Co‐founding The Political Quarterly was one among many of Leonard Woolf's achievements during a long career as a progressive political thinker and publicist, particularly in the field of international affairs. To mark the centenary of the publication of International Government, his most innovative and influential work on the subject, this article seeks to assess Woolf's contribution. It examines the Fabian background to Woolf's work, his support for and approach to the League of Nations and his commitment to collective security as an approach to peace. Through a broader understanding of the League it argues that certain failings in the area of collective security, however profound, should not be permitted to blight an otherwise impressive intellectual legacy. 相似文献

Sovereignty and self-determination are central features of international relations and international law. The concepts are often depicted as conflicting and incompatible. In addition, the meaning, application and relevance of both concepts continue to form the subject of debate. In practice, they remain important, fiercely protected and centrally placed in conflicts concerning territorial integrity or political status. In this paper, we argue that our understanding of the concepts and their interrelationships can be enriched by looking past conventional and often rigid conceptualisations, instead placing more emphasis on the ways in which they are used in particular cases. The aim of this paper is to analyse how state sovereignty and peoples' right to self-determination are given meaning in state practice. The paper focuses on the case of Kosovo, and in particular statements submitted by 36 United Nations member states to the International Court of Justice. Analysing the ways in which states use the concepts to rationalize and justify their position on the Kosovo case reveals several diverging and sometimes conflicting understandings that indicate a need to go beyond and problematize the clear-cut and inflexible conceptualizations that often shape the academic debate on the concepts of state sovereignty and peoples' right of self-determination. 相似文献

The revival of China's interest in Africa is often highlighted as being an opportunity to provide African governments with a choice between development partners that may strengthen negotiation leverage and thereby carve out policy space to define and implement policies that affect social and economic development. This article critically reviews the most recent developments in Chinese and Organisation for Economic Cooperation and Development (OECD) approaches to development finance to Africa. It argues that although we can detect a number of incidents that point towards more policy space for African governments, the revival of China's development finance does not fundamentally alter the power relations between African countries and their financiers, as the tendency now is towards convergence and cooperation between China and Development Assistance Committee (DAC) donors—not divergence and competition, which could have created policy space as it did prior to the end of the Cold War. This follows the trend of other ‘emerging’ donors who increasingly play by DAC rules and thereby minimize the future possibility of playing out one partner against the other. 相似文献

As the self-proclaimed champion of East German regional identity, the former Party of Democratic Socialism (PDS) was often viewed as the central political force of a lingering cultural divide in united Germany. Desperate to increase its paltry electoral support among western voters, the PDS merged in 2007 with a band of western leftists to form the Left Party, casting doubt on whether the new party would remain symbolic of regional division. Using survey data from the German General Social Survey (ALLBUS), this article compares the changing bases of electoral support between eastern and western supporters of the Left Party as evidence for greater change in the political culture of the two regional constituencies. Though notable points of divergence remain, results centre on several areas of convergence that together highlight a common profile for Left Party supporters defined above all by strong leftist ideological views. 相似文献

Research on state fragility has seldom examined questions of persistence and transition of states. We develop a sixfold typology of states to examine how key structural features of states evolve and contribute to successful exits from fragility in some cases and persistence in others. Particularly worrisome is the lack of positive transition among the weakest states. Our findings are derived from a minimalist construct of a refined time series data set involving state indicators of authority, legitimacy, and capacity. Case studies of some of the more turbulent examples support our state trajectories. Additionally, changes in legitimacy most often led state transitions into or out of fragility. Implications of intervention policy for transitioning states out of fragility are addressed, and these are given particular focus since fragile states experience at least twice the intensity/incidence of internal armed conflict compared to other states. 相似文献

This article conceptualises the potential for a relationship between asset-based community development (ABCD) and community-based tourism (CBT), with a view to improving CBT's patchy record in delivering community development. ABCD has previously been used in international development and community work, but is new to tourism for development. Hence, the article seeks to relate ABCD's characteristics with CBT on a theoretical level, based on a shift away from ‘needs-driven’ development towards a conscious appreciation of community assets. The authors suggest that ABCD can, and should, be applied to CBT, given the positive emphasis it puts on people and their potential. 相似文献

In homicide investigations, it is critically important that postmortem interval and postburial interval (PBI) of buried victims are determined accurately. However, clandestine graves can be difficult to locate; and the detection rates for a variety of search methods (ranging from simple ground probing through to remote imaging and near‐surface geophysics) can be very low. In this study, simulated graves of homicide victims were emplaced in three sites with contrasting soil types, bedrock, and depositional environments. The long‐term monthly in situ monitoring of grave soil water revealed rapid increases in conductivity up to 2 years after burial, with the longest study evidencing declining values to background levels after 4.25 years. Results were corrected for site temperatures and rainfall to produce generic models of fluid conductivity as a function of time. The research suggests soilwater conductivity can give reliable PBI estimates for clandestine burials and therefore be used as a grave detection method. 相似文献

Company level localization and public affairs officers' educational background in Switzerland

As corporate public affairs officers have only rarely been researched in Switzerland, this study contributes a situation analysis of Swiss public affairs officers, their work processes, and biographical background to further fill this empirical gap. First, the existing public affairs research regarding Switzerland is reviewed, and research questions are derived. The research was conducted by sending out a survey to the members of the Swiss Association for Public Affairs, followed by personal in‐depth interviews with 11 public affairs officers. The findings show that respondents work in organizations that employ 1 to 82,100 people are all Swiss nationals, and their departments are mostly called ‘public affairs’. The responsibility of public affairs is predominantly for senior or top management level, and the majority of public affairs officers report to the director of their department. The respondents are highly educated. Moreover, the paper asks whether public affairs is conducted in a strategic way by taking Fleisher's 10 elements as a conceptual basis. Results show that strategic involvement of their activities is rather low. Recommendations are discussed in order to increase the strategic involvement and advance professionalization of public affairs in Switzerland with specific regard for the political system.
