Social cleavages and electoral competition in India

Given the great diversity in language, ethnicity, and caste in India, and the resulting millions of possible winning electoral combinations, why is it that in contemporary India we see large state-wide and inter-state political coalitions built around categories such as “Bahujan” or “Backward Caste” instead of thousands of separate caste parties competing at the regional or zila (district) level? This question is the focus of Christophe Jaffrelot's India's Silent Revolution: The Rise of the Lower Castes in India, Pradeep Chhibber's Democracy without Associations: Transformation of the Party System and Social Cleavages in India, and Anirudh Krishna's Active Social Capital: Tracing the roots of development and democracy. This review assesses how these works address the question of political organization and social cleavages in India, examining the differences in approaches and discussing what still needs to be addressed.     

Political Constitutionalism and the European Union

What kind of constitution is emerging in Europe? There are two approaches to answering this question. The first, a ‘foundational’ approach, rejects the premise: there can be no real constitution in the absence of a ‘demos’, a foundation which exists only nationally. The second, ‘freestanding’ approach, depicts it as paradigmatic of a broader phenomenon of cosmopolitan constitutionalism, based on individual rights guaranteed through a transnational rule of law. Rejecting both for their failure to account for European constitutionalism as a historical process of polity‐building, a third approach, ‘political constitutionalism’, is proposed, capturing the dynamic quality of constitutionalisation in the EU. From this perspective, what is emerging in Europe is a constitution that reflects a common good (predominantly conceived in economic terms), albeit one which is legally, political and socially contested. It is by capturing this complex picture of the political formation of Europe that the constitutional question will be most fruitfully pursued.     

Rape and the devalued victim

Numerous jurisdictions have made changes in their rape statutes in recent years. Five modifications that have commonly appeared in the amended rape legislations are aboulition of capital punishment as a sanction for rape, lowered sentence structure, a graduated continuum of offenses and penalties for rape, the reformulation of rape statutes to a sex-neutral definition of participants, and a change in terminology away from rape to such nomenclature as criminal sexual conduct. While the intent of the legal reforms was to insure fairness, we contend that the unintended effect of many of these changes is to trivialize the offense of rape and to devalue the victim.     

Study of the reaction mechanism of 1,8-diazafluoren-9-one with the amino acid, L-alanine

This paper describes the study of the reaction between 1, 8-diazafluoren-9-one (DFO) with the amino acid L-alanine in methyl alcohol. Particular interest was paid to the possible role of the solvent which appears to react with the DFO to form a hemiketal that is the reactive species. A potential reaction pathway is proposed based on the current data collected. The reaction intermediates and products were identified by a variety of spectroscopic methods including mass spectrometry (MS), nuclear magnetic resonance (NMR) spectroscopy, and X-ray crystallography.     

The Transfer of Manufacturing Processes and Standards in U.S. Plants Operating in the U.K.

This paper finds that U.S. firms tend to utilize their manufacturing processes when operating in the U.K. but that they adopt the production standards of the host country. Three process technology variables are examined: MRP I (materials requirements planning), JIT (just in time), and TQM (total quality management). While significant differences are found between indigenous plants in each of the two countries, the adoption of these manufacturing technologies is similar for American firms operating in either country. In contrast, U.S. transplants are found to be enthusiastic adopters of ISO 9000, suggesting that host country effects are large when it comes to conforming to regional standards.     

Moving Images Through an Assemblage: Police, Visual Information, and Resistance

Through interviews with police and document analysis this article examines the movement of video surveillance images from source to police to the courts in order to assess and refine the surveillant assemblage concept. Using this concept, the case study reveals asymmetrical criminalization processes involving movement of this visual information. The study finds that most video surveillance images transferred to police come from private sources as a consequence of function creep and that their movement epitomizes creation of criminalized ‘data-doubles’. However, the article argues that this criminalizing movement through the police is revealed as less than a seamless process; it is dependent on human labour and encounters forms of resistance along the way that include increased police workload and technological limitations.
