Why are some parties more likely than others to keep the promises they made during previous election campaigns? This study provides the first large‐scale comparative analysis of pledge fulfillment with common definitions. We study the fulfillment of over 20,000 pledges made in 57 election campaigns in 12 countries, and our findings challenge the common view of parties as promise breakers. Many parties that enter government executives are highly likely to fulfill their pledges, and significantly more so than parties that do not enter government executives. We explain variation in the fulfillment of governing parties’ pledges by the extent to which parties share power in government. Parties in single‐party executives, both with and without legislative majorities, have the highest fulfillment rates. Within coalition governments, the likelihood of pledge fulfillment is highest when the party receives the chief executive post and when another governing party made a similar pledge.  相似文献

When Eric Anderson published inclusive masculinity theory (IMT), it was largely situated in relationships he observed with first-year undergraduate students. Here, he noticed a striking difference in behaviours and attitudes between the adolescent heterosexual men in the United States, compared to those in the UK. Since IMT’s inception, there has been a great deal of further enquiry into the social lives of young heterosexual men in both of these nations. What is undertheorized, however, is whether the intense emotional and physical tactility of homosocial relationships described in this literature will occur with current and future generations. Nor do we know if men described as exhibiting inclusive masculinities at university continue to do so – and to what degree – as they enter the workplace and develop family ties. This research utilizes 10 semi-structured interviews with the same participants from Anderson’s initial studies, showing that they continue to strive for the same emotional intimacy with male friends that they achieved during their time at university. Half also carried this behaviour into the friendships developed with other men since graduating from university. Thus, this research contributes to IMT as it offers preliminary analysis into the friendships of inclusive men, after their time at university.  相似文献

Since the 2011 uprising, Tunisia's Islamist movement Ennahdha has proposed a political project based on reclaiming the nation's Arab-Islamic identity. At the heart of this is the issue of ‘protection of the sacred’, which seeks to define limits to freedom of expression to protect religious symbols from criticism. This is part of Ennahdha's post-Islamist evolution. The movement has drawn away from its earlier ambitions to Islamise the state and now seeks to reconstruct the role of Islam by asserting a cultural Islamic identity, which recasts religious norms as conservative values and which has yet to determine the precise limits of new individual freedoms. The result was to propose a new set of rules for the community under which Tunisians would freely express their religious belief in a way denied them under the former regime, but would also live under a state that defended and guaranteed their religious values.  相似文献

Companies appear to be taking the business ramifications of conflict far more seriously, yet with limited consideration of the full extent of their responsibilities. Certainly, they see conflict resolution as primarily the responsibility of government yet find themselves in context specific situations where they are nevertheless expected to work actively to protect and promote human rights. In addition to “traditional” civil and political rights, companies' human rights responsibilities are increasingly also recognised. It is not impossible to apply human rights principles to conflict situations or to integrate them with a policy of conflict management. The process of managing human rights and a company's economic performance in conflict zones are directly related.  相似文献

This article reviews the development of the EU's European Security and Defence Policy (ESDP) from its inception at the Cologne European Council Summit in June 1999 until its most immediate challenge, namely, the establishment of a military mission in Bosnia and Herzegovina to take over from NATO's SFOR mission at the end of 2004. After a general survey, an analysis of the challenges and trends that confront ESDP in the coming period follows. Data protection and privacy gain social importance as technology and data flows play an ever greater role in shaping social structure. Despite this, understanding of public opinion on these issues is conspicuously lacking. This article is a meta-analysis of public opinion surveys on data protection and privacy focussed on EU citizens. The article firstly considers the understanding and awareness of the legal framework for protection as a solid manifestation of the complex concepts of data protection and privacy. This is followed by a consideration of perceptions of privacy and data protection in relation to other social goals, focussing on the most visible of these contexts–the debate surrounding privacy, data protection and security. The article then considers how citizens perceive the ‘real world’ environment in which data processing takes place, before finally considering the public's perception and evaluation of the operation of framework against environment.  相似文献

Abstract: Standard hours of work have been relatively uniform throughout the work force in Australia. Reductions have occurred only after careful consideration by the industrial tribunals and/or the parliaments. Provision of special treatment in this matter for particular groups of employees has been limited. The use of productivity bargaining techniques to secure reduced standard hours of work for a relatively small proportion of the work force — as occurred in the public sector in the mid-1970s — represented a significant departure from previous practice. This is a study of the first of these cases which, in effect, set the ground rules for a series of similar cases conducted later within the Commonwealth public sector. It sets out the steps which were necessary to have the productivity agreement accepted and points out novel features which arose in the application of the productivity bargaining technique.  相似文献
