Objectives

To present and test an opportunity perspective on prison inmate victimization.

Methods

Stratified random samples of inmates (n 1 = 5,640) were selected from Ohio and Kentucky prisons (n 2 = 46). Bi-level models of the prevalence of assaults and thefts were estimated. Predictors included indicators of inmate routines/guardianship, target antagonism, and target vulnerability at the individual level, and several indicators of guardianship at the facility level.

Results

Assaults were more common among inmates with certain routines and characteristics that might have increased their odds of being victimized (e.g., less time spent in recreation; committed violence themselves during incarceration), and higher levels of assaults characterized environments with lower levels of guardianship (e.g., architectural designs with more “blind spots”, larger populations, and less rigorous rule enforcement as perceived by correctional officers). Similar findings emerged for thefts in addition to stronger individual level effects in prisons with weaker guardianship (e.g., ethnic group differences in the risk of theft were greater in facilities with larger populations and less rigorous rule enforcement).

Conclusions

The study produced evidence favoring a bi-level opportunity perspective of inmate victimization, with some unique differences in the relevance of particular concepts between prison and non-prison contexts.  相似文献

This article looks at framing strategies behind the recent Canadian Conservative government’s rhetoric on the military. Critics argue that Conservative rhetoric has politicised Canadian history and overemphasised the armed forces. Few scholars, however, have looked at the specific forms this rhetoric took and the strategies it suggested. The article presents the results of a systematic analysis of Conservative rhetoric between 2005 and 2015. It argues that three key frame alignment strategies were at the heart of the Conservative Government’s rhetoric: extension, consolidation and transformation, with truly transformative rhetoric transpiring only in the last phase. While agreeing with critics that this emphasis on the military aimed to alter perceptions of Canadian identity, the article shows that Conservative rhetoric was far from and monolithic.  相似文献

From 1988 to 1997, all French prime ministers launched administrative reform programs with numerous concerns for increasing efficiency, strengthening responsiveness, or redesigning political and administrative roles within the state. However, these initiatives have never led to radical and disruptive changes. The institutional legacy seems to have strongly constrained the politics of administration. What, then, is the meaning of launching administrative reforms within the French political power configuration, and how does it “fit” with the way leaders try to establish their political authority? This article provides two empirical studies of different prime ministers (Michel Rocard under the Mitterrand presidency and Alain Jupp under the Chirac presidency) that can explain the nature of the French governments' commitments to these issues. It argues that understanding administrative reforms requires a mixture of institutional and actor‐centered explanations, because these policies are really leadership challenges to the preexisting institutional order. As such, they are reflexively shaped or constrained by what they try to control and define. This paper shows that for a French prime minister to define the administration as a problem while building his own leadership can jeopardize the resources he will get from that same bureaucratic administrative system. This “power‐reform dilemma” may explain why administrative reforms have proven more politically effective as an instrument of order‐affirming impulses rather than as a disruptive strategy.  相似文献

This is a revised version of a talk I gave on 25 August 2009 to the Department of Government at Uppsala University when I received the Johan Skytte Prize. In it, I make a number of assertions about contemporary politics and those who currently practice the discipline of political science that I am convinced are correct, but have not documented with proper references. This will not please hardcore positivists, but either there exist no apposite quantitative sources of proof or the observations seem (to me) to be so qualitatively obvious as not to merit confirmation. This paper asks whether international economic integration negatively affects electoral turnout. The theoretical model builds on the premise that economic integration constrains the ability of national governments to shape outcomes. Citizens are conscious of such constraints and take them into account when considering the costs and benefits of casting a vote in national elections. The result is a lower inclination to vote under conditions of high economic integration. Consequently, aggregate turnout is lower the more internationally integrated a national economy is. Analysis of aggregate data for parliamentary elections in 23 OECD democracies over the period 1965–2006 robustly supports this hypothesis. The empirical estimates suggest economic globalization as a central cause of the general decline in turnout within established democracies.  相似文献
