The Wisdom of Which Crowd? On the Pathology of a Listening Government

This article considers the claims made by members of the current UK Coalition government to adopt a new style of listening, consultative politics based upon the so‐called wisdom of the crowd. It considers how these claims have—and could have—been acted upon, focusing upon two central policy proposals; the funding of higher education and the reform of the National Health Service.     

The Media,the Peace Dividend and ‘Bread and Butter’ Politics

In December 2007, Northern Ireland's newly elected First and Deputy First Ministers, Ian Paisley and Martin McGuinness, were pictured sitting happily together on a read leather sofa at the new IKEA superstore in Belfast. It was an image that served as a powerful symbol of the region's political transformation and economic optimism. Yet, within months of this photo opportunity, global financial crisis and economic recession shattered hopes that a meaningful, economic ‘peace dividend’ would underpin the new political dispensation. This article takes a critical look at the media's role in conflict transformation in Northern Ireland; how they projected new and more positive images of life in the region and chronicled the daily business of ‘bread and butter politics’. However, it also identifies chronic decline among some sections of the regional media, particularly Belfast's daily newspapers, just when they are needed to monitor and debate political decision‐making in a time of austerity.     

MASCULINITY AND DELINQUENCY

A strong positive association between masculinity and delinquency is on important assumption in theories which explain why (1) males are more delinquent than females and (2) females are becoming increasingly delin-quent. Self-report measures obtained from 1002 junior and senior high school students from a large Southeastern city constitute the data for an examination of the first of these relationships. Factor analytic procedures were used to identify the components of masculinity: leadership, aggressive-ness, competitiveness, ambitiousness, and successfulness. Separate models of masculinity, opportunity, attachment to conventional others, and belief in the moral validity of low are constructed for status, property, and aggressive offenses. For females, masculinity has no direct effects on any type of delinquency. For males, masculinity is directly related only to status offenses. The results are inconsistent with analyses of females' delinquency that emphasize their adoption of masculine characteristics.     

The Responsibility of the Police Command for Street-Level Actions

This article examines federal judicial doctrine concerning the responsibility of police officials for patrol misconduct. The current standard requiring a showing by plaintiffs of an "affirmative link" between street-level action and the intention of commanders is challenged in two ways. First, through the application of organizational analysis to the premises of leading cases in the doctrine, and, second, by considering three suits alleging patterns of patrol misconduct, in which the elements of a new standard of command responsibility can be discerned. The authors argue that a standard based on a strengthened doctrine of respondeat superior will help insure the preservation of due process rights in citizen encounters with the police. The article recommends the imposition of departmental record keeping requirements for personnel evaluations and for allegations and investigations of patrol misconduct. A further recommendation would require departmental regulations on the use of force.     

DELINQUENCY,IDENTITY, AND WOMEN'S INVOLVEMENT IN RELATIONSHIP VIOLENCE*

This study focuses on factors associated with women's self-reports of relationship violence “perpetration.” We analyzed data derived from personal interviews with 942 respondents who were originally contacted when they were adolescents and then 10 years later as young adults (N=721). Level of delinquency in adolescence was a signicant predictor of adult reports of involvement in relationship violence, for both male and female respondents. In addition, women's scores on the Conflict Tactics scale were related to adolescent and adult identities-higher scores were found among women who reported that they had been viewed as troublemakers as adolescents and who endorsed statements indexing an angry self-concept in adulthood. Although male perpetration represents a much more serious social and public health problem, these data do suggest that there may be a social learning basis for female as well as male expressions of violence.
