Although there has been considerable enthusiasm for public service motivation (PSM) research in recent years, two of PSM's fundamental assumptions have been relatively untested: its impacts on job choice and on job performance. Using panel data from two different studies, we offer stronger observational tests of these core assumptions. The findings provide mixed evidence. When testing PSM's effect on employment choice, we find that PSM measured during a law student's first year predicts the sector in which they are employed after graduation three years later. In a separate study investigating PSM's effect on job performance, we find that government employee PSM does not predict employee absenteeism or supervisor assessments of their in-role and extra-role performance. Our findings support recent calls for a more nuanced theory and analyses of PSM to help better understand its implications for recruiting, retaining, and motivating the workforce used to provide public goods and services.  相似文献

This work examines how the American role in the Vietnam War has been portrayed in standard college- and university-level textbooks dealing with American foreign policy. It argues that this topic has been presented in a manner that leaves an incomplete understanding. This conclusion is based on scholarship that has been available for decades as well as much Cold War historiography that has appeared since 1975. I conclude that the distortions need to be addressed for several reasons. Their propagation produces bad scholarship, gratuitously alienates Americans from their institutions of government, and justifies anti-Americanism and authoritarianism elsewhere.  相似文献

Abstract

Trust matters profoundly for many dimensions of political life. In this article we focus on political trust: how the trust or mistrust citizens have toward the political process, politicians and government affects politics. Prior research has shown that political trust influences such crucial dimensions of politics as the basic legitimacy of government, political participation, voting behavior, compliance with government, and reform orientation. In this article, we seek to answer three major questions. First, is political trust declining in Japan? Second, we are interested in exploring the determinants of trust and distrust in politics: why do people lose trust in politics? What kinds of voters lose political trust? It appeared that as 1977 dawned, the political climate in the United States might render multi-billion dollar arms sales into unstable regions a thing of the past. Jimmy Carter triumphed in the presidential election of November 1976 on a popular platform of arms control and the introduction of human rights considerations into American foreign policy. His transition from that idealistic candidate to the president who agreed to sell Iran a fleet of highly advanced AWACS aircraft, as part of a record breaking $5.7 billion arms package, is therefore outwardly confusing. Yet, when examining the entrenched policy path that Carter inherited regarding arming Iran, and the larger needs of Cold War containment, the logic of Carter’s decisions essentially to betray his own policies in this case becomes clear.  相似文献

This paper investigates the interplay between the Social Cash Transfer Programme (SCTP) and the Farm Input Subsidy Programme (FISP) in Malawi. We take advantage of data collected from a 17-month evaluation of a sample of households eligible to receive SCTP, which also provided information about inclusion into FISP. We estimate two types of synergies: i) the complementarity between SCTP and FISP, that is whether the impact of both interventions run together is larger than the sum of the impacts of these interventions when run separately, and ii) the incremental impact of receiving FISP when a household already receives SCTP, as well as the incremental impact of receiving SCTP when a household already receives FISP. The analysis shows that there are synergies between the two policy interventions, mainly in terms of incremental impacts of each programme over the other, in increasing expenditure, agricultural production and livestock.  相似文献

In the second of our two-part review of Vladimir Lenin’s 1917 study of American agriculture, we extrapolate upon Alexander Chayanov’s neoliberal appropriation, Giovanni Arrighi’s treatment of partial proletarianization, the propagandistic “family farm,” agribusiness’s fluctuating territorial embeddedness, agriculture as an industry, and land and rent as commodities themselves. We finish by deploying Lenin’s alternate history as a Benjaminian détournement in the face of what now appear insurmountable obstacles. Many adolescents living in contexts characterized by adversity achieve positive outcomes. We adopt a protection–risk conceptual framework to examine resilience (academic achievement, civic participation, and avoidance of risk behaviors) among 1,722 never-married 12–19 year olds living in two Kenyan urban slums. We find stronger associations between explanatory factors and resilience among older (15–19 years) than younger (12–14 years) adolescents. Models for prosocial behavior and models for antisocial behavior emerge as key predictors of resilience. Further accumulation of evidence on risk and protective factors is needed to inform interventions to promote positive outcomes among youth situated in an ecology of adversity.  相似文献

Student engagement is an important contributor to school success, yet high school students routinely describe themselves as disengaged. Identifying factors that alter (increase) engagement is a key aspect of improving support for student achievement. This study investigated students’ perceptions of autonomy, teacher connection, and academic competence as predictors of changes in student engagement within the classroom from the start to the end of a course. Participants were 578 (58% female) diverse (67.8% White, 25.2% African American, 5.1% Hispanic, 1.2% Asian American) high school students from 34 classrooms who provided questionnaire data both at the start and the end of a single course. Novel results from a cross-lagged model demonstrated that students who perceived their classrooms as allowing and encouraging their own autonomy in the first few weeks increased their engagement throughout the course, rather than the typical decline in engagement that was demonstrated by students in other classrooms. This finding is unique in that it extended to both students’ perceptions of engagement and observations of student engagement, suggesting a fairly robust pattern. The pertinence of this finding to adolescent developmental needs and its relationship to educational practice is discussed.  相似文献
