This paper examines how far the workplace inspection program established under the 2013 Accord on Fire and Building Safety has served to improve safety in Bangladesh garment factories, and the extent to which its operation has been influenced by factors that the literature suggests are important in shaping the outcomes of private regulatory initiatives. The findings suggest that such regulation can generate positive outcomes, even in the absence of strong public regulatory support. They also caution against discounting the role of compliance‐based enforcement strategies, while highlighting the importance of their adequate resourcing and transparency. Some support is also offered for the argument that such regulatory initiatives could directly influence the market dynamics that shape supplier working conditions.  相似文献

The rise of “new” transnational governance has intensified debates about a lack of accountability in global politics. Reviewing the mechanisms through which transparency can foster accountability beyond the state, this article explores the determinants of information disclosure in the field of transnational sustainability governance. Examining the institutional design of 113 voluntary sustainability programs, we find a positive correlation between the involvement of public actors and information disclosure. In contrast, the role of civil society is more ambiguous. There is no statistical support for arguments linking non‐governmental organization participation to increased transparency. At the same time, our analysis reveals a robust correlation between civil society‐led metagovernance and information disclosure. Moreover, we find that crowding has a negative effect on transparency, whereas normative peer pressures have no influence. At a broader level, the analysis reveals a lack of “deep transparency” among transnational sustainability governors. This limits the scope for transparency‐induced accountability in this policy domain.  相似文献

A long-running debate about how voters use issues to evaluate candidates pits the proximity theory of voting against directional theory. Using surveys, both sides of the debate have found support for their preferred theory, but disagreement remains because of differing ways of analyzing the data. Lewis and King (2000) point out that these researchers make assumptions that bias results in favor of their theory. To avoid these difficulties, our approach creates fictitious candidates with controlled positions, presents these candidates to randomly-assigned subjects, and examines the relationship between subjects’ evaluations of these candidates and their ideological beliefs as a neutral test of proximity and directional theory. Our results provide reasonably strong support for proximity theory but little for directional theory.  相似文献

External actors have been engaged in what is now South Sudan from the colonial era through to the present day, providing humanitarian and development assistance and exerting political pressure during and since the second civil war that has helped to protect people, legitimize the Sudan People’s Liberation Movement/Army (SPLM/A), broker the peace agreements leading to independence, and undergird the new state of South Sudan. After the civil war and especially at independence, many international actors approached South Sudan as a tabula rasa, ready for peace and development; since then, engagement has shifted back to large-scale humanitarian efforts and crisis response. This paper investigates how international actors have engaged with the South Sudanese state and local actors in order to improve access to basic services and build state capacity to deliver those services and provide social protection and livelihood support, what the impacts of such engagement have been, and what aid actors can learn from this history. The paper draws on four years of fieldwork by the Secure Livelihoods Research Consortium (SLRC), with a focus on Jonglei State.  相似文献

What determines the uptake of private sustainability regulation in developing countries? Existing studies point to the local context as the key explanatory factor. In particular, they identify local program characteristics, industry structures, and the regulatory environment as variables influencing program uptake at the point of production. However, examining two very similar certification programs in Brazil's soy and sugarcane industries, this article finds that local conditions fail to account for the observed patterns. A “local explanation” would have predicted similar levels of industry uptake in the two sectors. Conversely, it is found that Brazil's soy producers first backed but then opposed private sustainability regulation, whereas in the sugarcane sector the dynamic was exactly the opposite. Through an in‐depth analysis and cross‐case comparison this article reveals how changing transnational conditions were decisive in shaping these outcomes. Specifically, shifting end markets exposed the two sectors to different economic and regulatory pressures.  相似文献

This article examines transformations of the role of religion in Brazil, focused on two transitions within the national political economy. A Gramscian framework of analysis is used to investigate the shift from import substitution industrialisation to neoliberalism, and the varying role of religion within class struggles in each period. The central argument is that Brazil has moved from a period of ‘passive revolution’ to one of ‘hegemony’, and that the role of religion has changed significantly in this period. The article examines ideas, institutions and social forces, with particular attention to the Landless Workers Movement and its relationship with Liberation Theology.  相似文献
