This article seeks to unpack the way in which a constellation of ideas around what it means to speak of 'good fatherhood' has come to inform a series of debates, after the election of the New Labour government in 1997, around the content and contours of paternal responsibility. Via a focus on family law and recent developments around the idea of 'work-life' balance, it discusses the concepts underpinning present debates. In questioning the still-powerful (if frequently unspoken) influence of social constructionist ideas of sex/gender, it explores and question how men's 'family practices' have been understood.  相似文献

Work Health and Safety Inspectors are at the forefront of efforts to protect workers from harm from psychosocial hazards, yet the application of regulatory theory to their practice has been limited. Drawing on models of responsive regulation and strategic enforcement, we analyze extensive (N = 46,348) complaint and incident notification data from an Australian Work Health and Safety Inspectorate, to compare Inspectors' responses to psychosocial versus non-psychosocial hazards. We found psychosocial hazards were less likely to be actioned than non-psychosocial hazards. When they were actioned, psychosocial hazards saw more Inspector activity, but fewer enforcement notices than non-psychosocial hazards. These findings are inconsistent with the version of responsive regulation espoused by the regulator. Our theoretical conclusion is that Weil's strategic enforcement approach is likely to offer greater possibilities for guiding future resource allocation.  相似文献

A study of decentralization of road administration in developing countries has been undertaken, including a literature review, and field studies in Nepal, Uganda and Zambia. The findings are reported under the headings of: constitutions and governance; policy and planning; financial and fiscal aspects; institutions, management and human resources; operations; and contribution to poverty alleviation. Decentralization of road administration has potential for improving the delivery of rural transport infrastructure services. But the evidence from this study suggests that it is proving difficult to realize fully the expected benefits. Problems include: lack of local government powers to exercise political influence; insufficient financial resources; lack of management capability; and a lack of accountability mechanisms. Limited data also suggest that there is little evidence of existing decentralized systems being particularly responsive to addressing the needs of the rural poor. There is a need for the poor to be involved more actively in the planning, financing and implementation process. Different models for administrative decentralization are described and recommendations are made for approaches likely to be the most appropriate for rural transport infrastructure administration and management. This study assesses the impacts and implications for U.S. citiesof the set of congressional actions, presidential orders, andjudicial decisions which, together, comprise the so-called "devolutionrevolution." Based on a survey of chief administrative officersof all cities with a population over 100, 000, the study attemptsto assess the impacts of these various devolution policies.Although for a few local officials, devolution policies areseen as being effective; for most, these policies are viewedas having had very little significant policy or programmaticconsequences. The study identifies the characteristics of thosecities where local officials believe devolution policies are,and are not, having significant impacts and conclude that themost important long-term implications of devolution policiesmay be the impacts they are having, and will continue to have,on the changing political and administrative leadership skillsrequired in the urban arena.  相似文献

The research reported here updates for 1999 some public opiniondata previously provided by the U. S. Advisory Commission onIntergovernmental Relations. The 1999 survey results indicatea general continuation of opinion trends established by thelate 1970s to the mid-1980s. Local government is viewed as givingcitizens the most for their money, followed by state governmentand the federal government. Americans still regard the federalincome tax as the worst tax, followed by the local propertytax. Likewise, Americans express the most trust and confidencein local government and the least trust and confidence in thefederal government, although confidence in all governments increasedover comparable data for 1992. Race and party identificationand, in one case, region are significant factors differentiatingopinions about the federal, state, and local governments andtheir taxes.  相似文献
