Research often links minority group size and economic conditions with levels of intergroup violence, in line with facets of group threat and structural theories of intergroup crime. Building on the group threat perspective, we investigate the political antecedents of intergroup violence. This work tests the theoretical premise that violence against minority groups increases with the strength of political parties associated with minority group interests, independent of group size and economic conditions. This model is tested empirically for the case of violence against Jews in pre–World War II Germany, where Jews constituted a small proportion of the German population but were often associated with the leadership of the political left. Findings suggest that the gross domestic product and Jewish population size did not have predicted effects on major violent incidents against Jews. It was in fact the rising strength of leftist political parties that ignited anti‐Semitic violence. Other venues where this model could be applied are proposed, and the findings are discussed in the context of intergroup violence and theories emphasizing minority group threat.  相似文献

This article addresses the recent claim that cross-national policy variations reflect in part differences in institutional origins and state characteristics. It provides a detailed analysis of how states institutionalized public employment exchanges. The authors argue that public employment exchanges will shape the legitimacy of government intervention in the labour market, and thus affect the environment for subsequent labour market policy. Two measures of legitimacy are used. First, the attitude of employers and trades unionists toward exchanges. Second, the role of exchanges in administering unemployment benefits. Cross-national differences in exchanges' legitimacy contribute to an explanation of why different states have different labour market policies.  相似文献

The American state is conventionally depicted as inactive and organizationally weak compared with the state in comparable industrial democracies, and it is sometimes depicted as weak compared with the private sector’s capacities to effect change. This interpretation stems from applying an inappropriate Weberian model of stateness. This article examines the way in which measures to implement affirmative have been employed through the policy instruments of quotas to reengineer the divisions between key groups in American society. Placed in historical context, affirmative action illustrates a powerful activism associated with the American state conceived as an institution engaged in setting and monitoring national standards.  相似文献

International politics are undoubtedly in transition along recognizable lines. The resulting disruptive effects on the international institutions founded after World War II are no less evident. Such times demand a principled basis to guide the politics of structural choice for global governance. This article provides a heuristic argument about the most general issues of structural choice, focusing on how to designate the constituencies of the global governance system and the mode of their representation. A concrete illustration of this heuristic argument is provided to demonstrate its plausibility as a starting point for deliberation about the structure of a global governance system.  相似文献

This study, essentially an extension of the recent work of Akers et al., represents an attempt to evaluate the utility of two theoretical paradigms in accounting for illicit drug use in a prison setting. Based on self-report data obtained from a sample of 273 adult felons who were confined in a medium security penitentiary, the analysis presented demonstrates that virtually all of those inmates who reported drug use within the prison had also used drugs prior to their confident. Thus, contrary to the implications of the “deprivation model,” but fully consistent with those of the “importation model” this particular pattern of prison behavior is clearly not a direct function of the conditions of confinement. Instead, while the structure of the prison may well influence the probability that those who have used drugs prod to con/unmet will continue to do so while in prison, drug use appears to be an example of a type of behavior within the prison which is best predicted by preprison socialization and experience.  相似文献

The sustainable livelihoods perspective and cooperative movement are rooted in frameworks that value social justice in the form of participatory democracy, distributional equity, and solidarity. Unlike studies of cooperatives that focus mainly on economic efficiency and productivity, we argue that this socio‐political dimension of the cooperative projects is crucial for understanding their potential as sustainable livelihoods. This exploratory research examines the experiences of two rural Mexican communities in Guanajuato and Oaxaca, which formed cooperatives as alternative livelihood strategies. Our results show that each community used similar grassroots political culture to develop cooperatives designed to meet local needs.  相似文献
