Challenges Confronting Contemporary Public Budgeting: Retrospectives/Prospectives from Allen Schick

For nearly half a century, Allen Schick's works have explored and analyzed central issues in the role of budgets in modern government. In 2009, the Organisation for Economic Co‐operation and Development published Evolutions in Budgetary Practice: Allen Schick and the OECD Senior Budget Officials, a selection of his work, together with new chapters. The book traces developments in budget practices and reforms since the 1980s, relating them to changes in the role of government, and discusses challenges to contemporary budgeting and how they might be met. This collection provides an invaluable insight into Schick's thinking about public budgeting: a perspective on the past, a practical resource for the present, and a guide to the future.     

The "Best Place" Debate: A Comparison of Graduate Education Programs for Nonprofit Managers

This article presents a critical examination of the curricular elements of nonprofit management degree programs in colleges of business, public administration, and social work. What are the major curricular elements in each type of program? How do the curricular elements of these programs compare with generic management degree programs? What are the central challenges facing managers of nonprofit organizations, and how are these challenges addressed in each program? Based on the curricular review, is one setting more favorable for students of nonprofit management? What are the views of stakeholders regarding the “best place” to educate managers? Data collected from focus groups and surveys of stakeholders in each of these academic settings are presented. The paper concludes with a discussion of the implications of these findings for the future of nonprofit management education in the United States.     

Female and male sex offenders: a comparison of recidivism patterns and risk factors

Few studies have empirically validated the assertion that female and male sex offenders are vastly different. Therefore, utilizing a matched sample of 780 female and male sex offenders in New York State, the current study explored differences and similarities of recidivism patterns and risk factors for the two offender groups. Results suggested that male sex offenders were significantly more likely than female sex offenders to be rearrested for both sexual and nonsexual offenses. However, limited differences in terms of risk factors between female and male sex offenders were found.     

Words count: taking a count of the changing language of British aid

A word analysis of six UK government White Paper policy statements on aid (selected between 1960 and 2006) compares the top 20 words and key word pairs used in each document. Characteristic sentences are composed of the top 20s to represent the spirit of each paper. Results illuminate changes in the content of White Papers on aid, and point to trends in the history of the UK's approach to international development. A characteristic sentence to illustrate the 2005 Paris Declaration on Aid Effectiveness is contrasted with a sentence of words that did not appear in that document. Readers are invited and challenged to identify words they would like to be used and acted on more commonly in development.
