Implicit outgroup favoritism has been documented in a variety of socially disadvantaged groups, yet little is known about
the implications of having such bias. The present research examined whether implicit outgroup favoritism predicts judgments
of ingroup versus outgroup members, and whether that relationship depends on stereotypic context. One hundred and ten African-American
participants were assigned a Black versus a White work partner for a task that required skills that are stereotypically White
(e.g., intellect) versus Black (e.g., athleticism). Participants rated Black partners as less competent than White partners
on the stereotypically White task. Furthermore, participants who implicitly favored Whites liked Black partners less than
White partners, but only on the stereotypically White task. Implications for system justification theory are discussed.

COVID-19 has revealed the policy capacity of some governance institutions, both resilience and vulnerability. Hence, this circumstance has demanded public administration scholars and practitioners to rethink the existing governance practices, particularly in making effective crisis-related policies. This paper reviewed primary and secondary studies exploring the application of policy capacity competencies in facilitating COVID-19 handling in Asia. In achieving so, we did a systematic literature review of relevant studies published between January and October 2020. Applying the agreed search term to several databases, we found 2541 studies, while merely 30 were included for review. Findings from the studies are predominantly closely linked to operational capacity (n = 21). Other studies are related to political and analytical capacity (n = 14 and 7, retrospectively). We found that there are some dilemmas and inadequacy of understanding concerning the role of features in certain capacities (such as technology use versus individual privacy, the paradox of trust and legitimacy, or centralisation versus decentralisation), particularly in the time of crisis, which is a calling for future research. 相似文献

We know much about how opinion leaders drive mass partisan polarization with position-taking cues but little on how different message types polarize citizens, and who responds most to those messages attributes. This article contributes new insights by investigating how exposure to common violent metaphors interacts with audience personality traits to polarize partisans on issues. Building from research on conflict orientations, we theorize that aggressive rhetoric primes aggression in aggressive partisans, motivating greater intransigence on party positions. As a consequence, aggressive partisans are pulled further apart on issues, thereby reducing prospects for compromise. We find support for our predictions in two large nationally diverse survey experiments conducted in very different political contexts. Our results demonstrate the subtle power of aggression in public opinion and highlight the important moderating role of individual differences in the communication of partisan conflict. 相似文献

Many areas of public management research are dominated by a top-focused perspective in which emphasis is placed on the notion that managers themselves are usually the best sources of information about managerial behavior. Outside of the leadership literature, managers are also the typical survey respondents in public management studies. An alternative perspective on management can be provided by subordinates’ perceptions of what management is doing. Surveys of subordinates and of managers each pose potential advantages and potential disadvantages when it comes to measuring management, and each approach is likely to prove more fruitful for measuring certain management functions. Using a unique data set of parallel surveys on management with managers and their subordinates as respondents, we examine the differences and relationships between Danish school managers’ and teachers’ perceptions of management functions and the implications of such relationships for organizational performance. We find a surprisingly low correlation between manager and teacher responses regarding the same management functions. Teacher responses are better predictors of student performance for management aspects that are visible to and mediated by teachers. However, manager responses better predict performance for manager expectations that are less visible to employees. 相似文献

This paper asks whether and under what conditions participatory local government can best nurture indigenous peoples’ democratic practice. Based on fieldwork in two similar Ho communities in the Indian state Jharkhand, we show that their village assemblies function differently with regard to meetings, wood access regulation, development projects, and participation. Neither prevents exclusion and co- option. This supports the argument that while local governments can hardly challenge existing power structures, they can under certain conditions nurture democratic practice and democratisation. Our study indicates that high literacy, social cohesion, active state support, and proactive leadership are conditions under which this best happens. 相似文献

The concept of “recovery” from mental disorder is widely used in the national conversation about youth and adult mental health treatment as if everyone is on the same page about what it means. Fundamental disagreements among researchers and practitioners exist, however, on a variety of issues related to the precise nature and meaning of recovery from mental, emotional, and behavioral disorder generally. Among these issues are: (a) The meaning of recovery; (b) The possibility of full recovery; and (c) Effective support for recovery. After reviewing diverging responses for each of these three issues, we then trace practical implications of competing interpretations for treatment and recovery itself. Prevailing work argues that foreign investment reduces corruption, either by competing down monopoly rents or diffusing best practices of corporate governance. We argue that the mechanisms generating this relationship are not clear because the extant empirical work is too heavily drawn from aggregations of total foreign investment entering an economy. Alternatively, we suggest that openness to foreign investment has differential effects on corruption even within the same country and under the same domestic institutions over time. We argue that foreign firms use bribes to enter protected industries in search of rents, and therefore we expect variation in bribe propensity across sectors according to expected profitability. We test this effect using a list experiment embedded in three waves of a nationally representative survey of 20,000 foreign and domestic businesses in Vietnam, finding that the effect of economic openness on the probability to engage in bribes is conditional on policies that restrict investment. 相似文献
