This article assesses Taiwan's strategic options in relation to the US. From Taipei's perspective, the first strategic option is to maintain the interest of the US and this is largely done by emphasizing the threat posed by a rising China. The second strategic option relates to gaining more support from the US through highlighting the island republic's democratic credentials. Importantly, limitations exist in Taiwan's strategic options in part because they are subject to positive responses from the US as well as reactions from China. For Taipei, a middle power, the key therefore is achieving an optimal mix of strategies while overcoming any deficiencies in order to enhance its national security. 相似文献

To date few reports have provided direct comparison of psychosocial vulnerability and resources among youth with victimization and perpetration histories. Within a racially diverse, high-risk adolescent sample (n = 849), this study undertakes MANCOVA tests on a multidimensional set of risk and protective factors contrasting youth with histories of 1) neither violent victimization nor perpetration, 2) victimization only , 3) both perpetration only, and 4) both victimization and perpetration. All three violence-affected groups reported elevated risk and diminished protection, with perpetrating victims demonstrating the greatest psychosocial impairment. Detailed contrasts among the youth group profiles provide insights regarding overlapping and distinct developmental etiologies and implications for preventive and remedial intervention. 相似文献

When it comes to child sex trafficking, health care clinics have become spaces of duality. While these facilities provide medical care to child victims, many argue that this facilitates traffickers in concealing evidence of child sex trafficking. This Note proposes an amendment to New York's Safe Harbor Act and various sections of the Social Services Law to cure legislative ambiguity with respect to health care clinics. The amendment will mandate that all state‐run health care clinics implement a uniform process, utilizing mental health professionals and a standardized interview process, to identify and report instances of potential child sex trafficking. 相似文献

The process of decomposition of bodies in the marine environment is poorly understood and almost nothing is currently known about the microorganisms involved. This study aimed to investigate the microbes involved in decomposition in the sea and to evaluate the potential use of marine bacterial succession for postmortem submersion interval (PMSI) estimation, for which there is currently no reliable method. Partial pig remains were completely submerged during autumn and winter and were regularly sampled to document marine bacterial colonisation and the changes in community composition over time. Five stages of decomposition were recognised, some of which exhibited characters specific for partial carrion. Marine bacteria rapidly colonised the submerged remains in a successional manner. Seasonal differences were observed for the rate of decomposition and also for several groups of colonising bacteria. Marine bacteria specific for particular PMSIs were identified. This study provides an insight into the involvement of saprophytic marine bacteria in the decomposition of mammalian remains in the sea and is the first to explore the use of marine bacterial colonisation and succession as a novel tool for PMSI estimation. There is a growing consensus among economists that the most procompetitive strategy for restructuring public utility enterprises
includes complete vertical separation of the network or grid portion of a sector from other parts of the sector where competition
is to be created. Although exceptions to this rule are readily granted, it is generally considered that any alternative strategy
may pay a high cost in terms of discriminatory access to the grid by non-integrated entrants into the new competitive sector.
This consensus is somewhat surprising in light of the simultaneous growth of transactions cost economics, with its emphasis
on the benefits of close vertical relationships—including vertical integration—in the face of complexity, unforeseeable contingencies,
and problems with contract law enforcement. These issues are considered in the context of a Russian railways restructuring
plan which may, or may not, involve complete vertical separation.

The railways of Russia and the Central and Eastern Europeancountries are in the process of restructuring. In most cases,the "vertical separation" reform model is being pursued, andreformers are seeking to introduce competition among freighttrain operators through the provision of "open access" to themonopoly infrastructure. This paper shows that, in two countries,Poland and Romania, a good deal of competition has been createdby the entry of new freight operators, many of them either largeshippers integrating upstream or former freight forwarders.However, in other countries, the incumbent freight operatorsretain virtually 100 percent of the market. Abstract: An LC–MS method was developed for benzylpiperazine (BZP) and trifluoromethylphenylpiperazine (TFMPP), constituents of “party pills” or “legal herbal highs,” and their metabolites in human blood plasma. Compounds were resolved using a mixture of ammonium formate (pH 4.5, 0.01 M) and acetonitrile (flow rate of 1.0 mL/min) with a C18 column. Calibration curves were linear from 1 to 50 ng/mL (R2 > 0.99); the lower limit of quantification (LLOQ) was 5 ng/mL; the accuracy was >90%; the intra‐ and interday relative standard deviations (R.S.D) were <5% and <10%, respectively. Human plasma concentrations of TFMPP were measured in blood samples taken from healthy adults (n = 6) over 24 h following a 60‐mg oral dose of TFMPP: these peaked at 24.10 ng/mL (±1.8 ng/mL) (Cmax) after 90 min (Tmax). Plasma concentrations of 1‐(3‐trifluoromethyl‐4‐hydroxyphenyl) piperazine peaked at 20.2 ng/mL (±4.6 ng/mL) after 90 min. TFMPP had two disposition phases (t½ = 2.04 h (±0.19 h) and 5.95 h (±1.63 h).
