The theory of economic regulation and public choice and the determinants of public sector bargaining legislation

In this study we used the theory of economic regulation and public choice to derive a model to explain the pattern of public sector bargaining laws among the states. We find this type of legislation is influenced by the following demand factors: (1) the extent of public sector union membership, which represents the interest group hypothesis, has a positive influence on pro-union legislation; (2) the extent of employer opposition to unions, as measured by unfair labor practice charges against employers in representation elections, has a negative effect on bargaining laws; (3) two taste variables — the salaries of public employees and the percent of nonwhite employment in the state — have a positive influence on these laws. A result which will be surprising to many people is that the extent of private sector union membership has no significant influence on the passage of public sector bargaining legislation.Our empirical analysis indicates that supply factors are also important in explaining the pattern of public employee bargaining laws across the state. We find that states are more likely to enact pro-union legislation under the following conditions: (1) constituents appear to hold pro-labor views as represented by their Congressmen's voting record; (2) neighboring states have passed mandatory bargaining laws; and (3) when competition is greater among the political parties.     

Invisible decisive coalitions in large hierarchies

This paper examines the extent to which organizational hierarchies are democratic or (in the more usual language of administrative studies) participative, in the sense that the views of a large proportion of organizational membership are taken into account when an organizational choice is made. We view organizations as making choices in a “bottom-up” manner: subordinates recommend options to their superior, and if subordinates are in sufficient agreement their superior accepts their advice. We prove that as the number of levels in the hierarchy increases, organizational choices can be dominated by a smaller and smaller proportion of the total organizational membership. In the limit, a vanishing small proportion of the membership can dominate policymaking.

Strategic planning for state enterprise performance in Africa: Public versus private options

This article presents methodologies to assist government officials in various African countries who have to deal with ill-defined policy problems arising out of perceived performance shortcomings on the part of state enterprises. It reviews the historical role and record of state enterprise in African economies, the assumptions and major arguments of the ‘privatization option’ and the major forms in which the latter may be carried out. In a situation where debate has tended at times to generate more heat than light, the approach is a pragmatic one, involving careful review of all policy alternatives, including public enterprise rehabilitation and a step by step application of privatisation feasibility analysis in cases where public enterprise rehabilitation proves unviable.

Lonelines in pre-through late adolescence: Exploring the contributions of a multidimensional approach

A multidimensional loneliness measure was administered to 444 subjects in the 11–17 age range. The four-scale instrument probes for loneliness in relationships with parents and peers, and for aversion to and affinity for aloneness. All subscales were shown to exhibit high reliability and excellent factorial validity. With regard to age effects, a marginally significant increase was found for parent-related loneliness, accompanied by a sudden drop at the seventh-grade level. A decreasing age trend emerged in both peer-related loneliness and aversion to aloneness. A set of variables pertaining to subjects' social integration (number of friends, quality of friendships) and psychological functioning (outlook on the future) accounted for a sizable portion of the variance in all four scales, particularly in peer-related loneliness. Implications of these findings are discussed and suggestions for future research are outlined.Portions of this paper were presented at the annual meeting of the Belgian Psychological Society, May 1985.Received his Ph.D. from that university in 1973.
