What is the real driver of China's technological entrepreneurship? Are the United States' science parks the most efficient model for achieving a successful government policy regarding high-technology research, development, and commercialization? This essay sheds light on the important role that central governments play and highlights limitations within each system. It also looks to the future, considering the newly evolving governance model for China's innovation strategy.     

Arid Climate Adipocere—The Importance of Microenvironment

Skeletal remains were retrieved from a cave in an arid desert environment. The submitted material consisted of dried grass, soil, and malodorous skeletal remains wrapped in leather. After examination, it was revealed that the smell had not been due to recent decomposition but to adipocere. The cause of death was listed as “undetermined” and a suggested date of death as “unknown.” Although adipocere usually requires a damp environment or submersion in water to develop, this case provides further evidence for the rare possibility of adipocere formation in an otherwise very dry environment. Wrapping of the body in leather material had produced an impermeable barrier which had sequestrated and preserved bodily fluids allowing anaerobic decay with fat hydrolysis and adipocere formation. Microenvironments may have potentially significant and quite idiosyncratic effects on decompositional processes which may initially confuse investigations.     

Thoracic Visceral Compression–A Useful Technique for Demonstrating Small Bleeding Points in the Dissected Neck at Autopsy

A 29-year-old man died at the scene of an altercation from a stab wound to the left side of the neck. At autopsy, careful in situ examination of the common carotid artery did not reveal any evidence of hemorrhage or apparent vascular injury. However, applying pressure to the chest wall and underlying thoracic viscera (lungs and heart) resulted in filling of the collapsed vessel with blood causing hemorrhage from a small incision on the medial aspect of the common carotid artery. Release of pressure and drying of the dissection field enabled the artery to be opened and the small defect to be identified. This technique may be used to temporarily restore blood to a vessel to help identify a small bleeding point that may otherwise be difficult to detect.

The Political Viability of Carbon Pricing: Policy Design and Framing in British Columbia and California

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap‐and‐trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this article tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation‐finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position‐taking. The article finds strong support for the timing of independent energy price changes, exogenous causes of election results, reducing the visibility of carbon pricing, and using public‐benefit justifications, as well as some support for making concessions to voters. By contrast, the effects of the use of revenue, industry exemptions/compensations, and making polluters pay are not uniform, because the effects of revenue use depend on how it is embedded in coalition building efforts and a middle path between exempting or compensating industry and burdening it appears to be more effective than pursuing just one or the other approach.     

Hard‐Core Toughie: Donald Trump’s Negotiations for the United States Presidency

This paper examines the negotiation tactics employed by Donald Trump in his 2016 presidential campaign. Drawing on data from multiple sources (interviews, debates, articles, books), our analysis begins with a brief overview of Trump’s personality and philosophy, which offers a basis for understanding his general negotiating approach. We then highlight six competitive tactics and four principles of persuasion that Trump employs, with specific examples of how he used them during the campaign with his primary negotiating counterparts – the other candidates, the Republican Party, the press corps, and the American electorate. Finally, we discuss some of the implications of his negotiating approach and preferred tactics in dealing with domestic and international issues as president of the United States.     

Literature,trauma and the African moral imagination

Trauma theory claims to represent a ‘new mode of reading and of listening’, but its Eurocentric roots lead to the question of whether or not this approach is relevant in postcolonial contexts. This essay makes the case that engaging trauma theory through African literatures is in fact a productive exercise, mostly because of what it does for the former. African social thought, expressed through its writers and critics, allows us to refine and address crucial problems in trauma theory, including questions about the representation of trauma and strategies for trauma healing. African writers' deployment of images such as the railroad, which is closely linked with discourses of trauma and of modernism, illustrates how their works can reframe trauma studies from an African perspective. An appreciation of the continent's traumatogenic contexts, of writers' cultural resources and strategies for speaking to those contexts, and of the intrinsically transformational impulse of the African moral imagination, suggests that African literatures are grounded in the types of imaginative ‘re-membering practice[s]’ that promote recovery and healing from the destructive effects of trauma.     

Youth participation in society

Due to economic and social changes in societies of Europe and Asia, youth is hard to capture as a group. While the previous generation had a rather linear life with the different stages following each other: school, university, work, family… it is becoming more confused nowadays for the new generation. Young people can be at the same time, student, parents, workers, unemployed… The transition leading to the stage of being settled in life is lasting longer. How successful this transition is, is matter of the various youth policies implemented in European and Asian countries. Young people relationship towards society is problematic. Both in Asia and Europe young people are trapped in the paradigm of being portrayed either as trouble-makers with an emphasis of youth problems such as drugs, violence… or as a new generation of leaders capable of major changes for the future which assumes that young people are not making any contribution to their community yet. This paper addresses the issue of youth participation and contribution to society in the two regions. It will discuss first the different concept of youth that influence the formulation of youth policies by European and Asian states. Secondly, economic and social changes that directly impact on young people’s life will compliment the discussion on youth policy to draw a comprehensive picture of the state of youth. Thirdly the paper will refer to an alternative approach—the ‘positive youth development’ approach—of viewing youth participation to society. To respond to the problematic relationship of youth towards society, this paper argues that there is a need for reconsidering youth contribution and for viewing it as an on-going process of self development rather than as an outcome. Such an approach implies to view young people experiences and initiatives with an holistic lens and to recognize it as a learning process, part of the broader individual development process of youth.

Constructing ‘active citizenship’: single mothers,welfare, and the logics of voluntarism

Across welfare states, rights-based conceptions of citizenship are losing ground to obligation-centred notions. Drawing on in-depth longitudinal interviews with lone mothers receiving income assistance in British Columbia during a period of significant welfare reform, we explore the mothers' practices and narratives of volunteer labour in relation to conceptions of ‘active citizenship’. Volunteer work and the narratives women construct about it emerge as key sites of struggle and tension over the meaning of motherhood, work, and social contribution.
