相互依存式霸权：“第二世界”和金砖国家的崛起透析

在全球化背景下,以金砖五国等新兴国家为代表的“第二世界”崛起对全球产生广泛影响,并由此带来了国际关系与国际政治经济的变迁。葛兰西的核心理论框架——“霸权”概念以及以考克斯为代表的新葛兰西主义学派对探究新兴国家崛起的问题是有启发作用的,但是全球化与跨国资本主义的深化对新葛兰西主义学派提出了挑战。在整合新葛兰西霸权理论和后霸权批判理论,并将“第二世界”和“相互依存”加入分析框架之后,理论界提出一种新观点,即新兴国家作为一种新型反霸权的国际政治经济力量,在全球资本主义时代,尚不能建立起替代性的独立霸权,而“相互依存式霸权”将主导当今这个时代。“相互依存式霸权”定义为根植于金砖国家的崛起所带来的基于地区合作所形成的联盟型关系,这一联盟型关系的形成主要为了牵制并超越由单一国家或单一权力中心（西方）所产生的霸权。届时在国家利益、地区走向、共同政治议程、政治联盟以及潜在危机管控等方面,“第一世界”（西方国家）和“第二世界”（新兴国家）将相互影响、相互制约,共同重塑国际安全与国际政治经济秩序。     

Global Justice and the Bretton Woods Institutions

Together with the WTO, the Bretton Woods Institutions are thepreeminent international institutions devoted to managing internationaleconomic relations. This mandate puts them squarely in the centerof the debate concerning development, inequality and globaljustice. This essay explores how justice criteria might applyto the ideology and operations of the World Bank and the InternationalMonetary Fund. Using the Rawlsian model of egalitarian justiceadapted to international institutions by the author in connectionwith the WTO, this essay asks what difference it would makefor the Bank and Fund if an explicit justice framework informedtheir international lending activities.     

Women and Reparations

Reparations for victims of gross human rights violations arebecoming an increasingly acknowledged feature in post-authoritarianand post-conflict societies coping with the legacy of a violentpast. Despite some recent progress much more work needs to bedone for massive reparations programs to respond better to theneeds of women. This article, resting as it does on a comprehensiveconception of reparations, outlines both the procedural andsubstantive components of reparations programs necessary forthe programs to fulfill the goal of providing (partial) justiceto women.     

In defense of human rights of indigenous people

The nations of the world are generally shaped by a cultural diversity, which must be preserved. This leads to a fundamental and essential defense of indigenous groups and their human rights. The purpose of this article is to highlight the importance of defending human rights of indigenous cucapa, natives settled in the northeast of the state of Baja California in the Delta of the Colorado River, especially with regards to their fishing rights, which is their main source of food and survival. The environmental laws that have been issued in the country have greatly affected them, banning commercial fishing in some areas and totally in many other areas, adding to that a not to subtle performance by the appropriate regulation authorities, preventing them from fishing sea bass, hence their consumption and marketing, which is reflected in their socioeconomic status. For this reason and in response to this violation of their human rights, women have decided to enter a cucapa womb strike, which threatens the existence of the tribe by not reproducing.     

The Correlates of Local Government Responsiveness Under Decentralization: Do Performance Ratings Matter in the Philippines?

To improve local service delivery under decentralization, performance ratings are often introduced. In this article, performance ratings and other correlates of the citizens’ assessment of the responsiveness of their local governments are investigated with a regression analysis of survey data collected during the pilot test of a performance rating scheme in 12 Philippine cities and municipalities in 2001–2003. The local governments in the eight sites where the ratings were announced are assessed less responsive by their own constituents than those in the four control areas by theirs. Possibly, the citizens exposed to the ratings expected better performances from their officials.     

Fire debris analysis and scene reconstruction

During the summer of 2010 near a little village in the south of Italy, a fire destroyed a piece of brushland without any apparent economic importance. The remains of a fire-setting tool were found at the point of origin of the fire. It was started using a well-planned and methodical approach. The analytical results demonstrated a sophisticated and effective incendiary tool designed to leave little evidence that could identify the offender. The action and the purpose of the arsonist were clear but the basic motivation was unpredictable. The burned area was without any relevant economical interest. It was burnt during the past and has not been used for any cultivation or sheep farming but in the region there was evidence of bushfires that had been lit to stimulate the growth of forest fruits to be harvested for sale.     

EMPLOYMENT BENEFITS IN MEXICO OF OLDER ADULTS AS A FUNCTION OF THEIR ANTIQUITY

The population grows and ages. Older adults, which is the group of people sixty years of age and older, increasingly represents a numerically larger group. Therefore, the legal rules are issued, and must be of such a nature that adequately protects them. In particular labor standards in Mexico, containing general provisions, but are emissive in relation to work of older adults subordinate.
