There is a need to characterize Asian elephant ivory and compare with African ivory for controlling illegal trade and implementation of national and international laws. In this paper, we characterize ivory of Asian and African elephants using Schreger angle measurements, elemental analysis {X-ray fluorescence (XRF), inductively coupled plasma-atomic emission spectroscopy (ICP-AES), and inductively coupled plasma-mass spectroscopy (ICP-MS)} and isotopic analysis. We recorded Schreger angle characteristics of elephant ivory at three different zones in ivory samples of African (n=12) and Asian (n=28) elephants. The Schreger angle ranged from 32 degrees to 145 degrees and 30 degrees to 153 degrees in Asian and African ivory, respectively. Elemental analysis (for Asian and African ivory) by XRF, ICP-AES and ICP-MS provided preliminary data. We attempted to ascertain source of origin of Asian elephant ivory similarly as in African ivory based on isotopes of carbon, nitrogen and strontium. We determined isotopic ratios of carbon (n=31) and nitrogen (n=31) corresponding to diet and rainfall, respectively. Reference ivory samples from five areas within India were analyzed using collagen and powder sample and the latter was found more suitable for forensic analysis. During our preliminary analysis, the range of delta13C values (-13.6+/-0.15 per thousand and -25.6+/-0.15 per thousand) and delta15N values (10.2+/-0.15 per thousand and 3.5+/-0.15 per thousand) were noted.  相似文献

The idea behind citizenship education is that it will help both to integrate the demands of justice, equality and community and to prevent the increasing apathy towards politics and government, which may damage the health and stability of a modern liberal democracy. The recent British Report on Education for Citizenship and the Teaching of Democracy in Schools (the Crick Report) can be seen as a response to those concerns. This article discusses these concerns and offers an evaluation of the main recommendations of the Crick Report from the perspective of ethnic minorities and disadvantaged groups. If citizenship education as defined by the Crick Report is intimately linked to ideas of entitlement, justice and tolerance of difference, would such an education help students to acquire the necessary knowledge and understanding, skills and dispositions to tackle racism, discrimination and disadvantage? An incisive education must help to remove social, racial and sex barriers that prevent some citizens from enjoying their full citizenship rights. This article offers some critical general conceptual perspectives that aim to help inform teachers thinking about those issues.  相似文献

Recently, President Jiang Zemin became the first Chinese head‐of‐state ever to visit the Indian subcontinent. This marks the completion of the first phase of evolving confidence‐building measures (CBMs) thus carrying the Sino‐Indian rapprochement forward to the next stage of concrete decisions. Given that the two sides have an interest in maintaining peaceful relations and have since been co‐ordinating their joint strategies in various multilateral forums, there seems no reason why they should not be able to resolve their problems across the table. However, their border dispute still unfortunately remains the greatest impediment to progress in Sino‐Indian ties. To start with, the two sides can initiate actions towards defining and demarcating the Line of Actual Control (LoAC) in the middle sector leading the way towards resolving the undoubtedly complex Sino‐Indian boundary question.  相似文献

In the past 60 years, India-China relations have oscillated between friendship, hostility and indifference. In recent times, both countries have started competing for global economic gains and political status. In light of these events, the objective of this article is to analyze various strategies used by China against India, and India's policy response to these strategies. The article evaluates the process of foreign policy decision making in India, and traces the historical evolution of India's foreign policy towards China. It then deconstructs China's foreign policy towards India, and provides the rationale behind its strategies. The article suggests that after initial engagement with India on the question of boundary disputes, Chinese foreign policy has undergone a dramatic shift since 2007. It specifically evaluates the twin Chinese tactics of military incursions and denial of legitimacy to the Indian territories of Arunachal Pradesh and Ladakh. Based on an analysis of China's previous boundary disputes resolution record with neighbors, these tactics are identified as an extension of China's new strategy for resolving such disputes. The article concludes by suggesting various policy options available to India to counter China's new strategy on the Sino-Indian border.  相似文献

Determination of sex constitutes the most important element during the identification process of human skeletal remains. Several sex‐specific features of human skeleton have been exploited for sex determination with varying reliability. This study aims to obtain sexual dimorphic standards for ulnae of the north Indian population. Eight measurements were obtained on a sample of 106 ulnae (males‐80, females‐26) in the age range of 25–65 years. The sexual dimorphism index and demarking points were calculated for all the variables. The data were then subjected to stepwise and direct discriminant function analysis. The best discriminator of sex was the maximum length (84.9%) followed by radial notch width (84%). In stepwise analysis, these two variables were selected and provided an accuracy of 88.7% (M‐87.5%, F‐92.3%). The proximal end provided a classification rate of 81.1% (M‐80%, F‐84.6%) with selection of the notch length and olecranon width.  相似文献

This paper presents an information theoretic approach for estimating the number of crimes averted by incapacitation. It first develops models of the criminal history accumulation process of a sample of prison releasees using their official recorded arrest histories prior to incarceration. The models yield individual offending trajectories that are then used to compute the number of crimes these releasees could reasonably have been expected to commit had they not been incarcerated—the counterfactual of interest. The models also afford the opportunity to conduct a limited set of policy simulations. The data reveal a fair amount of variation among individuals both in terms of the number of crimes averted by their incarceration and the responsiveness of these estimates to longer incarceration terms. Estimates were found not to vary substantially across demographic groups defined by offender race, gender, or ethnicity; variations across states and offense types were more pronounced. Implications of the findings and promising avenues for future research are discussed.

In a recent article Jürgen Habermas (1999) highlighted the potential for the European Union to act as a vehicle for the extension of democratic governance beyond the nation state, a project aimed at limiting the socially corrosive impact of globalisation. Yet this position appears paradoxical as the European Union itself exacerbates a major aspect of globalisation: the emasculation of national parliaments known as the 'democratic deficit'. This paradox can be understood by analysing the dynamics of post-war European integration through the lens of Habermasian social theory: EU evolution can lead either to the colonisation of the lifeworld by market and administrative subsystems (as with the democratic deficit), or to a process of lifeworld rationalisation conducive to pan-European solidarity and democracy. The latter of these tendencies could be encouraged through 'procedural democracy': this would institutionalise the conditions by which independent associations in European civil society, channelling their 'communicative power' through parliament, might reassert control over the two subsystems. In order to retain legitimacy, procedural EU democracy would have to link existing legislatures to the European Parliament, while citizenship would combine national and civic components. Hence the European Union would be more able than the nation-state to combine universal notions of justice with ethical pluralism.  相似文献
