当代工人阶级概念的变迁及历史境遇——基于知识经济和全球化背景的考察

在新技术革命和产业革命的推动和影响下,发达资本主义国家的社会和阶级结构发生了重大变化,工人阶级在数量、素质、结构、特点、内涵等方面都有了新的表现。工人阶级的概念需要从"总体工人"的意义上重新作出诠释。在经济全球化的时代背景下,一场新的阶级阶层分化正在世界范围内发生,伴随现代信息资本主义转型的是全球阶级概念的涌动和浮现,它为世界社会主义运动和雇佣劳动阶级的全面解放提供了新的历史机遇和社会空间。     

Decision-making structure and the policy process in South Korea’sNordpolitik

Focusing on the Sino-South Korean diplomatic normalization, this article analyzes the decision-making structure and policy process using South Korea’s Nordpolitik toward China as a case study. The author examines the decision-making structure and process with respect to the institutions and players within the government that were directly involved in Nordpolitik in general and the Sino-South Korean normalization talks in particular, and concludes by discerning some distinct decision-making patterns manifested in the course of Nordpolitik. The author asserts that only President Roh Tae Woo and his closest aides in the Presidential Secretariat and the Agency for National Security Planning shaped the course of Nordpolitik; the Ministry of Foreign Affairs played only a minor role in the implementing stage.

俄罗斯的死刑问题是其国内较为敏感的问题,尤其是俄政府签署了《关于保护人权和基本自由的欧洲公约》的第6号议定书以后,死刑似乎被废止了,但事实上只是处于或然状态罢了。本文从俄罗斯死刑立法的历史谈起,一直到今天的死刑政策调整,力图使读者有一个总体的了解。     

Understanding economic abuse in the lives of survivors

Intimate partner violence (IPV) often includes economic abuse as one tactic commonly used by an abuser; unfortunately, there is a lack of empirical understanding of economic abuse. Additionally, research is limited on the predictors of economic self-sufficiency in the lives of women experiencing IPV. This paper furthers our knowledge about economic abuse and its relationship with economic self-sufficiency by presenting the results from an exploratory study with IPV survivors participating in a financial literacy program. Of the 120 individuals who participated in the first wave, 94% experienced some form of economic abuse, which also correlated highly with other forms of IPV. Seventy-nine percent experienced some form of economic control, 79% experienced economic exploitative behaviors, and 78% experienced employment sabotage. MANOVA results also indicated that economic control differed significantly based on education with those with a high school education experiencing higher rates than those with less than high school education or those with some college. Finally, results from the OLS regressions indicated that experiencing any form of economic abuse as well as economic control significantly predicted a decrease in economic self sufficiency. Implications suggest that advocates should assess for economic abuse when working with survivors and should be prepared to offer financial tools to increase survivors' economic self-sufficiency. Policymakers should understand the ramifications of economic abuse and create policies that support survivors and prohibit economic abuse. Finally, more research is needed to fully understand economic abuse and its impact on survivors and their economic self-sufficiency.     

美国《网络空间国际战略》的法律分析与对策

美国出台《网络空间国际战略》是争夺制网权,主导互联网世界的信号,既有其自身安全上的考虑,也有政治上的目的。该＂战略＂从美国自身利益出发,试图为全世界的互联网活动制定规则,有违国际法中主权平等等一系列基本原则。中国应该尽快建立自己的信息化战略,依托国际法原则,努力参与国际网络行为准则的制定,争取平等的话语权,平衡世界制网权。同时也要逐步完善国内互联网立法,提高网络应用技术,增强网络空间的软硬件能力。     

Why Japan and Russia have failed to solve the territorial dispute: the 1956 Joint Declaration and the mechanism of political coherence

Despite the several chances of agreement, Japan and Russia have failed to solve the dispute over the Northern Territories/South Kuril Islands. The 1956 model seems to be the most plausible method, but the lack of political coherence of the central politics and the will of negotiation became the factors that hinder the two countries from reaching an agreement. By reviewing the conflicting footprints and strategies of the two countries, the authors argue that the more democratized and diffused a political system is, the more difficult it is to come to an agreement in negotiations. This intensifies the existing theory of foreign policy decision-making process emphasizing the influence of domestic constituents.
