Although leadership is typically seen as coming from the leaders of governments and major institutions, a strong case can be made that concerned citizens first articulate important issues and policies that official leaders then pick up and promote. In a market-based society dominated by large corporations, Hirschman's framework of exit, voice, and loyalty can be used to relate consumer and grassroots movements to markets, when participants believe there is no exit and loyalty (or acquiescence) is not an option. While "voice" is usually applied to the individual or consumer level, this article develops the concept of organized voice and illustrates how it has exhibited leadership in the controversial relations between the biotech and pharmaceutical industries and society as a whole. The essay concludes by urging more research on organized voice as a source of leadership and by outlining some important dimensions for researchers to consider. 相似文献

Intraparty preference voting systems offer different incentives for candidates to cultivate a personal vote, but little is known about how the candidates' policy positions affect their electoral success in intraparty competition. This article analyses the effect of candidates' ideological positions and personal attributes on their preference vote share in the 2015 and 2019 Swiss Lower House elections. We used candidate survey data combined with official election statistics. Our findings demonstrate that the ideological distance between candidates' positions and their party's median position is of minor importance for their electoral success when compared to their personal attributes. Techniques of governance in the Hashemite Kingdom of Jordan do not follow a single or unifying logic. Despite a more than decade-long shift towards a neoliberal orientation, market-disciplinary policies coincide with important exceptions. This article employs a modified variegated neoliberalization approach to explore one such exception. Specifically, it analyses the recent debate over the country’s bread subsidy to elucidate key elements of Jordan’s socio-economic transformation. The persistence of this long-standing welfare programme is linked to the uneven pathways of Jordanian neoliberalization and two potent political rationalities imbricated in this process. 相似文献

The article proposes a set of tax administration performance measures and contrasts them with measures actually used by the Chilean tax administration agency. The goals assumed for the tax administration agency (TA) are to maximize tax revenue collection and provide quality services to taxpayers. Ideal performance measures (PMs) would measure the deviation of actual outcome from a best‐practice standard, given the value of all variables affecting organisation performance that are outside management control. The key challenge is to build and calculate these best‐practice outcomes. In Chile the PM in use, for the first goal, is the ratio of actual to potential tax revenue collection. This PM does adjust revenue collection for variations in the tax structure and rate, but it fails to control other variables that affect performance such as the TA budget and per capita income. The PM in use, for the second goal, is taxpayer satisfaction measured through sample surveys. This seems the appropriate PM, as quality of taxpayer services depends directly on the TA efforts to improve them. Copyright © 2005 John Wiley & Sons, Ltd. 相似文献

The generalist theory of participatory democracy and the non-essentialist feminist approach to forms of democratization have developed in parallel despite sharing an agreement to work towards more shared forms of managing power. The origin of this disunity lies, partly, in the first theoretical body's tendency to present citizen participation as a tool for democratizing the neutral and universal public space. As a result, both theoretical bodies have parallel points of view regarding the elements that structure women's participation. This article explores, through the qualitative analysis of two experiences of participatory democracy in which the feminist viewpoint has been unequally incorporated (Porto Alegre's participatory budgeting?Porto Alegre PB?and the 15M movement), the relationship between the parallel development of the general proposals of the two theoretical bodies and the elements that restrict the participation of women in the practice of participatory democracy. 相似文献

This research has been designed with the purpose of analysing the influence of both the composition of academic spin-offs’ management teams and the potential conflict emerged within such teams on the degree of entrepreneurial orientation exhibited by academic spin-offs. To this end, we have used the upper echelon theory as theoretical background and have analysed the impact of the proportion of non-academic managers within management teams, the heterogeneity of such teams with respect to the age and main educational area of their managers, as well as the potential mediating role of the conflict emerged. Drawing on a database of 167 Spanish academic spin-offs, results show, on the one hand, that the presence of non-academic managers within management teams is a key factor in the academic spin-offs' exhibitions of higher levels of entrepreneurial orientation and, on the other hand, that conflict fully mediates the relationship between management teams' age heterogeneity and entrepreneurial orientation. 相似文献

The 2015 Catalan regional election, held on 27 September, was framed as a proxy for an independence referendum by the pro-independence parties. This was meant to bypass the PP-led central government's opposition to permit an official referendum. After an election campaign clearly dominated by the independence issue, the results delivered a majority of seats but not of votes for the pro-independence camp. However, the reading of the results as a de facto referendum is not straightforward. Growing polarization around the independence issue resulted in the emergence of two main blocs, for and against independence; in the polarization of stances within the blocs; and in substantial changes in the Catalan party system. The lack of agreement between the secessionist parties over the reappointment of Artur Mas as president almost triggered a new election but, in a last-minute move, Mas stepped aside. Despite media coverage of isolated incidents of violent crime perpetuated by undocumented immigrants in cities with sanctuary policies, there is scant systematic research on the relationships between the adoption of sanctuary policies, unauthorized immigration, and crime. We compile city-level data from official sources and use fixed-effects negative binomial regression to examine whether the adoption of city-level sanctuary policies and the concentration of unauthorized Mexican immigrants are associated with homicide and robbery incidents in 107 U.S. cities, across three decades. We find evidence that the adoption of sanctuary policies is associated with a reduction in robberies but not homicide. In contrast, an increase in the relative size of a city’s unauthorized Mexican immigrant population corresponds with a reduction in homicide; however, only in sanctuary cities. Lastly, shifts in violence during our study period are consistently related to social structural characteristics of cities, which are findings consistent with social disorganization theory. 相似文献
