Political scientists generally agree that all individuals structure their cultural attitudes in the same unidimensional fashion. However, various populist radical right parties remarkably combine moral progressiveness with conservatism regarding immigration-related issues. This suggests that the structuring of cultural attitudes among the electorate may also be more complex than typically assumed. Applying Correlational Class Analysis to representative survey data, the study uncovers three cultural belief systems. For individuals adhering to an integrated one, all cultural attitudes are interdependent, as typically assumed. However, two alternative belief systems are also uncovered: intermediate and partitioned. In the latter, positions on one cultural attitude (e.g. ethnocentrism) are barely related to positions on others (e.g. rejecting Islam or opposing homosexuality). The existence of multiple cultural belief systems challenges the widely held assumption that all people organise their cultural attitudes similarly. Both political party agendas and individuals’ education level and religion appear key to understanding variation in belief systems.  相似文献

This article compares strategic public sector HRM practices between 10 small countries that have consistently shown extraordinary economic, social, and governance performance. The fact that these small countries, which are traditionally considered to be disadvantaged, have become benchmarks of good government suggests they have uniquely maximized and leveraged their key resource: people. In search of novel lessons, we assess through secondary data how their public sectors have organized and institutionalized four key HRM activities: 1) selection, 2) appraisal, 3) training, and 4) compensation, and whether they engage in strategic, centralized efforts to architect and “bundle” these activities. Our exploratory case study findings show that these high performing countries employ various integrated efforts to attract the best and brightest into their public sectors, and train and reward them well, although they differ in terms of their centralization dynamics. We conclude our article with seven propositions for future research and implications for emerging small countries.  相似文献

This article focuses on the role of labelling in the discourse employed by the Left-Wing Nationalist movement in the Basque Country to legitimize the use of violence for political ends. The approach in this article goes beyond classic labelling theory. I demonstrate that radical Nationalists do not passively undergo their being labelled as deviants (fanatics, terrorists) by society, but develop counter-labels instead to define their opponents and re-label themselves.  相似文献

The disintegration of the Soviet Union had profound economic and social effects on many of the newly independent transition economies. Nowhere was this more so than in the fisheries sector – with one of the biggest production shortfalls occurring in Kyrgyzstan, following the collapse of lake capture and pond-culture production. In 2005, aggregate landings were just 48 tonnes – barely 3 per cent of the catch level recorded in 1989. This article has two objectives. First it analyses the extent to which the dissolution of the Soviet Union can explain the collapse of the fisheries sector in Kyrgyzstan. Second, in the light of these findings, it considers what practical steps, if any, might be taken to revitalize the sector.  相似文献

Brazil's successful prosecutorial civil action against polluters could be a regulatory example for the Global South. This paper analyses whether such regulation could also develop without the major political, institutional, and legal reforms that spurred it in Brazil. To do so, it analyzes China, where similar reforms have so far not occurred, but where prosecutors have recently started to initiate civil litigation against polluters. It finds that prosecutorial civil litigation in China has only a limited regulatory effect or potential. Prosecutors in China are influenced by conflicting incentive structures that reward one‐off lower level test cases with an innovation bonus, while structurally stimulating a focus on general crime fighting. Ironically, as a result of such incentives, the recent legal reform, toward providing standing for prosecutors in public interest litigation, will, in contrast to Brazil, decrease rather than increase the regulatory effect of these cases. These findings have implications for understanding how the interaction between regulatory independence, legal reform, and regime type shapes possibilities for regulatory innovation in the Global South.  相似文献

Governments are increasingly implementing smart and digital approaches to promoting citizen participation. However, whether online participation platforms are tools that improve inclusivity in citizen participation remains underexplored. To address this gap, this article focuses on the role of recruitment messages and their effect on participation in an online participation platform by gender and age. A field experiment with a neighborhood census sample (N = 6,066) shows that online participation dips for younger and older citizens and is equal among women and men. For the age groups between 60 and 75, differences in the control and intervention recruitment messages significantly impacted participation. These findings can help public managers tailor recruitment strategies to facilitate inclusive participation and represent a first step toward learning what types of messages are effective for whom.  相似文献

The public administration literature asserts that autonomy is central to performance. In this article we develop a managerial autonomy index, which we apply to 22 water utilities in Africa, Asia and the Middle East. The 16 items that underlie our composite autonomy index display a high degree of internal consistency. This speaks for the validity of the autonomy concept. We find that the autonomy scores of the 22 utilities vary widely. We also find strong and positive associations between autonomy scores and six out of eight key performance indicators.
