Professor Xia seeks to answer the question of whether or not China will become a 'responsible great power' in the twenty-first century by examining the domestic and foreign factors which will influence that outcome in the decades ahead. Some of the most interesting and useful insights of his work come as much from what the paper does not say as from what it does say. While it does not expressly say so, this paper amply demonstrates two important points about what appears to be an idealistic Chinese worldview. First, we see how the Chinese worldview is 'conflicted' and uncertain. Second, we see how China's current and future situation are said to be determined by what others do to China. Four important policy-related ramifications result from the worldview described in Xia Liping's paper. First, the more Chinese foreign policy promotes a worldview packaged largely in ideals, the more outsiders will suspect that Chinese leaders are trying to hide their actual intentions. Second, it should be recognized that in many ways the views espoused in the paper fundamentally call into question certain principles which others view as critical to their national security (the stabilizing nature of alliances, for example). Third, the worldviews described by Xia Liping portray a largely inward-looking, self-absorbed, vulnerable and aggrieved power that may be prone to 'irresponsibility'. The paper implies that under such circumstances, it is up to the outside world to prevent China from acting on its sense of injured vulnerability. Finally, such an approach to the world may leave the impression that Chinese views are out of touch or unable to operate effectively within the current global structure. Such an impression might lead others to dismiss or discount Chinese points of view as simplistic at best or consciously obstructionist at worst. Either way limits Chinese aspirations to become a 'responsible great power'. In the end, a nuanced and realistic set of understandings about the world, which articulates not only the country's ideals, but acknowledges its contradictions, interests, contributions, and its regional and international impact, would more pragmatically support China's ascendance to responsible great power status. 相似文献

There is a serious issue within the forensic science community, which even extends outside of the field. The role of the scientist in the investigation of crime has been increasingly confined to the laboratory, which has been accompanied by the conflation of the terms forensic science and criminalistics. This unfortunate situation has been festering for years. To make matters worse, the era of the proactive, problem-defining, criminalist (generalist) is waning, and possibly over. Present-day “criminalists” are treated as little more than reactive, protocol-constrained, laboratory technicians, with few, if any, consequential crime scene roles. In most cases, these “criminalists” merely respond to routine requests from prosecutors and police. The absence of science at the front end of forensic investigations, i.e., the scene, has resulted in biased, ineffective, inefficient, and/or erroneous outcomes with immediate and long-term societal impacts. To disentangle this imbroglio, we propose the use of another term, traceology, which has seen limited use worldwide except in the field of archaeology. With respect to criminalistics, this term has been previously proposed by Margot (20–21). Traceology is an historical science, dealing with the examination, analysis, and scientific interpretation of event traces (signs or remnants) of earlier activities. In this commentary, we define and redefine familiar, but ambiguous, terms and concepts with the hope of recapturing the essence of criminalistics (32), which we suggest is best termed traceology. 相似文献

In 2014, New Jersey passed the Sports Wagering Act, permitting sports betting at state casino and racetrack venues, in direct conflict with the federal Professional and Amateur Sports Protection Act. In 2017, South Dakota passed Senate Bill 106, requiring that certain e-commerce retailers collect and remit sales tax, in violation of federal law. The two U.S. Supreme Court decisions arising from challenges to these state statutes—South Dakota v. Wayfair and Murphy v. NCAA—exemplify U.S. Supreme Court “case baiting.” Case baiting is a tactic states implement to challenge federal directives by passing state legislation that directly conflicts with federal law to lure the Court into granting certiorari and ruling in their favor. This article argues that South Dakota's and New Jersey's triumphs pave the way for other jurisdictions to pursue similar strategies across multiple legal issues such as abortion restrictions and immigration law. In addition, this article suggests that case baiting invites further scholarly exploration of important policy considerations, including the use of this tactic as a novel approach to the application of law and strategy, whether case baiting promotes the Court's progression toward a more quasi-legislative role, and whether passing conflict legislation violates state legislators’ oaths of office. 相似文献

In the 1990s methamphetamine (meth) emerged as a significant drug problem in the United States. Along with more widespread meth use was a growing pattern of localized production of the drug in small-scale clandestine laboratories, creating public health issues beyond the drug’s direct harms to the health of users. Early efforts in analyzing aggregate patterns of meth lab production across communities suggest this phenomenon is different from other types of crime and drug problems, showing distinctive geographic patterns and different causal/etiological dynamics. This paper assesses the viability of public health outcomes as predictors of methamphetamine laboratory problems and compares them with traditional criminological predictors as explanations for aggregate patterns in meth lab problems across U.S. counties. It documents how local variations in meth production are different from other types of crime patterns and identifies whether geographic variations in local meth labs might be more effectively predicted and explained in public health terms. 相似文献

The United Nations Industrial Development Organization’s (UNIDO) portfolio of technical cooperation projects changed radically
between 1992 and 2004. In 1992, industrial-development-related projects constituted 98% of the portfolio in monetary terms,
and environment-related projects 2% while, in 2004, the former constituted 43% and the latter 57%. However, the larger share
of the environment-related projects in 2004 was only marginally, if at all, linked to UNIDO’s industrial development agenda.
A compelling explanation for this radical change in the organization’s technical cooperation portfolio is provided by a model
of strategic choice that draws on resource dependency and institutional approaches and that allows for staff strategic actions.
Two factors, UNIDO’s financial and confidence crisis in the 1990s and an organizational culture wedded to industrial development,
shaped UNIDO’s strategic responses, which, for the most part, did not integrate environmental concerns into industrial development
projects and programs as instructed by its principal governing body.

Rural water planners assume the positive impacts of community water projects are spread evenly across the population. We test this assumption by looking at the distribution of benefits within communities that received handpumps in rural Mozambique. Using survey and qualitative data we analyse the characteristics of those groups who benefited from the handpumps and also explore household decision-making processes. Handpump use was determined by distance, availability of other sources, perceptions of water quality, political affiliation, and wealth. We argue that the handpumps reinforced existing social divisions related to income and political affiliation and created new geographic divisions within communities. 相似文献
