吉利根是享誉世界的美国心理学家,其关怀道德取向理论最大的贡献在于把女性带入了心理学世界,提出了女性道德发展的三个水平和两个过渡时期,对道德心理学的发展作出了重大的贡献。然而各界对关怀道德取向理论仍存在误识,所以关怀道德理论仍需要重述几个问题,以便人们更好地领会吉利根的思想。尽管我国研究关怀道德取向理论尚处于不成熟阶段,但该理论对我国的道德教育具有重要的借鉴意义。     

A Two-Step Econometric Estimation of Covariates of Side Selling: The Case of Coffee Cooperatives in Southwest Ethiopia

Despite their apparent economic benefit to smallholder farmers, cooperatives are vulnerable to the problem of side selling. Using cross-sectional household data and Cragg’s regression model, we identified the determinants of side selling by coffee cooperative farmers in southwest Ethiopia. The bootstrapping technique was applied to extract average partial effects from the model coefficients. Certified, elder and educated farmers who have off-farm income and trust in the cooperative leadership have been found to side-sell significantly less. Nonetheless, cooperative group size and late payment favoured more side selling. Based on these findings, possible interventions are highlighted for improving cooperative members’ commitment and the performance of coffee cooperatives in the region.     

The Nature of Contracting Hazards in Public–Private Partnerships—Evidence from Ireland

The use of public–private partnerships (PPP) for the procurement of infrastructure and related services can be a complex and challenging process. This article adopts a transaction cost regulation perspective to examine two PPP cases from Ireland that encountered significant obstacles to successful procurement. It finds that both procurements met hazards including uncertainty about the viability of the bids and opportunistic behavior by preferred bidders that held quasi-monopoly positions. The public nature of both cases provided a fertile ground for opportunistic behavior by political opponents and other “interested” parties. The analysis shows how the governance of PPPs is shaped by the attributes of the transactions and the interaction of economic and political hazards that create transaction costs.     

Performing Counter-Hegemonic Common(s) Senses: Rearticulating Democracy,Community and Forests in Puerto Rico

Political ecologists have developed scathing analyses of capitalism’s tendency for enclosure and dispossession of the commons. In this context commons are analyzed as a force to resist neo-liberalism, a main site of conflict over dispossession, and a source of alternatives to capitalism. In this paper we elaborate a view of the commons as the material and symbolic terrain where performative re-articulation of common(s) senses can potentially enact counter-hegemonic socio-ecological configurations. Expressly drawing on the concepts of hegemony, “common-senses” (inspired by Antonio Gramsci) and “performativity” (developed by Judith Butler), we argue that counter-hegemony is performed through everyday practices that rearticulate existing common senses about commons. Commoning is a set of processes/relations enacted to challenge capitalist hegemony and build more just/sustainable societies insofar as it transforms and rearranges common senses in/through praxis. The paper draws on the experience of an anti-mining movement of Casa Pueblo in Puerto Rico, which for the last 35+ years has been developing a project self-described as autogestion. The discussion pays special attention to Casa Pueblo’s praxis and discourses to investigate how they rearticulate common senses with regard to nature, community and democracy, as well as their implications for counter-hegemonic politics.     

Intergovernmental councils in the United States

ABSTRACT

This article focuses on intergovernmental councils (IGCs) in the United States in which prominent state-level executive politicians, that is, governors, play a leadership role. In the US case, these IGCs developed out of a desire to facilitate interstate information exchanges and a need for state governments to join forces to protect their autonomy vis-à-vis the federal government. In this latter role, the councils function as lobbyists for state government interests. The research question driving the analysis has to do with impact: what difference do executive-led IGCs make, either vertically or horizontally, in the US federal system? The question of impact is particularly relevant because growing partisan polarization in contemporary federal and state political institutions complicates collective action by states.     

“Victim Refuses to Cooperate”: A Focal Concerns Analysis of Victim Cooperation in Sexual Assault Cases

Research suggests that victim cooperation is a strong predictor of arrest and prosecution in sexual assault cases. Relatively little research has focused on identifying the factors that shape the decision to cooperate and the research that does exist is largely atheoretical. We address these gaps by examining victim cooperation using a revised version of the focal concerns perspective. We use data on cases reported to law enforcement agencies in Los Angeles to estimate models using factors situated within three victim focal concerns—crime seriousness, costs of cooperation, and likelihood of conviction—for three stages of the case process. We supplement these results with qualitative data from police reports regarding the reasons why victims refused to cooperate. The findings of this study provide initial support for the theoretical development of victim cooperation using the focal concerns perspective and provide potential guidance to criminal justice practitioners on how to increase victim cooperation.

改革开放以来私营经济对我国经济发展作出了重要贡献,逐步获得了合法地位。私营企业主亦成为引人瞩目的阶层。但市场经济伦理要求与我国一贯的价值取向迥然不同。私营企业主阶层的利己与利他可以在一定的均衡点上达成妥协。对私营企业主阶层可通过以爱国主义、公平和公正等为主要内容的共识教育来增强其凝聚力,但要避免道德教育的泛政治化。
