Most African states like The Gambia use European languages for state activities and formal education. Africa has been a global pilot site for “transplanted” development initiatives with apparently consistent outcomes: failure, medium triumph, or unsustainable “success stories”. Its natural resources have been fully exploited, perhaps at the expense of resources like mother-tongue languages. Sidelining mother-tongue languages as the medium for the translation of the voice of the state, explains the gap in cultural relevance of many borrowed development initiatives, but also the neglect of workable endogenous practices. The ‘dignity and worth of the human person’ emphasised in international human rights instruments resonate strongly in relation to the world’s ageing population, which is projected to be the fastest growing population group in the world and often among the most vulnerable. While elderly persons as a group are heterogeneous and their socio-economic life situation varies significantly between individuals, the need for universal support mechanisms such as non-contributory old-age benefits have been recognised by many states, and currently, over 100 countries around the world provide some form of social pension targeted towards the elderly populations. This article appraises a sample of these old-age pension schemes from the perspective of the right to social security, with particular emphasis on the dignity and worth of the human person as espoused within the international human rights regime. 相似文献

As “music of commitment,” in the period from the late 1970s to the late 1980s rock music in Yugoslavia had an important purpose of providing a popular-cultural outlet for the unique forms of socio-cultural critique that engaged with the realities and problems of Yugoslav society. The three “music movements” that embodied the new rock’n’roll spirit – New Wave, New Primitives, and New Partisans – used rock music to critique the country's “new socialist culture,” with the purpose of helping to eliminate the disconnect between the ideal and the reality of socialist Yugoslavia. This paper examines the New Partisans as the most radical expression of music of commitment through the works of its most important rock bands: Bijelo dugme, Plavi orkestar, and Merlin. The paper's argument is that the New Partisans' socio-cultural engagement, animated by advocacy of Yugoslavism, was a counter-logic to the nationalist dissolution of a distinctly Yugoslav fabric of a socialist community in crisis. Thus, the movement's revolutionary “spirit of reconstruction” permeating its “poetics of the patriotic” was a mechanism of socio-cultural resistance to political, cultural and moral-ethical de-Yugoslavization of Yugoslav society. Its ultimate objective was to make the case that the only way into the future – if there was to be any – rested on strategic reanimation of the Partisan revolutionary past as the only viable socio-cultural foundation of the Yugoslav socialist community. 相似文献

Performance of public service personnel does not depend solely upon their qualifications and level of training. Rational organization of activities and division of work with effective work processes are important, and it is necessary to ensure that employees have appropriate qualifications and training for performing the tasks assigned to them. Rules and procedures help facilitate their work and provide flexibility to innovate. Attractive terms and conditions of service, and other intangible rewards such as opportunities for contribution to the mission of the organization, participation in decision-making, and recognition by the employer and the clients of public service are also important. Based on data collected from sub-district level public agencies in Bangladesh, this article argues that performance at the field level is affected by a number of additional organizational, political, and social factors. They include personnel turnover, procedural delays, multiplicity of tasks, decision pattern and behavior, politician-administrator interaction, dual loyalty of officials, inadequate facilities for fulfilling family obligations, and attachment to major urban centers for health and educational services. These elements need to be integrated in the framework for assessing performance of public service personnel in developing countries. In the context of the recent interest and enthusiasm regarding e-government, this article proffers an overview of e-government by focusing on its conceptual development and experimental practices with a particular focus on Bangladesh. The study primarily draws on an extensive review of the secondary literature together with personal insights of the authors gained in the course of engagements with selected e-government related projects in Bangladesh. It explores, inter alia, the conceptual setting by examining the key definitional issues and models of e-government; reviews e-government as a practice at the global and developing country contexts; and examines the policy frame and infrastructural status of e-government in Bangladesh. Major challenges and constraints on wider application of e-government in Bangladesh are identified and some clues on possible improvement of the situation are also explored. Despite many constraints, a degree of positive change is already noticeable in reducing the digital divide in the country. 相似文献

Local Government Ordinance, 2001 aimed to create a service-orientated local government by devolving many public services from the provincial to local levels. However, in many cases, local governments either did not have the capacity to manage them or the services extended across different geographic jurisdictions. The new system also restructured the three sub-national levels but without any vertical hierarchical linkages between them, and asked them to coordinate public service provision between them. This article suggests different remedies, including developing vertical administrative linkages and the reconstitution of Zila Mushawarat Committee to undertake coordination functions at intra-district level. 相似文献

This study seeks to identify and understand the important factors that influence citizens’ behavioral intention to take up e-government services. We adopted a research model empirically tested in the United States. The model integrates three established constructs—the Technology Acceptance Model (TAM), trust, and computer self-efficacy. We conducted the research in the United Arab Emirates (UAE), a leader in e-government development in the Arab world. Our findings are mostly different from the U.S. study and suggest that behavioral intention may be influenced by citizens’ cultural context. This study contributes to a better understanding of citizens’ behavioral intention and adoption factors in e-government, in particular from a cultural perspective. The findings may help governments formulate effective strategies to improve the level of citizens’ uptake of e-government services. This study paves the way for further research on an e-government adoption model that is robust across cultures. 相似文献

Human ecchinococcosis also known as hydatid disease is a zoonotic infection caused by the tapeworm Ecchinococcus with 2–3 Million cases worldwide. We hereby report a 6 years period study of Sudden death due to hydatidosis aiming to analyze the epidemiological criteria, death circumstances, and autopsy observations attributed to hydatid disease. During the past 6 years, 26 death cases were due to hydatid disease. Our analysis shows that the sex ratio (M/F) was 1.6, the mean age was 31‐year old, and 65% of the subjects lived in rural places. In 17 cases, death occurred in the victim's place, five victims died after a heavy exercise, and in two cases, death occurred immediately after trauma. At autopsy, 91% of the cysts were found in the liver. In three cases, death followed a septic state, and in two cases, it followed an acute respiratory failure. Death was attributed to anaphylaxis in 17 cases. 相似文献

Abstract Situational crime deterrence measures like CCTV are not always associated with reductions in fear of crime. This study explores this unexpected finding by investigating the interaction between target type and the presence of a CCTV camera, in order to test the effect this has on impressions of the target and corresponding fear of the location the target was shown in. Participants (n=120) were shown either a picture of a male ‘skinhead’, a ‘studious’ female, or no one within an urban setting in which an obvious CCTV camera was either present or absent. Participants then rated the scene using scales estimating crime frequency, worry and target activity. Estimates of location safety fell for the male ‘skinhead’ target and activity impressions were more negative, but only when a CCTV camera was also present. Ironically, in some circumstances, public crime deterrence measures may prime pre-existing negative stereotypes about others and so foster suspicion, undermine trust in others, and increase fear of crime. 相似文献

ABSTRACTThis paper examines the process of enactment of the domestic violence bill in Bangladesh. One of the distinctive features of the bill, passed in 2010, was that it originated in civil society and widespread public engagement characterised its enactment process. The paper explores the factors that encouraged different actors to agree to enact the law. There are, however, not many examples of parliament–CSO interaction in the legislative process. The paper identifies reasons that discourage engagement in other areas of public concern. Prominent among the reasons underlying weak public engagement in the legislative process are: monopoly of the government in the legislative process and its eagerness to pass laws in haste, dominance of part-timers in parliament, legal restriction on ‘independent’ voting in parliament, over-centralization of power in political parties and politicisation of CSOs. 相似文献
