工程度、附加值成正比.虽然宁波农产品出口95%是加工产品,但粗加工产品多,高附加值的加工成品少.要增加农民收入,建设社会主义新农村,保持经济的可持续发展,宁波必须进一步优化农产品出口结构,采取有效措施,提高深加工、高技术和高附加价值农产品的出口比重.     

South Korean Environmental Foreign Policy

Korea's environmental foreign policy has developed in a dual-track fashion. In global environmental negotiations, Korea emphasizes environmental preservation but implementation patterns clearly prioritize its own economic interests. When it comes to regional environmental cooperation in Northeast Asia, however, Korea has often acted in the interest of the environment as the country has taken a leading role in promoting and developing environmental cooperation. It is an interesting question how Korea, a middle power in the region that acts on its own economic interests in global environmental negotiations, has taken a leading role in regional environmental cooperation. Analysis suggests that Korea's leading role in regional environmental cooperation results from its regional geopolitical situation, as well as its diplomatic efforts. Besides, Korea's vital environmental, political, and economic interests related to regional cooperation further motivate the country to take an active stance as well.     

浅析绿色壁垒对宁波外贸发展的影响

世界贸易已跨入"绿色时代".中国加入WTO后,绿色壁垒已成为发达国家限制我国产品出口的一道屏障.宁波要在新的时期扩大外贸出口,促进经济发展,必须采取有效措施,跨越绿色壁垒.

官员挟私报复犯罪者 ,古今都有 ,危害之大 ,高于其它犯罪。这种犯罪产生的主、客观原因 ,不外于“三欲”、“二盲”和“一个条件”。遏制这种犯罪的办法应从经济、政治、思想、法律和制度着手 ,综合治理 ,严刑重罚也是必要的手段 ,更应加强对官员的科学管理。     

An empirical test of the social support paradigm on male inmate society

While social support theory has been applied to a variety of criminal justice settings, there has been little empirical research on the effect of social support on inmate behavior. In this article, we test Cullen’s proposition that social support, in whatever form it manifests itself, has an effect on Korean inmates’ experiences. Specifically, we examine whether social support in an all-male prison environment explains inmate misconduct, victimization, fear of victimization, and the intent to commit crime in the future. We build upon previous research by using unique measures of the instrumental and the expressive dimensions of social support to determine their effect on reducing criminogenic engagement in a prison setting. The results indicate that social support is an important factor in reducing prison violence, enhancing pro-social behavior, and potentially reducing recidivism.     

关注转型过程中的"新失业群体"

自进入20世纪90年代以来,青年失业问题日益严峻,根据联合国发布的<2003年度世界青年报告>数据显示,青年失业者已经占据了全球失业人口总数的41%,某些发展中国家的青年失业率甚至高达56%,青年失业问题已经成为困扰世界各国的社会问题.与此同时,我国的失业问题也面临着一个拐点——以失业下岗为主体的"老失业群体"达到峰值,"新失业群体"开始凸现.
