In this paper, we present a vision for IMF surveillance that seeks to produce a more accountable, transparent, and independent surveillance process. First, to make surveillance more focused, the IMF’s assessment should be principles-based; that is, the Fund should assess the overall coherence of exchange rate, monetary, fiscal and financial policies, with a view to analyzing their effects on external stability. Second, the IMF should have a governance structure that increases incentives to support candid, transparent assessments of surveillance. In practice, this entails a different role for the Executive Board: the Board will set out the Fund’s strategic framework for surveillance; the Managing Director and the staff will conduct surveillance. These reforms clarify the roles and responsibilities of the IMF and its member countries in the surveillance process. Also, our proposed reforms aim at making surveillance more even-handed and objective. We believe that this principles-based approach can bolster the credibility and legitimacy of surveillance, giving the Fund greater influence on the economic policies of members.

Multiple giant aneurysms involving the coronary arteries are uncommon and rarely reported. In the presented case, a 63‐year‐old man with poorly controlled hypertension died suddenly. Gross autopsy examination showed multiple giant thrombus‐filled coronary artery aneurysms, atherosclerotic coronary artery disease, and cardiomegaly. Histological sections of the coronary aneurysms showed atherosclerotic changes with both organized and fresh thrombus. Giant coronary aneurysm is defined as a segmental enlargement of a coronary artery with a diameter exceeding 20 mm or more. The main etiology of this nebulous entity is attributed to atherosclerosis and inflammatory or inherited connective tissue disorders with the remainder being congenital, infectious, or idiopathic. Before its cataclysmic presentation, when ruptured or thrombosed, giant coronary aneurysm usually has a silent clinical course. Sudden death owing to giant multiple coronary aneurysms is rare and mandates careful classification of the aneurysms and prudent search for autoimmune‐mediated or genetically based factors for subsequent ancillary autopsy studies.  相似文献

In the United States, studies of maternal infanticide (and female violent behavior in general) have been rare. Children represent about 35% of female perpetrated homicide victims and there is reason to believe that this number may be significantly higher based on estimates concerning SIDS deaths. Infants face a homicide rate approximately four times higher than that of the general population in much of the industrialized world. Infanticide has historically been relegated to the legal category of homicide in the U.S. This is significantly different than in most industrialized countries. This article argues that the lack of specific public, legal, and medical policy in the United States concerning infanticide results in random inequity of charges, dispositions, sanctions, and treatment of offenders. This situation is unnecessary as demonstrated by British and European legal systems, and is in direct opposition to the policy of minimizing disparity.  相似文献

Even though the anti-rape movement began more than 30 years ago and there is greater awareness of sexual violence, are rape crisis centers or programs financially secure? Data from interviews with 63 rape crisis workers and volunteers from 6 rape crisis centers or programs located in 4 East Coast states indicate not only that rape crisis centers/programs continue to struggle financially but also that lack of funding continues to present challenges. When rape crisis centers/programs experience reductions in funding, staff positions are eliminated, remaining staff and volunteers are overworked, efforts to recruit and train volunteers are compromised, services for victims are reduced, and education and outreach to the communities become less available. Lack of funding negatively affects rape crisis centers/programs and jeopardizes their future.  相似文献

The authors surveyed a sample of American forensic psychiatrists who work in state institutions. As a group, their respondents tended to be middle-aged, white men, who had little formal training in forensic psychiatry, felt somewhat alienated from their peers, yet who were Board certified in general psychiatry. They tended to be involved primarily in the direct treatment of patients, and most often expressed concerns about the care-and prominent lack of aftercare--received by forensic patients. They also perceived a sense of patient futility in the institutional forensic setting. The authors conclude by recommending that AAPL take a more active role in appealing to and representing such forensic psychiatrists.  相似文献

This article evaluates a key component of the model of localpublic expenditures put forth by Charles Tiebout and embracedby analysts in the public choice tradition. Central to thismodel is the assumption that citizens who are unhappy with localgovernment policies have an incentive to relocate to a differentjurisdiction that offers preferable taxes and services. Usingdata from a survey of actual movers in over fifty communities(including a large central city) located in the two largestcounties of a metropolitan area, we examined factors affectingboth the decision to move and the choice of a new residence.Empirical findings support the expectations of the Tiebout model,showing that tax and service factors significantly influencethe choice of a new residence for those who moved from one jurisdictionto another. An old adage holds that “only Nixon could go to China”; that is, hawkish leaders face fewer domestic barriers than doves when it comes to pursuing reconciliation with foreign enemies. However, empirical evidence for this proposition is mixed. In this article, we clarify competing theories, elucidate their implications for public opinion, and describe the results of a series of survey experiments designed to evaluate whether and why there is a hawk's advantage. We find that hawks are indeed better positioned domestically to initiate rapprochement than doves. We also find support for two key causal mechanisms: Voters are more confident in rapprochement when it is pursued by a hawk and are more likely to view hawks who initiate conciliation as moderates. Further, the hawk's advantage persists whether conciliatory efforts end in success or failure. Our microfoundational evidence thus suggests a pronounced domestic advantage for hawks who deliver the olive branch.  相似文献
