More Sinned Against than Sinning? The Case of the Arab Office, Washington, 1945-1948

In 1945, as a final settlement of the Palestine question drew near, the Arab states established the Arab Office, Washington, as part of their unprecedented effort to influence public and elite opinion on this matter in the United States. It was staffed by many of the leading young Arab intellectuals of the era. This article charts the Arab Office's attempt to reduce American support for the creation of a Jewish state in Palestine. In particular, it examines the accusations, made at the time, that the Arab Office, in pursuing its anti-Zionist agenda had co-operated with leading American anti-Semites and was under the control of the notorious former Mufti of Jerusalem, who had collaborated with Hitler during the Second World War.     

Advancing police use of force research and practice: urgent issues and prospects

Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.     

A Meta‐Analysis of the Relationship between Public Service Motivation and Job Satisfaction

In recent years, much research has been conducted on the relationship between public service motivation (PSM) and various outcomes, including job satisfaction. This article presents a meta‐analysis aggregating the effects of PSM on job satisfaction. Meta‐regression analysis is used to assess the impact of numerous study characteristics and to identify potential issues of publication bias. The findings, based on 28 separate studies, show no evidence of publication bias and support the positive relationship between PSM and job satisfaction. Furthermore, the results support the importance of providing individuals with the opportunity to serve the public within this relationship. Given the organizational benefits that can be derived from improved job satisfaction and the focus of PSM research on its implications for job satisfaction, these findings are of interest to both academics and practitioners in the field of public administration.     

Sudden death by inhalation of cyclopropane

This paper reports the case of a 22-year-old white male who was found dead in a storage room as a result of a fatal ingestion of cyclopropane. Cyclopropane is a sweet-smelling, irritating gas. Autopsy findings revealed congestion and hemorrhagic edema of the lungs, congestion of the trachea, and early autolysis. Cyclopropane was determined by headspace gas chromatography and mass spectrometry. To our knowledge, this is the first reported fatality involving cyclopropane.     

Coping with crowding: The prison system response to the crowding crisis

The prison crowding problem in the United States has been described by the Department of Justice as one of the most critical problems facing the criminal justice system (Gettinger, 1984). During the past several years numerous state and federal, public and private task forces and advisory groups have proposed solutions to the crisis but, as of yet, the proposals advanced by criminal justice policy analysts have done little to ease the crowding crisis. In light of the failure of various planning groups to deal with the problem of crowding, this paper examines how the correctional systems have coped with prison crowding through the use of shortterm ad hoc solutions during the 1980s.     

Nanoscale analysis of the interaction between cyanoacrylate and vacuum metal deposition in the development of latent fingermarks on low-density polyethylene

Vacuum metal deposition (VMD) has been previously demonstrated as an effective development technique for latent fingermarks and in some cases has been shown to enhance prints developed with cyanoacrylate (CA) (superglue) fuming. This work utilizes scanning electron microscopy (SEM) to investigate the interactions of the two development techniques when applied to latent fingermarks on low-density polyethylene. CA is shown to act principally on the eccrine deposits around sweat pores, where polymerization results in long polymer fibrils a few 100 nm in width. Subsequent VMD processing results in additional areas of development, for example, between pores. However, the primary mode of deposition of zinc is by interaction with the polymerized CA, the fibrils of which become decorated with zinc nanoparticles. Areas with limited CA deposition and no significant polymerization are also enhanced with the VMD process, resulting in increased print development.     

Prison visitation as human ‘right’ or earned ‘privilege’? The differing tales of England/Wales,and Scotland

Prison visitation has been widely recognised as an important feature of a just and humane prison system, providing important benefits for prisoners and their family in maintaining ties. However, emphasis on maintaining prisoner–family ties over the sentence has remained a low priority for the prison service in England and Wales, with prison visits ideologically framed as a ‘privilege’ rather than a ‘right’ for prisoners. This paper contrasts England and Wales with Scotland where a diverging approach to supporting visitation and family contact has been implemented. In Scotland, a strong focus on human rights as a justification for these policies has occurred, in tandem with more palatable historical context of penal welfarism. This paper assesses differences between the two governmental approaches to prison visitation, situated in discussion of some of the broader resettlement outcomes which may be garnered via these policy responses.     

Constructing patient–psychiatrist relations in psychiatric hospitals: the role of space and personal action

This essay investigates the role of space and personal action in the construction of patient–psychiatrist relations at psychiatric hospitals. In order to explore such a theme, the writings of R.D. Laing prove to be salutary. This is namely accredited to Laing's tenet that the staff and patients of a psychiatric hospital are institutionalised by both physical structures and personal action. A central approach taken in this essay is to explore Laing's theory through an inter-textual reading of Michel Foucault's Madness and Civilization (1967) and Erving Goffman's Asylums (1961).
