A recent expansion of the San Francisco Bay Area's heavy rail system represents an exogenous change in the accessibility of inner‐city minority communities to a concentrated suburban employment center. We evaluate this natural experiment by conducting a two‐wave longitudinal survey of firms, with the first wave of interviews conducted immediately before the opening of service, and the second wave approximately a year later. Within‐firm changes in the propensity to hire minority workers for firms near the station were compared with those located farther away. Also estimated was the effect of employer distance to the new stations on changes in propensity to hire minorities. Results indicate a sizable increase in the hiring of Latinos near the new stations, but little evidence of an effect on black hiring rates. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

Studies show that there are many benefits of using Web 2.0 and social media in governments. However, the factors influencing government employees‘ adoption of these technologies are not well known. In this paper, the Unified Theory of Acceptance and Use of Technology (UTAUT) was integrated with two constructs, namely, perceived confidentiality risks (PCR) and attitude (AT) in order to investigate the factors influencing adoption of these technologies among government employees. The sample consisted of 600 usable responses collected from Tanzania Government Employees. To analyze the data, Structural Equation Modeling was used. The lax underwriting in non‐prime mortgage markets is widely perceived as one cause of the recent difficulties in the housing market. Policymakers are currently considering moves such as enforcing more careful underwriting to provide additional discipline to mortgage markets. This research explores the possibility of another approach to supplement or replace some of these efforts, namely the use of policy to create incentives for Fannie Mae and Freddie Mac (together, the GSEs) to help “check” behavior in non‐prime markets. The hypothesis is that the GSE Act affordable housing goals have increased GSE focus on targeted loan purchases, which in turn has led prime market lenders to compete more aggressively for borrowers on the margin between prime and subprime credit quality. As a consequence, these marginal borrowers will be more inclined to take prime mortgages rather than higher‐cost subprime loans. We test this hypothesis and find empirical support for it. We observe a negative relationship between the growth in GSE market share and the growth in subprime market share over time, and find that the impact of the GSEs on subprime lending tends to be stronger in high‐minority neighborhoods, where subprime lending has been concentrated and growing the fastest. Simulations show that a 10 percent increase in GSE market share (for example, from 20 to 22 percent) can cause 45,000 borrowers using prime instead of subprime loans a cost savings of about $1.7 billion. These results suggest that the GSEs, regardless of their postconservatorship form, should continue to devote attention to serving underserved populations and suggest that significant welfare benefits will accrue. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

We evaluate the effects of state policy design features on SCHIP take-up rates and on the degree to which SCHIP benefits crowd out private benefits. The results indicate overall program take-up rates of approximately 10 percent. However, there is considerable heterogeneity across states, suggesting a potential role of inter-state variation in policy design. We find that several design mechanisms have significant and substantial positive effects on take-up. For example, eliminating asset tests, offering continuous coverage, simplifying the application and renewal processes, and extending benefits to parents all have sizable and positive effects on take-up rates. Mandatory waiting periods, on the other hand, consistently reduce take-up rates. In all, inter-state differences in outreach and anti-crowd-out efforts explain roughly one-quarter of the cross-state variation in take-up rates. Concerning the crowding out of private health insurance benefits, we find that between one-quarter and one-third of the increase in public health insurance coverage for SCHIP-eligible children is offset by a decline in private health coverage. We find little evidence that the policy-induced variation in take-up is associated with a significant degree of crowd out, and no evidence that the negative effect on private coverage caused by state policy choices is any greater than the overall crowding-out effect. This suggests that states are not augmenting take-up rates by enrolling children that are relatively more likely to have private health insurance benefits.  相似文献

This study reports data gathered via extensive interviews with some of the leading authorities on the euthanasia policy that were conducted in the Netherlands. They were asked: It has been argued that the policy and practice of euthanasia in the Netherlands is the result of undeveloped palliative care. What do you think? I also mentioned the fact that there are only a few hospices in the Netherlands. The responses were different and contradictory. Many interviewees agreed with the statement. Almost all of those agreeing with it said that only during the late 1990s were people beginning to admit that there was a need to improve palliative care. Some interviewees insisted that doctors first need to explore other options for helping the patient prior to choosing the course of euthanasia. Other interviewees thought that palliative care is well developed in the Netherlands and that euthanasia has actually paved the way for calling more attention to palliative care.  相似文献

During the summer of 1999, extensive interviews with some of the leading authorities on euthanasia policy were conducted in the Netherlands. They were asked: Daniel Callahan argues that there is a 'culture of death' in the Netherlands. What do you think? The majority of interviewees disagreed with the statement. They said that the Netherlands is not fundamentally different than other countries. If at all, the Dutch culture is open and tolerant, welcomes debates and plurality of views, and physicians are decent people who wish to help their patients, not to kill them. A small minority acknowledged that there is some truth in Callahan's observations, arguing that the Dutch actually do not welcome critique and are quite conservative in their liberal attitude toward euthanasia.  相似文献

The validity of applying the Marcia identity status paradigm to study of high school students is examined. Uncritical categorization of young adolescents into the identity statuses originally validated upon university students raises various issues. A revised paradigm for study of identity style among high school students is presented. It is suggested that the issues raised—the validity of measures for varying age groups and the role of environmental demands—are related to the eventual formulation of a life-span conceptualization of identity style.Received his Ph.D. from University of Toronto. Abstract

The 10 options offered so far to resolve the Palestinian conundrum have proved vain. New thinking that combines Palestinian self‐determination rights with Israel's security needs is necessary. The proposed solution rests on the following: (1) mutal acceptance of self‐determination for the Palestinians and the Jewish people, (2) mutual recognition of PLO and Zionism, (3) partition of Greater Palestine between Israelis and Palestinians, and (4) separation between sovereignty over territory and personal status of inhabitants.  相似文献
