This article examines the development, framing, and implementation of Proposition 35, the ‘Californians Against Sexual Exploitation Act.’ The 2012 ballot initiative, described variously as a measure against human slavery, human trafficking, and sex trafficking secured more votes than any other initiative or candidate in a single statewide election in California history. We argue that the measure exemplifies a disjuncture in the articulation of feminist politics against sexual violence, labor exploitation, and criticisms of the carceral state. The rise of the sex trafficker as a ‘spectral’ subject of contemporary political discourse shapes a broader ideological framework that permits a distinct set of political actors and interests to widen their institutional and political authority and to marginalize competing claims about the roots of sexual violence and labor exploitation. Proposition 35, which targets a ‘spectral’ figure abstracted from institutional context and relations of power, expands the carceral state in the name of protecting vulnerable women while also excluding long-standing feminist solutions to sex and gender-based violence.  相似文献

ABSTRACT

Convergence – as an objective and as a process – designates the coming together of different social actors across strategic, political, ideological, sectoral and geographic divides. In this paper, we analyze the global food sovereignty movement (GFSM) as a convergence space, with a focus on constituencies and quotas as tools to maintain diversity while facilitating convergence. We show how the use of constituencies and quotas has supported two objectives of the GFSM: alliances building and effective direct representation in global policy-making spaces. We conclude by pointing to some convergence challenges the GFSM faces as it expands beyond its agrarian origins.  相似文献

The purpose of this study was to determine whether using the Internet for different activities affects the quality of close adolescent relationships (i.e., best friendships and romantic relationships). In a one-year longitudinal study of 884 adolescents (Mean age = 15, 46% male), we examined whether visiting chat rooms, using ICQ, using the Internet for general entertainment, or participating in online gaming predicted changes in the quality of best friendships and romantic relationships. Multiple regression analyses indicated that Internet activity choice influenced later relationship quality in both best friendships and romantic relationships. Using instant messaging (ICQ) was positively associated with most aspects of romantic relationship and best friendship quality. In contrast, visiting chat rooms was negatively related to best friendship quality. Using the Internet to play games and for general entertainment predicted decreases in relationship quality with best friends and with romantic partners. These findings reflect the important and complex functions of online socialization for the development and maintenance of relationships in adolescence.

Her research interests include bullying, the Internet, and relationship formation and maintenance in adolescence and young adulthood. Wendy M. Craig   is a Professor in the Department of Psychology at Queen’s University. In recognition of her work on bullying and victimization, She won an Investigator Award from the Canadian Institute of Health Research. Dr. Craig has published widely on topics of bullying and victimization, peer processes, sexual harassment and aggression in girls. As a Canadian representative, Dr. Craig works with the World Health Organization and UNICEF conducting research and promoting healthy relationships. Dr. Craig is leading Promoting Relationships and Eliminating Violence Network (PREVNet), a national strategy to stop bullying in Canada. Debra Pepler   is a Distinguished Research Professor in Psychology at York University and a Senior Associate Scientist at The Hospital for Sick Children. Together with Dr. Wendy Craig, Dr. Pepler is leading Promoting Relationships and Eliminating Violence Network (PREVNet), a Networks of Centres of Excellence—New Initiative (). Her major research program examines the prosocial and antisocial behaviour of children and adolescents, particularly in the school and peer contexts. The seminal aspect of this research comprised naturalistic observations of interactions among school-aged peers with remote microphones and video cameras. Her current research in this area examines aggression and victimization among adolescents with a focus on relationship problems and solutions. Jennifer Connolly   is a Professor of Clinical-Developmental Psychology at York University and is the Director of the LaMarsh Centre for Research on Violence and Conflict Resolution. Her research examines social development in adolescence, and especially romantic relationships. Bureaucratic discretion continues to be one of a public administrator's primary powers while at the same time being one of their most controversial. Used in a positive way, bureaucratic discretion can enhance social equity; however, this practice can create administrative legitimacy dilemmas. As such, this paper conceptually discusses the theoretical position of public administrators that contributes to their engagement in legitimacy dilemmas, which is further complicated by the tenets of New Public Service. We argue that if public administrators are engaged in authentic interactions with the public and use their discretion to reflect the interests of the public, then they are engaged in truly democratic governance. We place this argument in the context of achieving social equity and highlight an avoided question in public administration. Finally, recommendations for future research are offered as a means progressing the social equity agenda in public administration.  相似文献

This article discusses the impact of drought on poverty dynamics in the South Wollo area of northeastern Ethiopia. Using both survey and anthropological/qualitative data covering a six-year period, the paper assesses which households were able to hold on to assets and recover from the 1999–2000 drought and which were not. It suggests that while the incidence of poverty changed very little during 1997 to 2003 despite the occurrence of a major drought, the fortunes of the poorest improved, but not enough to keep them from poverty. The study concludes by asking how current policies affect patterns of poverty and inequality and what might be done to improve welfare in South Wollo.  相似文献

Does asking about the general event before asking about a specific instance help children to report details of a particular instance of a repeated event that was different from the others? Six- to eight-year-old children either experienced or heard stories about a magic show. An equal number of children had one, four, or six similar experiences. One week later, half of the children were asked to describe what happens during the magic shows and then what happened during the target experience and half were asked what happened followed by what happens. Following free recall, all children were asked cued recall questions about the target instance. Memory reports were more complete when the general prompt was administered first than when it was administered second. Implications for the forensic interviewing of children who allege repeated abuse are discussed.  相似文献

Abstract

Human rights create a protective zone around people and allow them the opportunity to further their own valued personal projects without interference from others. In our view, the emphasis on community rights and protection may, paradoxically, reduce the effectiveness of sex offender rehabilitation by ignoring or failing to ensure that offenders’ core human interests are met. In this paper we consider how rights-based values and ideas can be integrated into therapeutic work with sex offenders in a way that safeguards the interests of offenders and the community. To this end we develop a rights-based normative framework (the Offender Practice Framework: OPF) that is orientated around the three strands of justice and accountability, offender needs and risk, and the utilization of empirically supported interventions and strength-based approaches. We examine the utility of this framework for the different phases of sex offender practice.  相似文献
