Trajectories of land acquisition and enclosure: development schemes,virtual land grabs,and green acquisitions in Indonesia's Outer Islands

While the size and speculative nature of land transactions in the wake of energy, food and climate crises have surprised observers, the reasons for partial implementation of many land developments remain largely unexamined. This contribution investigates trajectories of land acquisition and enclosure by analyzing four acquisition processes in Indonesia – those associated with rice, oil palm, Jatropha and carbon sequestration – considering their implications for comparative studies elsewhere. The paper finds that current patterns of land usechange represent a continuation of ongoing land transformation processes. Itdescribes the logic leading to partial realization of large-scale schemes. Highlighting the importance of interactions between formal and vernacular rural land development processes, the essay concludes that many large-scale schemes are better understood as virtual land acquisitions.     

Characterizing the Source of Fugitive Middle Distillate Fuels—A Case Study Involving Railroad Diesel Fuel,Mandan, North Dakota

Middle distillate fuels are used in civilian and military jet engines, on-road (truck and bus) and off-road diesel (diesel-electric locomotives, heavy equipment, and farm machinery) engines, marine diesel engines, nonaviation gas turbines, and domestic and commercial furnaces. As such, these fuels are common environmental contaminants that may arise from multiple sources. The considerable liability associated with these fugitive fuels requires that their source(s) be defensibly determined. In this paper we describe the “chemical fingerprinting” features of middle distillate fuels that can be used in assessments of their source(s) in the environment. A case study in which railroad (off-road) diesel fuel #2 could be distinguished from nonrailroad fuels (e.g., on-road diesel fuel #2, fuel oil #2, and/or fuel oil #1) in Mandan, North Dakota, is presented.     

The Effect of Light Exposure on the Degradation of Latent Fingerprints on Brass Surfaces: The Use of Silver Electroless Deposition as a Visualization Technique

We have studied the degradation of sebaceous fingerprints on brass surfaces using silver electroless deposition (SED) as a visualization technique. We have stored fingerprints on brass squares either (i) in a locked dark cupboard or (ii) in glass‐filtered natural daylight for periods of 3 h, 24 h, 1 week, 3 weeks, and 6 weeks. We find that fingerprints on brass surfaces degrade much more rapidly when kept in the light than they do under dark conditions with a much higher proportion of high‐quality prints found after 3 or 6 weeks of aging when stored in the dark. This process is more marked than for similar fingerprints on black PVC surfaces. Identifiable prints can be achieved on brass surfaces using both SED and cyanoacrylate fuming (CFM). SED is quick and straightforward to perform. CFM is more time‐consuming but is versatile and can be applied to a wider range of metal surfaces than SED, for example brass surfaces which have been coated by a lacquer.

Defining E‐leadership as Competence in ICT‐Mediated Communications: An Exploratory Assessment

While many aspects of the dramatic shifts caused by digital government have made enormous progress, the leadership of those who serve the public via electronic means has yet to take a significant step forward. This article addresses three questions: How significant has e‐leadership become? What are the challenges in trying to create a more comprehensive model of defining and measuring e‐leadership? And, based on current knowledge, what skill and behavioral elements are candidates for a concrete e‐leadership model? The authors develop and test an original model that focuses on e‐leadership as a competence in virtual communications (i.e., the use of ICT‐mediated communications) and the digital opportunities and challenges that are created. The results provide strong support for the proposed model. The article concludes with a discussion of a future agenda for e‐leadership research that can be developed in a manner that is fruitful for theory and practitioners.
