Skills shortages characterize the public and indeed private sectors of most South Pacific countries. In Fiji, the shortages have been exacerbated by political events that have led to the emigration of large numbers of professionals and managers, particularly of Indian extraction. Tensions between indigenous Fijians and Indian Fijians, which have persisted since the arrival of the first Indians in Fiji in 1879, have heightened since Prime Minister Sitiveni Rabuka assumed Government by military coups in 1987. Under Rabuka's leadership, the Constitution was amended to ensure that no less than 50 per cent of all public service positions at all levels of the bureaucracy were filled by indigenous Fijians, and no less than 40 per cent by people of other races. This requirement makes the Fijian public service an interesting example of affirmative action, and as such, has important implications in terms of the quality of public administration in Fiji. This article seeks to explore the causes of the crisis in human resources in Fiji's public sector and to suggest means of addressing the problem. © 1996 by John Wiley & Sons, Ltd. 相似文献

Electoral integrity is increasingly being recognised as an important component of democracy, yet scholars still have limited understanding of the circumstances under which elections are most likely to be free, fair and genuine. This article posits that effective oversight institutions play a key role in scrutinising the electoral process and holding those with an interest in the electoral outcome to account. The main insight is that deficiencies in formal electoral management can be effectively compensated for via one or more other institutional checks: an active and independent judiciary; an active and independent media; and/or an active and independent civil society. Flawed elections are most likely to take place when all four checks on electoral conduct fail in key ways. These hypotheses are tested and supported on a cross‐national time‐series dataset of 1,047 national‐level elections held in 156 electoral regimes between 1990 and 2012. 相似文献

This article develops a cognitive institutionalist account of mass and elite evaluations of political ethics, which is tested on a new dataset from the United Kingdom. The analysis explores the extent of contemporary disagreement among British political elites and those they represent by comparing responses to questions asked in a representative survey of the public with similar questions asked of incumbent MPs and parliamentary candidates. There are systematic differences between members of the public, candidates and MPs at both aggregate and individual levels – differences which can be accounted for with reference to the framing effects of Parliament as an institution. Candidates for parliamentary office display significantly more tolerance of ethically dubious behaviour than other members of the public. Within the elite category, elected MPs exhibit more permissive ethical standards than those candidates who are unsuccessful. 相似文献

The state education system in the UK has undergone significant transformation such that New Labour’s modernization policy embodies aspects of the marketized system, inspired by New Right thinking, with a concern for placing schools at the centre of the social inclusion agenda. In this paper, we explore the impact of the modernized agenda on teachers’ work and identify the tensions and contradictions which emanate from these policies. The research centred on interviews with teachers and headteachers in four school case studies and explores the changing nature of the profession by focusing on teachers’ emotional management. It is evident that at a time when a large proportion of what teachers do is subject to scrutiny and audit, the emotional and less definable elements of teaching have also increased but remain relatively unrecognized. The findings suggest that issues of emotional management bring into sharp relief the contradictions evident in the modernized agenda. 相似文献

This article summarizes the findings of a recent research project investigating complaints handling in local government. It discusses the results of a survey of half the local authorities in England, to discover their complaints handling practices. The article also summarizes the results of a more limited survey of local authority consumers; this aimed to discover their attitude to and experience of complaining, and the level of awareness of their local authority's procedure. The Electoral Commission's recently published report Gender and Political Participation captures in a clear and accessible fashion the ways in which gender determines the nature of women and men's political participation in the UK. Analysing existing academic survey research it establishes that there is an overall gender gap in political activism with men more active than women. However, it also finds that there is no gender gap in voter turnout at national, regional, or local elections and that in some political activities, such as signing petitions or boycotting products, women are more likely than men to be active. The report also raises important questions about the consequences - substantive and in terms of legitimacy - of women's lower levels of participation in party politics, and suggests that political parties should ensure that greater numbers of women are elected to our political institutions. 相似文献

This article reports findings from a recent survey of citizens' attitudes towards standards in British public life. It provides further evidence that people hold their political leaders to high standards, yet are often disappointed by the reality, and suggests that many citizens tend to blame the practice and institutions of politics for making politicians less honest and trustworthy than they would ideally like. The article argues that reforms to the political system are needed to regain the confidence of the population, but that the manner in which the most recent round of ethics reforms in the House of Commons were introduced may lower the prospects of their achieving this goal. 相似文献

Under David Cameron's leadership reforms have been made to the Conservative party's parliamentary selection procedures and distinct women's policy initiatives have been developed. This article, based on focus group data with party members, explores attitudes towards measures designed to recruit more women Conservative MPs. Broadly, we find that, despite widespread support for the principle of greater social diversity among PPCs, members are uncomfortable with the specific measures that have been introduced. This is largely on the grounds that anything approaching 'positive discrimination' should be eschewed in favour of the 'meritocratic' selection of candidates. Further, the members tend to resent central party 'interference' in what has traditionally been the domain of local Constituency Associations. 相似文献
