县级政府维稳的政策规避行为分析:基于委托——代理的视角

目前中国维稳实践中存在着较多的政策规避行为,上级政府与县级政府之间的维稳行政发包是一种政府间的委托代理行为。信息不对称和目标效用函数不一致是县级政府维稳政策规避行为产生的重要条件,县级政府具有一定的自利性和较强的自主性,为其政策规避行为提供了可能和空间,维稳考核中的弱激励和强约束的效应直接催生了政策规避行为的产生。为了防止维稳政策规避行为的发生,应建立一套激励兼容约束的机制,谨慎使用维稳考核"一票否决",重视对维稳基础性工作的考核。

大学生心理健康教育的师范模式以提高学生的心理素质和心理健康教育能力为目标,以人格培养、职业教育、闲暇教育、心理健康教育能力培养为基本内容,以多渠道全方位渗透为基本策略,综合应用宣传教育法、渗透教育法、心理咨询与辅导法、自我教育法、环境教育法,以心理健康教育工作体系为运转机制,将心理健康教育与素质教育有机结合起来,促进学生素质全面提高.     

对农民工歧视的社会学分析

农民工在城市中从事最苦、最脏、最累、最险的工作,为城市的发展做出了巨大的牺牲和贡献。但是,他们并没有得到与其贡献相匹配的回报。除受制度歧视外,还受城市居民的歧视,并且这种歧视有愈演愈烈之势。对农民工的歧视大致可分为三个阶段:限制与接纳阶段,排斥阶段和隔离阶段。对农民工的歧视会造成我国社会结构紧张,损害党的执政基础;引起农民工子女的代际仇视;影响城市居民群体内部的和谐等,必须尽快采取有效措施。     

中国加入WTO与政务公开制度之构建

WTO透明度原则必将要求并推动我国政务公开制度的构建和完善。政务公开对保护公民基本权利,发展社会主义民主政治,消除腐败,创造公平公正、廉洁透明的发展环境等有着举足轻重的作用。与有关国家相比,我国的政务公开制度还比较落后。"入世"加速了我国市民社会的成熟和发展,行政观念的转变,社会信息化程度的提高,对构建完善我国政务公开制度提出了迫切要求。要借"入世"契机,培植法治社会价值理念,加速政务公开制度创新。

The World Wide Web and the U.S. Political News Market

We propose a framework for understanding how the Internet has affected the U.S. political news market. The framework is driven by the lower cost of production for online news and consumers' tendency to seek out media that conform to their own beliefs. The framework predicts that consumers of Internet news sources should hold more extreme political views and be interested in more diverse political issues than those who solely consume mainstream television news. We test these predictions using two large datasets with questions about news exposure and political views. Generally speaking, we find that consumers of generally left‐of‐center (right‐of‐center) cable news sources who combine their cable news viewing with online sources are more liberal (conservative) than those who do not. We also find that those who use online news content are more likely than those who consume only television news content to be interested in niche political issues.     

The dynamics of candidate evaluations and vote choice in 2008: looking to the past or future?

In this paper, we leverage a 10-wave election panel to examine the relative and dynamic effects of voter evaluations of Bush, Palin, Biden, McCain, and Obama in the 2008 presidential election. We show that the effects of these political figures on vote choice evolves through the campaign, with the predictive effects of President Bush declining after the nominees are known, and the effects of the candidates (and Palin), increasing towards Election Day. In evaluating the relative effects of these political figures on individual-level changes in vote choice during the fall campaign, we also find that evaluations of the candidates and Sarah Palin dwarf that of President Bush. Our results suggest a Bayesian model of voter decision making in which retrospective evaluations of the previous administration might provide a starting point for assessing the candidates, but prospective evaluations based on information learned during the campaign helps voters to update their candidate preference. Finally, we estimate the “Palin effect,” based on individual-level changes in favorability towards the vice-presidential nominee, and conclude that her campaign performance cost McCain just under 2% of the final vote share.     

反垄断法施行的公共选择分析——以美国的反垄断法为研究基础

反垄断法维护竞争的目标有时会因为利益集团寻租行为的影响而发生偏转。通过对美国反垄断法的历史进程的公共选择解读,明确在我国的反垄断法制定和实施的过程中,利益集团寻租问题不可避免,但是规范利益集团的法治化管理,加强对政府官员权力的监管与制衡,充分发掘反垄断法制定和实施的民主效率机制,将会充分发挥利益集团在参与法制活动过程中的积极作用,保证法制的进步,促进经济的发展。     

AN INSTITUTIONALIZED GUARANTEE

On March 15, the Second Session of the 13th National People's Congress, China's top legislature, adopted the country's first Foreign Investment Law to promote, protect and man age foreign investment in the changed circumstances. The new law, which will take effect on January 1, 2020, is expected to enhance the confidence of foreign-funded enterprises in China.
