This article puts forward an analytical framework for understanding administrative justice. It does so by reading a leading approach, Jerry Mashaw's administrative justice models, in conjunction with the pragmatic sociology of Luc Boltanski and Laurent Thévenot, and their orders of worth framework. This provides an enhanced framework, which, while remaining consistent with Mashaw, offers additional insights and is particularly suitable for analyzing decisionmaking environments in the modern contracting state. The article illustrates the workings of the new framework by looking at a controversy under UK and EU law concerning the inclusion of labor objectives in public procurement. The discussion reveals a decisionmaking environment characterized by system dissonance. Actors must navigate different sets of tensions and tradeoffs between competing normative and ethical visions for procurement decisionmaking. 相似文献

There is growing interest in developed and developing countries about how to best administer public programs in order to maximize the return on invested resources. This paper examines the extent to which decentralized supervision can help improve health worker productivity. Data on health workers in Ecuador are analyzed. The results suggest that local (or decentralized) supervision is conducive to higher productivity and more hours worked per day by Ecuador's health promoters. The implications for higher health status, and for improving health care in other developing countries are discussed. 相似文献

Numerous problems confront federal labor management relations as we approach the year 2000. The legal structure, Title VII of the CSRA of 1978, is under heavy fire from the unions and other quarters. The perennial federal fiscal crisis has regularized retrenchment strategies and damaged the economic standing of unions and their members. The highly restricted scope of bargaining with most of the federal sector and the continuing push for contracting out also grieves the unions. Yet change comes slowly, if at all. This paper challenges the claim of the public administration community that universities are playing an important role in transferring public sector technology to local governments. We provide data from the Lower Mississippi Delta to show that graduate programs in public management and planning are not filling the severe expertise gap facing nonrnetropolitan counties and municipalities. Drought is a normal part of the variable Australian climate, occurring on average every thirteen years since 1870. Changes in agricultural policy since the 1980s have attempted to shift more of the drought risk from the state to the producer. During drought, however, governments feel political pressure to support the industry financially. The iconography of rural hardship and representation of drought as crisis in media discourse are key factors in forcing government intervention and ensuring public support. We analysed the content of eighty news articles during six months of the drought which began in 2018. In line with previous research, we found that drought was represented primarily through its effects on the agricultural industry. Implicit disaster narratives persisted, but in contrast to past studies, a recognition of drought as normal was more salient than drought as exceptional. Agrarian narratives emphasising the exceptional cultural value of the agricultural industry persisted and were presented as justification for continued government support. Scientifically informed discourses, recognising the effects of climate change on future drought risk and acknowledging the role of the agricultural industry in current and historical environmental degradation, were scarce or absent. 相似文献
