A word analysis of six UK government White Paper policy statements on aid (selected between 1960 and 2006) compares the top 20 words and key word pairs used in each document. Characteristic sentences are composed of the top 20s to represent the spirit of each paper. Results illuminate changes in the content of White Papers on aid, and point to trends in the history of the UK's approach to international development. A characteristic sentence to illustrate the 2005 Paris Declaration on Aid Effectiveness is contrasted with a sentence of words that did not appear in that document. Readers are invited and challenged to identify words they would like to be used and acted on more commonly in development.  相似文献

This exploratory study asks: What conditions have precipitated or slowed the adoption of a performance-based reward system for teachers by Japanese prefectural governments in charge of human resource management for teachers? Abstract

Out-of-home (OOH) advertising media have expanded worldwide and the shape and format of these media globally, as well as in South Africa, have changed considerably. Until recently, the OOH advertising media landscape consisted primarily of outdoor advertising or billboards reaching vehicular traffic, but now has expanded to include a wide range of OOH advertising media types which aim to reach a mobile audience wherever they live, work, play, drive, shop or commute. Currently there is no coherent contemporary framework to compare and select the most effective media options to reach a selected target market in a specific OOH audience environment. This article draws from academic and practitioner sources to propose a classification framework for OOH advertising media in South Africa comprising four major platforms: outdoor advertising, transit media advertising, street-and-retail furniture advertising, and digital and ambient OOH media channels. The framework serves to inform marketers of viable and cost-effective traditional and contemporary OOH advertising media options. It also indicates what platforms are appropriate to reach specific audiences effectively in a variety of environments outside their homes. This is the first framework of its kind for the South African context that offers an orderly, integrated basis for future research.  相似文献

Vacuum metal deposition (VMD) is a well-established technique that can be used for the development of latent fingermarks on a range of polymer surfaces, including polyethylene (PE) bags exposed to harsh environmental conditions. The technique has also proved to be effective on difficult semi-porous surfaces such as the polymer banknotes in circulation in Australia and in an increasing number of other countries. VMD is a two-stage technique. In the first stage, a small amount of gold is deposited under high vacuum onto the exhibit. This is then followed by the deposition, onto the gold layer, of a much thicker layer of zinc. Normal VMD development is characterised by zinc depositing all over the surface except on the fingermark ridges themselves. A phenomenon of reverse development (zinc on the ridges but not on the surface) has been reported by many authors. Recent studies indicated that this phenomenon might occur on low-density polyethylene (LDPE) when the amount of deposited gold is above an optimum quantity. The results suggested that the size of the gold agglomerates formed on the surface of the polymer plays a critical role. This preliminary study was aimed at visualising, by transmission electron microscopy (TEM), the formation of gold agglomerates on polymer surfaces to gain an appreciation of how the density and size of these agglomerates changes with an increasing amount of evaporated gold.  相似文献

Abstract:  The use of disease-causing organisms and their toxins against the civilian population has defined bioterrorism and opened forensic science up to the challenges of processing contaminated evidence. This study sought to determine the use of gamma irradiation as an effective biological decontaminant and its effect on the recovery of latent fingermarks from both porous and nonporous items. Test items were contaminated with viable spores marked with latent prints and then decontaminated using a cobalt 60 gamma irradiator. Fingermark detection was the focus with standard methods including 1,2-indanedione, ninhydrin, diazafluoren-9-one, and physical developer used during this study. DNA recovery using 20% Chelex extraction and quantitative real-time polymerase chain reaction was also explored. Gamma irradiation proved effective as a bacterial decontaminant with D -values ranging from 458 to 500 Gy for nonporous items and 797–808 Gy for porous ones. The results demonstrated the successful recovery of latent marks and DNA establishing gamma irradiation as a viable decontamination option.  相似文献

Gunshot residues (GSR) are an important forensic trace in firearm-related events. Currently, routine GSR analyses focus on the detection and characterisation of the inorganic components (IGSR). The increasing prevalence of heavy metal-free ammunition challenges these current protocols and there is an increasing interest in how the organic components of GSR (OGSR) can provide complementary information. Similar to the situation with IGSR, OGSR compounds originally deposited on the shooter during the firing process may further be transferred onto another individual or surface. Hence, the aim of this study was to provide additional information regarding the risk of a secondary transfer of OGSR. Two scenarios were investigated, the first one related to the arrest process and the possibilities of a secondary transfer arising between a shooter onto a non-shooter (e.g. between a police officer and a person of interest (POI)). The second scenario concerned the transfer of OGSR onto the non-shooter after handling a firearm for few minutes without discharging it. One calibre was chosen, the .40 S&W calibre, used by several Australian State police forces. A secondary transfer was observed in all cases for the two scenarios investigated, for three compounds of interest: ethylcentralite (EC), diphenylamine (DPA), N-nitrosodiphenylamine (N-nDPA). The firearm handling scenario resulted in a larger secondary transfer to that of the arrest scenario. Overall, the amounts of OGSR detected on the non-shooter were generally lower than that detected on the shooter and controls after the arrest scenario. The results of this study provide complementary knowledge about OGSR, which can be further used to improve the current practice and the interpretation of OGSR evidence. In particular, it highlights that the secondary transfer proposition must be considered during the interpretation of forensic findings, especially when small amounts of OGSR target compounds are detected.  相似文献

Our paper analyses the modalities according to which a large European university collaborates with firms by exploring its relational portfolio. We address this issue by exploiting a database that lists more than 1,000 firms having collaborated with the University Louis Pasteur (ULP) between 1990 and 2002. We first observe the relative importance of four collaborative channels (private contracts, European contracts, co-publications, co-inventions) across the whole population of firms. Second, using a multi-correspondence analysis, we derive a typology of collaborative patterns which underline the discriminating features of the frequency of interactions, of the exclusive versus open character of the relationships and of the nature of the collaborative channels. Four coherent classes emerge from particular combinations of these relational characteristics. Finally, using multinomial logit estimation, we show how this diversity of partnerships is connected to some individual attributes of the firms: size, status, sector and location.
