An Evaluation of the Recent Move to Centralize the Finance of Public Schools in Michigan

This article examines Michigan's 1994–95 shift from its system of K–12 public education being funded largely by local property taxes, to it being funded predominately by statewide revenue sources. We briefly describe events that led up to the adoption of Michigan's school finance reform and then go into some detail about the tax and revenue-sharing specifics. Since the structure of Michigan's school finance reform is complex, somewhat unique, and likely to be considered as a model for other states to duplicate, this examination will assist policy analysts and policymakers throughout the United States. Other states considering similar reforms will benefit from the simulations we provide with regard to the likely long-run results of Michigan's school finance reform.     

The effectiveness of NGO campaigning: lessons from practice

This article looks at the lessons learned in reviewing two long-running international campaigns, one to promote breast-feeding in Ghana, and the other against the use of child labor in the carpet industry in India. In particular, it focuses on understanding the nature of campaigns and what makes them effective. It asserts that campaigns are not linear or mechanistic, but need to be understood as passing through various stages and requiring different kinds of action at different levels and at different times. The variety of work and skills thus required makes it vital that the various organizations involved collaborate with each other. In particular, grassroots mobilization has a role that is often forgotten in bringing about sustained policy change.     

Aggression and delinquency: Family and environmental factors

Juvenile delinquency has become an increasing concern to society; aggressive behaviors are particularly harmful. This study examined parent and youth behaviors and personality types that may influence delinquent and aggressive behaviors. Youths were referred by the court to an intervention program; ratings of delinquency and aggression were derived from parent reports, self-reports, and court referral data. Results showed that high parent ratings of youth aggressiveness were related to high turmoil in the home and to youths' positive opinions of delinquent peers, while high aggressiveness of the youths' referring offenses was related to lax punishment. Developmentally, this suggests that in adolescence both the peer group and home influences are important in shaping different aspects of the youths' aggressive and delinquent behaviors.This study was partially conducted under University of Virginia Research Policy Council Grant No. 199505. Students’ Perceptions of Safety at School After Sandy Hook

High profile school shootings have served as pivotal events for developing policies to promote student safety. Although previous studies indicate that exposure to violence is associated with feeling unsafe at school and poorer academic and psychosocial outcomes, research on the relationship between widely publicized acts of school violence and students’ perceptions of safety is scant. This study examines this relationship utilizing data from 66,511 high school students from a single state by comparing survey responses from students who completed surveys before and after the shooting at Sandy Hook Elementary School. Although several models indicated a statistically significant relationship between Sandy Hook and perceptions of safety, the sizes of the effects were not meaningful. Implications for policy and research are discussed.     

ECONOMIC ANALYSIS AND "BRIGHT-LINE" TESTS

Economists testifying in antitrust cases often encounter thedemand by attorneys and judges for "bright-line" tests –simple rules supposedly based on economic analysis. This paperargues that, although such tests can have their uses, they arevery likely to lead to error without a clear understanding ofthe purposes of the tests and the economics behind them. Issuesdiscussed include: market definition, market share, the roleof profits, and, especially, anti-competitive conduct (includingthe Areeda-Turner) test for predatory pricing. Examples aredrawn from actual court cases (mostly in the U.S.), in manyof which the author was an expert witness. The best known ofthese was the U.S. case against Microsoft, but there are manyothers.     

Democratization from below: Civil society in Tajikistan

A decade ago an exploration of civil society in South Africa, Tajikistan and Argentina highlighted its role in supporting democratization. Despite continuing global autocratic trends since then, South Africa and Argentina have remained vibrant democracies with strong civil societies. Tajikistan, in contrast, remains autocratic, and civil society has apparently weakened in recent years. However, at the grassroots level a combination of traditional grassroots organizations and Internet organizing provides a more complex picture of the relationships between local participation, ties with other civil society organizations, democratization and development. The purpose of this paper is to highlight both these relationships and the contrast between local democratization and national autocracy.
