A novel hunting accident. Discharge of a firearm by a hunting dog

The authors report the case of a 21-year-old man who was killed while duck hunting when a shotgun accidentally discharged, shooting him in the head. The loaded weapon, which had been lying on the ground with the safety off and the muzzle pointed toward a river a few feet away, discharged when a hunting dog stepped on the trigger. Scene investigation confirmed that the victim had been standing in the river, planting decoys, with his head approximately level with the adjacent bank. Autopsy examination and ballistic testing confirmed a range of fire consistent with the witness' statements. Examination of the weapon in question documented a light trigger pull but no mechanical defects. The authors review the epidemiology and causality of hunting accidents and discuss the various safety rules that were violated in this highly unusual case. The importance of a complete death investigation, including autopsy, when dealing with a firearm death is emphasized.     

Race and satisfaction with the police in a small city

In a democratic society, public opinion of criminal justice systems is essential for the proper functioning of police departments. Since the 1970s, police organizations were increasingly concerned with their external social relationship. This was particularly true in the era of community policing. This study explored determinants of satisfaction with the police. Data from 235 residents of a small northeastern city in the United States were analyzed. The results indicated that Hispanics had the lowest global satisfaction with the police, while Caucasians had the highest. The results also revealed the importance of separating global satisfaction from specific satisfaction. The study concluded that police departments must work harder at gaining public satisfaction among African Americans and Hispanics and work toward increasing public feelings of safety in order to improve citizen satisfaction with the police.     

Crisis in the Regions

This article examines the nature of the current economic crisis and the way it affects the Russian regions, as well as the relations between the regions and the Center. It highlights that the crisis preceded the western sanctions and was caused by the exhaustion of the model of economic development based on resource rents. This crisis is manmade, creeping, and probably prolonged. It will strike all regions, but the damage inflicted will vary: its chief victim will be Russia's biggest cities.     

Geopolitical Priorities in Russia's Regional Policies

State regional policies are generally based either on the goal of stimulating the development of specific regions or of equalizing the level of development among the regions. The first path is generally pursued by developing states while rich states favor the second path. Russia has in the past experimented with both vectors of regional policy. Since the annexation of Crimea, a third factor has come to dominate: geopolitics. The main goal of Russia's regional policy is securing control of geopolitically significant territories. The high expense of such a policy makes it unsustainable during a period of economic retrenchment.     

Regulating forced labour and combating human trafficking: the relevance of historical definitions in a contemporary perspective

Forced labour has been regulated since 1930 on the basis of the ILO Convention on Forced Labour, and since 1957 on the basis of the ILO Abolition of Forced Labour Convention. In 2000 forced labour was included as one form of exploitation covered by the UN Trafficking Protocol, which situated trafficking into a context of transnational organised crime. In 2014 the ILO adopted a Protocol on Forced Labour, making a link between trafficking and forced labour. The aim of this article is to explore how forced labour came to be regulated and defined in these four treaties. The 1930 ILO Convention came about in a specific historical and political context, yet the 1930 definition remains in use even though the interpretation of forced labour, particularly as it relates to trafficking, has changed. This article focuses on the issue of trafficking for the purpose of forced labour within the context of migration and labour exploitation, and discusses the relevance of historical definitions of forced labour in the current discourse that sees human trafficking mainly as a security threat. It argues that a rigid interpretation of forced labour is not always useful in understanding forms of labour exploitation, at least in a contemporary European migratory perspective. The article calls for a broad interpretation of forced labour, which takes into account also subtle forms of control and coercion.     

A Mediator on the World Stage?—How the EU's Commitment in Foreign Affairs is Portrayed by New Zealand and Australian Media

Abstract: ‘European identity’ is as much a contested concept as is the role of the European Union in foreign affairs. This article combines the two concepts and introduces a third variable, ‘the Other’, in order to address the following questions: How do non‐Europeans perceive the EU on the world stage? Is a tentative identity as a mediator in foreign affairs conveyed in the EU's conduct of foreign policy? Analysing 10 newspapers, 4 television bulletins, and 830 public surveys from Australia and New Zealand in the first half of 2004, this article argues that the EU's efforts to further democracy and peace are often marginalised in Australian and New Zealand perceptions. Nevertheless, subtle traces of perceptions of the EU as a potent global actor promoting human rights and environmental sustainability and challenging unilateral US policy courses were detected.
