Allele frequencies of 15 tetrameric short tandem repeats (STRs) in Andalusians from Huelva (Spain)

The allele frequency distribution of 15 short tandem repeat (STR) loci contained in the AmpFlSTR Identifiler PCR Amplification Kit (Applied Biosystems), was determined in 114 individuals from Andalusia (province of Huelva), in the southernmost part of the Iberian Peninsula. After Bonferroni's correction, no deviations from the Hardy-Weinberg equilibrium were observed for all samples at the 15 STR loci. All loci are highly polymorphic. The aim of the study was to obtain accurate allele frequencies relevant for applications in forensics and population genetics. Comparative analyses between our population data and other population samples gathered from the literature are also presented.     

Bankruptcy During Foreclosure: Home Preservation Through Chapters 7 and 13

Filing for bankruptcy is the primary legal mechanism by which homeowners in foreclosure can exert control over ownership of their home, yet little is known about the interplay among bankruptcy types, mortgage servicers, state foreclosure laws, and home foreclosure auctions. We analyze 4,280 lower-income homeowners in the United States who were more than 90 days late paying their 30-year fixed-rate mortgages. Two dozen organizations serviced these mortgages and initiated foreclosure between 2003 and 2012. We identify wide variation between mortgage servicers in their likelihood of bringing a property to auction. We also show that when homeowners in foreclosure filed for bankruptcy, foreclosure auctions were 70% less likely. Chapters 7 and 13 filings both reduce the hazard of auction, but the effect is 5 times greater for Chapter 13, which contains enhanced tools to preserve homeownership. Bankruptcy's effects are strongest in states that permit power-of-sale foreclosure or withdraw homeowners' right-of-redemption at the time of auction.     

Legislature size and government spending in Italian regions: Forecasting the effects of a reform

We analyze the effect of different legislature size on per capita regional expenditure in Italy. According to the theory, legislature size has an indefinite effect on government spending because logrolling and transaction costs may have canceling effects. We find a large and significantly positive effect of the number of legislators. We use these findings to forecast the effects of the increase in the number of legislators that is taking place in some regions: a 10% increase in legislature size commands on average a 12% increase in per capita regional expenditure.     

Attack of the killer acronyms: the future of information technology law

This paper looks at the field of information technology (IT) law and its reliance on the buzzwords, jargon and acronyms that tend to alienate serious discussion about some of the deeper socio‐legal issues involved. It is often easy to become confused by the terminology and the technology, which has led to some non‐issues receiving too much interest (the year 2000 bug for example) and some valuable and worthy topics being almost ignored. Some writers and researchers may be tempted to neglect the field because of a lack of understanding of the technology, which may eventually lead to the end of IT law as a serious field of research. This paper will attempt to re‐ignite the jurisprudential debate about the future of IT law research, teaching and practice by looking at the possible trends emerging from the literature.     

Women Victims of Violent Partners: The Italian Situation Amid Culture and Psychopathology

In 2006, the Italian National Institute of Statistics (ISTAT) conducted a survey over the entire national territory of women victims of sexual, physical, and psychologic violence, a few years after the first survey, conducted in 2002. For the 2002 survey, respondents were 60,000 women, 22,759 of whom were aged 14–59 years. For the 2006 survey, the sample consisted of 25,000 women aged 16–70 years. Owing to the sensitivity of the issues, the telephone survey technique seems best suited because it provides more anonymity and guarantee of protection. The survey showed that the phenomenon of violence against women is most commonly perpetrated by the partner or ex‐partner, even in cases of homicide. A comparison of the Italian data with those of the U.S.A. for the period 2001–2006 showed a specificity of Intimate Partner Violence in Italy, that seems to be related to cultural elements and psychologic and psychopathologic factors.
