The Long Walk to Knowledge: On the Determinants of Higher Education Mobility to Europe

This paper investigates the determinants of demand for higher education mobility from students in developing countries to Europe. Used together with various linguistic relations, we emphasise the relevance of informal and formal networks in explaining resistance to student migration. The former are made up of friends or previous students while the latter are formal partnerships that have been established among higher education institutions. Overall, our results show that, apart from the usual economic considerations, student mobility is strongly correlated with non-monetary factors specific to origin and destination, such as socio-demographic characteristics, individual beliefs, and institutional profiles.     

When Faced with Income and Asset Shocks,Do Poor Rural Households in Vietnam Smooth Food Consumption or Assets?

Vietnamese rural households are exposed to severe covariate and idiosyncratic shocks. However, these households are remarkably resilient and have steadily increased real income and consumption over the survey period 2006 to 2012. To explain household strategies to cope with shocks we test three theoretical models: the Permanent Income Hypothesis (PIH), Complete Market Hypothesis (CMH), and Asset Smoothing Theory (AST). There is support for AST as households smooth productive assets rather than consumption; and for CMH as households smooth consumption against idiosyncratic, but not covariate shocks. There is no support for PIH.     

Ethnic minority development in Vietnam

This study examines the disparities in living standards between and among the different ethnic groups in Vietnam. Using data from the Vietnam Living Standards Surveys and 1999 Census, we show that ‘majority’ Kinh and Hoa households have substantially higher living standards than ‘minority’ households from Vietnam's 52 other ethnic groups. While the Kinh, Hoa, Khmer and Northern Highland Minorities benefited from economic growth in the 1990s, the position of the Central Highland Minorities stagnated. Decompositions show that even if minority households had the same endowments as Kinh households, this would close no more than a third of the gap in their per capita expenditures. While some ethnic minorities seem to be doing well out of a strategy of assimilating with the Kinh-Hoa majority, others groups are attempting to integrate economically while retaining distinct cultural identities, and a third group is largely being left behind by the growth process.     

Does mobility matter? The neighborhood conditions of housing voucher holders by race and ethnicity

Abstract

Mobility is one mechanism used to address the federal goals of deconcen‐trating poverty and minorities. The Housing Choice Voucher Program relies on participants to make residential location decisions consistent with these goals. Our research investigates the level and impact of mobility on the neighborhood quality of voucher holders, their neighborhood conditions by race and ethnicity, and perceived obstacles to mobility within the jurisdiction of a Southern California housing authority.

About one‐third of the sample moved during the study, and moving resulted in improved neighborhoods for only one subset of movers. Minorities live in more impoverished, overcrowded neighborhoods than nonminorities, even when controlling for mobility status, contract rent, and other factors. Further, most voucher holders see the lack of rental units as a major obstacle to mobility. These findings suggest that current policy is not uniformly achieving deconcentration and that real and perceived barriers to mobility exist, especially for minorities.

Empirical Research and the Development and Assessment of Transitional Justice Mechanisms

In this paper, we demonstrate different methods of empiricalresearch available to transitional justice practitioners andscholars. Guidelines on how to conduct research in the fieldof transitional justice are outlined on the basis of the principlesof monitoring and evaluation for decision making, program developmentand policy development. We argue that such methods offer policymakers a systematic way to consult a population and constructa comprehensive view of what this population has experienced(e.g., violations), what they know (e.g., knowledge of varioustransitional justice mechanisms), what they believe in (e.g.,definition of justice) or what they need (e.g., accountability).Such knowledge is essential for developing effective evidence-basedtransitional justice programs.     

The First Successful Use of a Low Stringency Familial Match in a French Criminal Investigation

We describe how a very simple application of familial searching resolved a decade‐old, high‐profile rape/murder in France. This was the first use of familial searching in a criminal case using the French STR DNA database, which contains approximately 1,800,000 profiles. When an unknown forensic profile (18 loci) was searched against the French arrestee/offender database using CODIS configured for a low stringency search, a single low stringency match was identified. This profile was attributed to the father of the man suspected to be the source of the semen recovered from the murder victim Elodie Kulik. The identification was confirmed using Y‐chromosome DNA from the putative father, an STR profile from the mother, and finally a tissue sample from the exhumed body of the man who left the semen. Because of this identification, the investigators are now pursuing possible co‐conspirators.
