Evaluation of microbial soil identity in forensic science

Microbiologic analysis of different soil samples was undertaken to assess the value of this method for forensic purposes. Three groups of micro-organisms were isolated on selective media: bacteria, fungi, and actinomycetes. Comparison of the morphology of the colonies led to the conclusion of non identity of the soil samples under examination. The method was applied to soil traces on articles of clothing, trousers, shoes, and stockings. It was found that the soil did not originate from the suspected scene of a crime. Examination of the microbiologic soil composition does not provide an absolute certainty of identity, but it is highly reliable.     

Solidarity as boomerang

In the Netherlands, the prostitutes' rights movement emerged with the formation of an influential coalition of feminists and policy-makers who devoted themselves to an improvement in the juridical and social position of prostitutes. By seeking to connect into the priorities of the government's emancipation policy, this coalition succeeded in placing the issue of prostitutes' rights onto the political agenda. This paper addresses the question why this policy has failed to strengthen the position of prostitutes. By analyzing both the factors which enabled the initial prosperous development of the prostitutes' rights campaign as well as the conditions under which the turning-point arose, it is concluded that everything went smoothly as long as professional prostitutes monopolized image-formation. The process failed at the moment that policy-makers incorporated multi-problematic categories of prostitutes. In place of the intended social integration of all categories, the prostitutes' rights campaign led to a strengthening of the stigma that is attached to prostitution.     

Comparative study of the sensitivity and specificity of the zinc and acid phosphatase spot tests for the detection of seminal stains

The sensitivity and specificity of a zinc spot test for the detection of semen were compared with those of an acid phosphatase detection method. As screening techniques both tests were found to be very sensitive, but the zinc test was more specific and was more reliable in older and especially in deteriorated specimens. It is concluded that the zinc spot test deserves at least the same place as the acid phosphatase test in the primary investigation of suspected semen stains and might well be the test of choice in older and poorly preserved stains.     

High technology transfer and computer education: Lessons drawn from the case of a developing country

Argentina is a developing country which at present is faced with the advent of high technology and the computer age. In Argentina, like for that matter elsewhere, technology is outrunning our capability to understand it and to take full advantage of its potential. This report describes the conditions prevailing in Argentina to assess the potential impact of high technology in education. Recommendations to implement a program of technology transfer in a typical developing country are drawn. In addition, some of the shortcomings of computer education in Argentina as well as in the United States are indicated.

The phantom and threat of organized crime

Organized crime is often perceived in terms of extended, hierarchical crime “families” that extend not only their activities but also their authority structures across national boundaries. However accurate such a view may or may not have been in the United States, where it originated, evidence from a Dutch survey of organized crime enterprises reveals a different picture. For organized crime in northwestern Europe, it is more helpful to think of crime markets of two kinds: those in which the goods and services are themselves forbidden, and those in which legal goods and services are handled in illegal ways. Case studies of the drug trade, and of organized crime in the business realm, offer a detailed look at these two kinds of markets. The evidence suggests that while organized crime enterprises conduct trade across national boundaries, they do not constitute an international authority structure. Crime entrepreneurs constitute a challenge, not to the basic structure of society itself, but rather a more subtle kind of challenge to basic values and morals, particularly when criminal enterprise is linked to power at higher levels of society.     

Recycling offenders: Re-incarceration trends in Québec federal penitentiaries

Résumé Les statistiques fédérales au Canada comme aux états-Unis démontrent une croissance alarmante des retours en détention, au cours de la mise en liberté sous condition. Le modèle de gestion du risque qui émerge actuellement dans le contexte d’une ?nouvelle pénologie? semble mener inévitablement à l’augmentation de ces taux de retour. L’étude présentée dans cet article examine le processus de libération et le taux de retour qui en découle, enprivilégiant l’analyse desprises de décision et les mécanismes de gestion des détenus. Dans cette optique, les auteurs ont suivi, pour une période d’un an, tous les hommes libérés des pénitienciers du Québec en 1993. L’analyse a mis en évidence que le modèle de gestion de risque est à base du processus de gestion des détenus et semble avoir uneffet notable sur le ?recyclage? des délinquants. De plus, le type de libération et le type des condition de libération, plut?t que le nombre de condition, font de certains détenus des candidats plus vulnérables aux mécanismes de gestion derisque. Les ?retours? à la suite de manquements aux conditions de mise en liberté sont importants et le système carcéral s’alimente donc de plus en plus de ses propres libérés.
