The Sami, an indigenous people in north-western Europe, today faces the challenge of having their territory, Sápmi, partitioned among four nation states; Norway, Sweden, Finland and Russia. Whereas borders and citizenship are generally used to defend cultures, interests and territories, separating those who belong from those who do not, this perspective does not include how a non-dominant indigenous people such as the Sami is affected by the partitioning of their territory. Initially, when the first borders were established, the states showed respect and consideration for the Sami and their rights, but during the following centuries, more and more restrictions were being placed on the trans-border movement of the Sami people. In this process, the Sami also had to become citizens in one of the states, and even though the process of changing citizenship remained relatively uncomplicated up until the early twentieth century, the partitioning of the Sami into separate national arenas caused divisions within the people. This article focuses on how the establishment of state borders partitioning Sápmi and the enforced citizenship in the states affected the Sami, and how they acted in response to this development.  相似文献

After being a neutral actor for decades in the complex South China Sea (SCS) territorial disputes, Indonesia has seen itself compelled by China’s assertiveness to become firmer about protecting its territorial sovereignty around the Natuna Islands (NI). Jakarta is alarmed by China’s claims that it has undeniable historical fishing rights in the NI territorial waters because they undermine Indonesia’s territorial sovereignty. Our analysis loosely adopts the securitization conceptual framework proposed by the Copenhagen School to reveal that Jakarta swiftly securitized the NI issue between 2014 and 2016. Using a combination of quantitative and qualitative methods, this paper unpacks how the Indonesian printed mainstream media discussed the NI in recent years. By the end of 2016, the Indonesian media portrayed China’s claims that it has historical fishing rights in the NI territorial waters as the most urgent national security threat to Indonesia, i.e. the NI issue was securitized. This analysis shows that the Indonesian people accepted Jakarta’s security discourse, i.e. Jakarta had successfully securitized China’s claims over the NI territorial waters. This paper makes a new contribution to the securitization literature by simultaneously analysing the Indonesian news and social media outlets.  相似文献

How can one explain the transformation of elected assemblies like national parliaments? In this study it is argued that much can be gained from taking the assumption of political generations more seriously when trying to explain transformations of the political agenda – for example, of themes and topics brought up in the parliamentary process. More specifically, the article expands on previous research in three ways: first, it launches the concept of ‘parliamentary political generation’ where the core element is the combination of an influx of large numbers of newcomers into the elected assembly and an electoral context that is formative – that is, that exhibits characteristics that distinguish the election from other elections. Second, an empirical test is conducted where other factors such as party affiliation and social background characteristics are controlled for. Finally, the test on the impact of parliamentary political generations is conducted in a context – the Swedish Riksdag – where parliamentary party groups are strong. The data used is the Parliamentary Surveys 1985–2010 conducted at the Department of Political Science, University of Gothenburg, Sweden. The political generation in focus is the ‘Class of 94’. The results show that the Class of 94 distinguish themselves by being more feminist than their senior colleagues and other groups of newcomers in Swedish elections. This is the feminist generation in Swedish politics.  相似文献

This article seeks to understand how development aid is translated into city management practice in the global South and the implications of this for the power dynamics between municipal governments and international aid agencies. The study examines La Chureca, the rubbish dump and slum of Managua, Nicaragua, and its regeneration programme, the Barrio Acahualinca Integrated Development Programme. In the article, we explore the formulation and initial implementation of the Programme in terms of the construction of an action net in which, by a chain of translations, the Programme was transformed from an aid programme managed by international aid organisations into the management practice of the city of Managua. Despite the silent infiltration of important issues brought to the municipal political agenda by the development aid programme, small acts of defiance and resistance were also enacted by local actors who twisted the Programme to fit local needs. The purpose of this theoretical article is to contribute to the analysis of knowledge and valuation in markets. In each market actors must know how to value its products. The analytical point of departure of this article is the distinction between two types of markets, status and standard. In a status market, valuation is a function of the status rank orders of identities of the actors on both sides of the market, which is more entrenched than the scale of value and what is traded in the market. In a market characterized by standard, the situation is reversed; the scale of value is more entrenched than the identity rankings of actors in the market. The knowledge that market actors need is contingent upon the market structure. In a status market actors need to know of the actors involved in what is traded since there is no scale of value for evaluating the items traded in the market independently of its buyers and sellers. In a standard market it is more important to know how to meet the standard in relation to which all items traded are compared. The article entails empirical examples and four testable hypotheses.  相似文献

The use of politically appointed ministerial advisors has increased noticeably in many Western countries, but we know little about how this development has affected the civil servants recruited on merit. The article asks whether political appointees accentuate or blur the line between politics and administration. Do political appointees take over political-tactical advice and leave policy advice to the permanent civil service, or do they cause permanent civil servants to be even more influenced by political considerations? And do political appointees make it easier or more difficult for the permanent civil service to be politically responsive? A Most Similar Systems Design comparison of Denmark and Sweden allows an assessment of the effects of political appointees. It is found that a large number of political appointees decreases functional politicisation of the permanent civil service; that functional politicisation tends to crowd out tasks related to more classic policy advice; and that functional politicisation increases political responsiveness.  相似文献

In this study we provide new evidence on the much-discussed effect of education on political participation by utilizing the quasi-experiment of twinning. By looking at the relationship between education and participation within monozygotic (MZ) twin pairs we are able to circumvent traditional sources of confounding of the relationship rooted in genes and early life family environment because MZ twins share both. The results of within-twin pair analyses based on surveys from the United States, Denmark and Sweden show that while the relationship between education and political participation is highly confounded by genes and/or familial environment in all three countries, a positive impact remains of years of education in the US and of high school completion in Denmark. No effect is found in Sweden. Robustness checks suggest that the observed effect is not confounded by within-twin pair differences in prenatal environment nor differential treatment during childhood, and, if anything, that it most likely constitutes a lower bound estimate.  相似文献
