This article revisits the earlier debates on Germany's abysmal record on tobacco control policies, which attributes that record to cultural, institutional, and political barriers. This article shows that Germany has made progress in tobacco control, though its commitment to smoke-free public spaces is lagging. We argue that the explanation for Germany's progress on tobacco control is that EU legislation directly and indirectly influenced public attitudes, raised awareness about the health consequences of smoking among the public and medical establishment, elevated the visibility of medical and health NGOs, and altered the institutional venue of policy making. However, in areas where the EU does not impose legislation, such as second-hand smoke, Germany continues to show more modest progress, owing to its federalised structure of health policy. State governments are in change of smoke-free eateries/drinking establishments and they are more susceptible to pressures from the gastronomy sector and allied tobacco interests.  相似文献

This study examines the natural course of trauma-specific symptoms 6 months after disclosure. Furthermore, this study investigates whether severity and type of abuse (intrafamilial or extrafamilial sexual abuse), negative appraisals, coping strategies, and crisis support measured at time of disclosure can be predictive of trauma symptoms 6 months later. Sixty-five sexually abused Flemish adolescents are reassessed 6 months after disclosure. Information from the participants is obtained through self-report questionnaires. Forty-six percent of the adolescents report clinically significant trauma symptoms. Although internalizing symptoms significantly decreases after 6 months, externalizing symptoms persist. Type or severity of the abuse does not account for differences in symptomatology. Two predictors of ongoing trauma symptomatology are identified: postdisclosure trauma symptomatology and a lack of initial crisis support. Information on the victims' postdisclosure symptomatology as well as information on the initial received social support is critical in understanding which abused adolescents are most at risk for poor outcomes in the long term.  相似文献

This article looks at the long struggle to reform the Dutch disability insurance fund, which covered close to 10% of the labor force in 2002. Ideas played a strategic role in the framing and discourse of the policy reforms. A template propagated by the European Commission was used by center‐left reform advocates to soften a neoliberal campaign to overhaul the disability insurance scheme. Center‐left politicians used European deliberations to convince their colleagues to accept increased spending on activation programs rather than rely on rounds of cutbacks. Labor market activation also resonated with voters, for very different reasons. Voters in the 2000s rallied around activation in order to bar ethnic minorities from taking advantage of the disability program. By the time that the disability law was repealed in 2006, many voters had altered their minds about the disability fund, resenting the fact that “problematic” minorities lived off welfare state benefits.  相似文献

This study assessed the impact of some complex question forms frequently used by attorneys who examine and cross-examine witnesses in the courtroom. Fifteen males and 15 females from each of four student populations (kindergarten, fourth grade, ninth grade, and college) viewed a videotaped incident and then responded to questions about the incident. Half the questions were asked in “law-yerese” (i.e., using complex question forms); the remaining half asked for the same information using simply phrased question forms of the same length. Lawyerese confused children, adolescents, and young adults alike. Questions that included multiple parts with mutually exclusive responses were the most difficult to answer; those that included negatives, double negatives or difficult vocabulary also posed significant problems. Results suggest that complex question forms impede truth-seeking and should be prohibited in court.  相似文献
