Autoerotic fatalities in the Greater Dusseldorf area correspond to the relevant medicolegal literature. Our results included exclusively young to middle-aged, usually single men who were found dead in their city apartments. Clothing and devices used showed a great variety. Women's or fetish clothing and complex shackling or hanging devices were disproportionately frequent. In most cases, death occurred due to hanging or ligature strangulation. There was no increased incidence of underlying psychiatric disorders. In most of the deceased no or at least no remarkable alcohol intoxication was found. Occasionally, it may be difficult to reliably differentiate autoerotic accidents, accidents occurring in connection with practices of bondage & discipline, dominance & submission (BDSM) from natural death, suicide or homicide.  相似文献

The term “coalition against terror” is commonly used, but is fundamentally misleading. Multiple coalitions against terror exist in different issue areasincluding military, financial, law enforcement, intelligence, and reconstruction. These coalitions are independent of each other, and yet inextricably linked, both enabling and constraining each other's actions. Actions taken by the military coalition can undermine the intelligence coalition, for example, by destroying documents and other information during attacks. Overlapping membership may also cause challenges, for countries who disagree with the approach of one coalition many restrict their cooperation with the others. A successful counterterror strategy must account for the interactions of the various coalitions, understanding how actions taken in one area may cause tradeoffs and unintended consequences in others.  相似文献

Efforts to set standards for artificial intelligence (AI) reveal striking patterns: technical experts hailing from geopolitical rivals, such as the United States and China, readily collaborate on technical AI standards within transnational standard-setting organizations, whereas governments are much less willing to collaborate on global ethical AI standards within international organizations. Whether competition or cooperation prevails can be explained by three variables: the actors that make up the membership of the standard-setting organization, the issues on which the organization's standard-setting efforts focus, and the “games” actors play when trying to set standards within a particular type of organization. A preliminary empirical analysis provides support for the contention that actors, issues, and games affect the prospects for cooperation on global AI standards. It matters because shared standards are vital for achieving truly global frameworks for the governance of AI. Such global frameworks, in turn, lower transaction costs and the probability that the world will witness the emergence of AI systems that threaten human rights and fundamental freedoms.  相似文献

This paper aims to advance knowledge about corporate environmentalism by using new concepts and methods. We broaden the concept of the firm as “differentiated composite actor” by including not only managers but workers and unionists as actors. We descend into the “hidden abode of production” using Lefebvre’s concept of “everyday life” to explore the barriers environmental policies experience in this sphere. We base our explorations on life-history interviews to understand how the imaginaries of production are embedded in people’s self-conceptions. We identify seven barriers to the implementation of environmental practices: deficient regulations, collusion between controller and controlled, de-prioritisation, hierarchism, compartmentalisation, specialisation, and social unsustainability. A “necessity discourse,” legitimating the priority of efficiency and product quality over environmental sustainability, subjugates alternative sustainable practices. The paper concludes with a discussion of the results in the light of previous investigations, suggesting that the concept of the everyday could enrich future research.  相似文献

Recent literature on international migration focuses on the benefits it confers on migrants in the form of better opportunities and living conditions, as well as on households receiving remittance. Although legal migrants in OECD countries often enjoy more rights than they would at home, this paper also looks at some of the negative aspects for sending countries. The paper uses two cases, the Philippines and Morocco, countries that have elaborated large-scale and successful policies to facilitate the export of labor and the flow of remittances. Despite decades of massive migration abroad, Morocco still has surprisingly poor social indicators, whereas the Philippines, despite much higher social indicators, has significant levels of poverty. Despite the long-term use of this development tool, migration, while opening up opportunities for people who leave home, maybe less positive for those who remain behind. Citing the views of migration experts as well as local voices, this paper examines some downsides of migration, including its use as a safety valve for discontent that may actually delay demands for needed domestic reforms that would broaden social rights at home.  相似文献

There have been a sizeable number of studies trying to identify the determinants of judicial performance on the country level. Such a design is appropriate to identify underperforming individual judges or underperforming courts or court districts. However, it is not appropriate to identify institutions conducive to judicial performance. A dataset produced by the European Commission for the Efficiency of Justice contains very detailed information on the judicial systems of the 47 member countries of the Council of Europe. Drawing on robust regressions and using an objective variable, we find that (1) resolution rates are not a function of per capita income. In other words: poor countries can also afford them. (2) Countries belonging to the French legal tradition enjoy relatively lower resolution rates. (3) Resolution rates are negatively—and very robustly—correlated with court budget. As such, a higher budget will not “buy” more court decisions. (4) Resolution rates are never positively correlated with the presence of judicial councils. (5) Mandatory training for judges is correlated with higher resolution rates. Drawing on the subjectively perceived efficiency of the judiciary as the dependent variable we find that (6) countries belonging to both the French and the socialist legal tradition are less efficient and that (7) judicial councils are also negatively correlated with our measure of judicial efficiency, in other words: countries that do not have them should not introduce them.  相似文献
