In analyzing the best technology-transfer practices of a broad cross-section of goverment agencies, research institutions, and national and industrial laboratories, it was found that different technology-transfer practices should be used at the prospecting, developing, trial, and adoption stages of technology transfer. These results are summarized in a benchmark model that indicates which best practices to use at each stage of the technology-transfer process, and what roles should be played by technology disseminators, developers, sponsors, and implementors during these stages. Considering the financial crises, all the recent presidents have emphasized the importance of productivity improvement in government, especially in public personnel management. Though there is a general agreement on the concept of productivity, the means to achieve productivity vary with president's ideology. President Reagan championed the cause of conservatism. On one hand, despite Obama's attempt to diffuse ideological question, his actions can be regarded as liberal. This study seeks to make a comparison between Presidents Reagan and Obama on their efforts in productivity improvement in public personnel management, based on their ideological preferences. President Reagan campaigned on an anti-Washington agenda. He promoted the idea that the government is the problem rather than the solution. He popularized the idea that the people are burdened with heavy taxation as a result of the big government. Therefore, the solution to heavy taxation was to cut big government, which can be accomplished by reducing unnecessary and expensive regulations. On the other hand, when President Obama came to office, the country was faced not only with a deep recession, but two difficult wars, the collapse of the banking and the auto industries, the housing crisis, and overall capacity crisis in the government. Several changes have been introduced in the system of local government in rural Bangladesh following the country's independence. Examination reveals that they were changes only in nomenclature, and did not result in significant improvements. The constant effort by the central government to retain control over local bodies, and the tendency of the ruling elite not to disturb the existing local government system, have worked to the detriment of reforms. The existing local government system failed to satisfy the aspirations of the rural Bangladeshis for increased participation in local affairs. After the first change of government in Bangladesh, the new ruling group felt the need for a support base in the rural areas. The formation of a new political party and the necessity of extending it to the grass roots, increased the desire of the people to participate in local affairs, and the realization of the importance of initiating and completing rural development programmes at the lowest level made the government aware of the need for local government institutions based in the villages. The government was impressed by the success of the Swanirvar Bangladesh Andolon, and introduced Swanirvar Gram Sarkar as a major reform in the local government system. 相似文献

Marked differences in Y-SNP allele frequencies between continental populations can be used to predict the biogeographic origin of a man's ancestral paternal lineage. Using 627 samples collected from individuals within the UK with pale-skinned Caucasian, dark-skinned Caucasian, African/Caribbean, South Asian, East Asian or Middle Eastern appearance we demonstrate that an individual's Y-SNP haplogroup is also strongly correlated with their physical appearance. Furthermore, experimental evaluation of the Marligen Signet Y-SNP kit in conjunction with the Luminex 100 detection instrument indicates that reliable and reproducible haplogrouping results can be obtained from 1 ng or more of target template derived from a variety of forensic evidence types including, blood, saliva and post-coital vaginal swabs. The test proved highly male-specific with reliable results being generated in the presence of a 1000-fold excess of female DNA, and no anomalous results were observed during degradation studies despite a gradual loss of typable loci.
