The mission in Afghanistan revealed fundamental shortcomings, inconsistencies and contradictions of core elements of German security policy. In an effort to contribute to the debate about the factors that account for the idiosyncrasies of German security policy, the purpose of this study is to assess how far Germany learned lessons from its policy failures in Afghanistan. The study introduces a typology of learning, which is mainly based on the Advocacy Coalition Framework (ACF); delineates the German security policy belief system; and explores two prominent cases of policy failure: the deployment of the Bundeswehr and leadership of the international police training mission. Utilising different sources of data, the study confirms assumptions of the ACF about the stability of core beliefs and shows that the lack of precise policy objectives was a significant barrier to learning. Instead of clarifying Germany's strategic viewpoint, Afghanistan has further enhanced its disorientation in security policy. 相似文献

The study of ministerial careers in Germany is rather new. So far it has been mainly restricted to the federal level and to the career pathways up until cabinet exit. This article, by contrast, concentrates on the post-cabinet careers of regional ministers. Drawing from the scarce literature we first sketch out career patterns of regional ministers prior to and during their time in the regional cabinet. The main focus, though, is on the post-cabinet biographies of all regional ministers in the sixteen German Länder since unification. Our empirical analysis reveals the regional cabinet as the career apex for most ministers. Looking at those ministers who do move up the political ladder after leaving the cabinet shows a clear preference for the national over the European level and the executive office over the legislative mandate. Variation in post-cabinet careers seems not only to be influenced by party, Land and ministerial office (Prime Minister vs normal minister) but also by the causes and circumstances of exit from the cabinet (exit type). These empirical results represent a first step into a new research field – lying waste since Blondel's early attempt in 1991 – and will hopefully provide a starting point for more comprehensive and comparative analysis. 相似文献

While all-pay auctions are well researched experimentally, we do not have much laboratory evidence on wars of attrition. This paper tries to fill this gap. Technically, there are only a few differences between wars of attrition and all-pay auctions. Behaviorally, however, we find striking differences: As many studies, our experiment finds overbidding in all-pay auctions. In contrast, in wars of attrition we observe systematic underbidding. We study bids and expenditures in different experimental frames and matching procedures and tie in with the literature on stepwise linear bidding functions. 相似文献

In response to the threat of terrorism following 9/11, the European Union has opted for a clear cross-border law enforcement approach that is quite distinct from the putative ‘war on terror’. This choice has been determined by factors of history, divergent threat perceptions, relative value orientations and restricted competences. And yet, far from limiting itself to a traditional ‘internal’ law enforcement focus, the EU has developed an extensive multidimensional approach that combines legislative and operational, repressive and preventive, internal and external, as well as institutional, measures. But weaknesses persist: the preference given by member states to instruments of cooperation and coordination, rather than integration, as well as the poor implementation of many agreed-upon measures, negatively weigh against the effectiveness of the EU's multidimensional law enforcement approach. Legitimacy deficits also exist owing to limited parliamentary and judicial control. These deficits will need to be addressed to reinforce the credibility of the EU's approach as a viable ‘European’ alternative to the US ‘war on terror’. 相似文献

This article presents the core issue of an 11 European countries study on the processes of diversion and prosecution with the public prosecutor as the key player. In consequence of a high workload large proportions of mass crimes are not brought before court, but are ended at earlier stages of criminal justice systems. Here the public prosecution service fulfils a selective function which differs from country to country according to its legal status and discretionary powers. Therefore the prosecutorial case-ending decisions in form of dismissal of proceedings, conditional disposals and penal orders can not be treated in isolation, but in dependence of its role within the whole criminal justice system and especially of the input from the police level. 相似文献

Based on the urban experience of the Soviet Union, this article explores the value of the so-called priority approach for understanding the mechanisms that contributed to the creation of the spatial structure of the Soviet/socialist city. The changes in priority status that the various urban functions were subject to are highlighted. It is then proposed that these variations were instrumental in the formation of the internal functioning and social differentiation of the Soviet/socialist city and, to the extent that the pre-1991 urban fabric persists, of its post-Soviet successor. Finally, the authors propose a new model of the development of the Soviet/socialist city, fusing the priority approach with an extensive survey of previous scholarly work within the field. 相似文献
