Identifying Manufactured Gas Plant Tar in the Environment Using Chemical Fingerprinting

The United States Environmental Protection Agency (EPA) estimated that 3,000 to 5,000 manufactured gas plants (MGPs) were constructed in the United States (EPA, 2000). Companies located their MGPs near urban waterways due to the close proximity to cheap condensing liquid (water), improved site drainage, and easy access to delivery channels. However, these site selection criteria were shared by other industries, many of which generated PAHs or handled tar. Contemporary environmental forensic investigations must draw upon a detailed understanding of the relationship between MGP history and tar chemistry in order to differentiate between different types of MGP-derived tars and non-MGP impacts. This article describes the history of MGP operations in the U. S. and how chemical fingerprinting can aid in unraveling liability associated with MGP legacy sites.     

POLICE CULTURE AND COERCION*

Researchers have long noted the link between police culture and coercion. To date, however, there have been no empirical studies of this relationship. Using data collected as part of a systematic social observation study of the police in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines the relationship between traditional views of police culture—from an attitudinal perspective‐and coercion—from a behavioral perspective. After developing a classification scheme of officers' outlooks in the context of police culture, we examine the extent to which officers' alignment with cultural attitudes translates into differences in coercive behavior. The findings indicate that those officers who closely embody the values of the police culture are more coercive compared with those that differentially align with the culture, suggesting that police use of force is a function of officers' varying attitudinal commitments to the traditional view of police culture. The implications of these findings for policy and future research are considered.     

OAKESHOTT AND THE IMPOSSIBILITY OF PHILOSOPHICAL POLITICS

Abstract. Oakeshott offers a radical version of the thesis that philosophy cannot evaluate or recommend political ideas. We criticize each stage of his argument that practical life excludes philosophy's desire for ultimate truth and demands a distinctive form of reasoning. Believing that practice is not susceptible to philosophical guidance because it is composed of actions, subject to change and necessarily inconsistent and uncritical of assumptions, he exaggerates its contrast with theory. Moreover, he wrongly supposes that philosophy has no practical aspect, arguing that while all practical thought must be in terms of certain concepts, philosophy transcends those which it analyses. We contend that the distinctiveness of philosophy and practice does not imply they are separate; rather philosophy is a necessary part of any reasoned evaluation of political concepts.
